DECISION:
Article 1Approve the National Strategy for Disaster Prevention, Mitigation, and Response until 2020 with the main contents as follows:
I. GUIDING PRINCIPLES
1. Disaster prevention, mitigation, and response work includes: prevention, response, and recovery aimed at minimizing losses caused by disasters, ensuring sustainable development, contributing to social stability, and guaranteeing national defense and security.
2. State agencies, economic organizations, social organizations, people's armed forces units, every citizen, and foreign organizations and individuals residing in Vietnam have the obligation to implement disaster prevention, mitigation, and response activities.
3. Disaster prevention, mitigation, and response work shall be carried out under the principle of joint efforts between the state and the people, effectively utilizing state resources while mobilizing all community resources, both domestic and international.
4. The content of disaster prevention, mitigation, and response must be integrated into planning and development plans for each region and sector at both national and local levels.
5. Disaster prevention, mitigation, and response work should prioritize prevention, continuously researching the impacts of global climate change, rising sea levels, and other abnormal weather phenomena to prevent and avoid them.
6. Disaster prevention, mitigation, and response work must leverage and build upon traditional experience, learn from lessons, combine modern knowledge and technology, and enhance international cooperation.
II ||| PRINCIPLES OF GUIDANCE1. The Government shall uniformly manage state affairs concerning disaster prevention, mitigation, and response nationwide; the Ministry of Agriculture and Rural Development shall serve as the permanent agency, coordinating with relevant agencies to assist the Government in managing state affairs in this field.
2. Ensure the implementation of the Party's policies and the State's laws. Enhance the effectiveness and efficiency of state management and raise the responsibility of all organizations and individuals regarding disaster prevention, mitigation, and response. Gradually perfect the institutional framework and organizational system from central to local levels. Raise awareness and disseminate experiences in disaster prevention and response, especially at grassroots levels such as villages, communes, and wards.
3. The National Strategy for Disaster Prevention, Mitigation, and Response must be implemented comprehensively, phased, and prioritized, addressing both urgent and long-term needs. Disaster prevention, mitigation, and response work must follow the principle of "Four Localities" (local command, local forces, local materials, local logistics) and proactively prevent, respond promptly, and effectively mitigate and recover. Recovery work must be combined with restoration and upgrading to ensure sustainable development in each region and sector.
4. Investment in disaster prevention, mitigation, and response is a crucial factor for ensuring sustainable development. The State shall ensure necessary resources while mobilizing contributions from the community and society for disaster prevention, mitigation, and response investment. Construction of disaster prevention, mitigation, and response projects must integrate engineering and non-engineering solutions, utilizing comprehensive benefits, ensuring harmony with nature and the environment.
5. Ensure the implementation of international commitments in the field of disaster prevention, mitigation, and response..
Mobilize all resources to effectively implement disaster prevention, mitigation, and response work from now until 2020 to minimize human and property losses, limit damage to natural resources, the environment, and cultural heritage, thereby significantly contributing to sustainable national development and ensuring national defense and security.
III. OBJECTIVES
1. General objectives
2. Some specific objectives a) Improve the ability to forecast typhoons, floods, droughts, saline intrusion, earthquake information, tsunami warnings, and other dangerous meteorological and hydrological phenomena. The focus is on increasing the lead time for typhoon and tropical depression forecasts to 72 hours.
b) Ensure that development plans, construction standards for economic and social infrastructure and residential areas in regions frequently affected by disasters comply with regional standards for typhoon, flood, and disaster prevention; integrate economic and social development plans and sectoral plans with disaster prevention, mitigation, and response strategies, plans, and programs to achieve sustainable development.
c) Ensure that 100% of local government officials directly involved in disaster prevention and response are trained and their capacity and expertise in disaster prevention, mitigation, and response are enhanced; over 70% of residents in communes frequently affected by disasters are informed about flood and storm prevention and disaster mitigation.
d) Complete the relocation, resettlement, and stabilization of the lives of people in regions frequently affected by disasters according to approved planning. In the short term, from now until 2010, strive to basically complete the relocation of people from high-risk areas for flash floods, landslides, and hazardous zones to safe locations. đ) Direct close coordination and cooperation among search and rescue forces to proactively respond when urgent situations occur; ensure investment in building technical facilities, purchasing equipment, and developing human resources for search and rescue services according to the overall planning scheme for the search and rescue sector until 2015, with a vision to 2020

d) Complete the relocation, arrangement, and stabilization of the lives of people in areas frequently affected by natural disasters according to the planning approved by the competent state agency. In the short term, from now until 2010, strive to basically complete the relocation of residents out of high-risk areas for flash floods, landslides, and dangerous zones to safe locations.
đ) Direct the close coordination and cooperation among search and rescue forces to proactively respond when urgent situations occur; ensure investment in building material and technical infrastructure, purchasing equipment, and developing human resources for search and rescue activities in accordance with the content of the overall planning proposal for the search and rescue sector until 2015, with a vision to 2020. which was approved by the Prime Minister's Decision No. 46/2006/QĐ-TTg dated February 28, 2006.
e) Ensure the safety of dike systems in provinces from Ha Tinh and beyond; enhance flood protection levels for coastal systems in Central Vietnam, the Central Highlands, and Southeastern Vietnam; complete reinforcement and upgrading of sea dike systems nationwide to protect residents, develop marine economies, ensure security, and defense in coastal areas.
g) Ensure the safety of reservoirs, particularly large reservoirs, those with densely populated residential areas or politically, economically, culturally significant facilities, and important national defense and security works downstream. h) Complete 100% construction of anchorage areas for ships and boats to avoid typhoons according to approved planning.
i) Improve the fishery communication system; ensure that all distant-water fishing vessels have sufficient communication equipment; sign rescue and disaster relief agreements with countries and territories in the region.

a) Building a complete legal system and policy mechanisms
- Study and draft the Law on Disaster Prevention and Control based on the Ordinance on Flood and Storm Prevention and Control, ensuring alignment with the country's practical conditions. Develop planning, zoning, risk assessment for natural disasters to formulate appropriate policies for regions, localities, key areas, serving as a basis for proactive prevention; issue technical standards and guidelines for construction projects in areas frequently affected by natural disasters; adjust and supplement regulations and standards for disaster forecasting.
b) Improving organization
- Continue to improve the command and control structure for disaster prevention, control, and mitigation at all levels and sectors, from central to local.
- Review, supplement, and perfect the functions, operational regulations, and coordination mechanisms of the Central and local Flood Control and Search and Rescue Command Boards and related Ministries and sectors.
- Professionalize the cadre working on disaster prevention, control, and mitigation. Upgrade office facilities while investing in equipment and technology to ensure working conditions for disaster prevention, control, and mitigation agencies at all levels.
- Encourage the establishment of organizations supporting disaster management, training institutions, service units serving disaster prevention, control, and mitigation.
c) Socialization and human resource development
- Implement socialization policies for disaster prevention, control, and mitigation, including creating conditions for people to participate in the drafting of legal documents, planning, management, and supervision of implementation of programs and projects at the local level. - Strengthen propaganda efforts, raise community awareness. Build self-protection capabilities against natural disasters, promote traditional mutual aid and support in disaster relief. Organize voluntary community response forces to participate in rescue operations. Promote the role of social organizations in preparatory activities, damage mitigation, and recovery. - Enhance training of human resources to meet disaster prevention, control, and mitigation requirements, especially for organizational management, advisory, and operational cadres. d) Financial resources
- The state budget ensures investment in disaster prevention, control, and mitigation projects and reserves for handling and mitigating disaster consequences. National reserves can be used for disaster prevention, control, and mitigation work when necessary. Seek ODA funding for disaster prevention, control, and mitigation projects, prioritizing non-repayable ODA funds for capacity enhancement, technology transfer, and management experience.
- The State grants local People's Committees at provincial and district levels autonomy in investment and mobilization of legitimate funds for disaster prevention, control, and mitigation.

- The State has preferential policies and protects the legitimate interests of organizations and individuals investing in disaster prevention, control, and mitigation; encourages domestic and foreign organizations and individuals to invest in advanced science and technology research and application combined with traditional measures.
- Encourage domestic and foreign organizations and individuals to participate in financing disaster prevention, control, and mitigation efforts, humanitarian and charitable activities in disaster-affected areas.

- Develop training programs for individuals directly involved in disaster prevention, mitigation, and response work, focusing on managers, planners, specialists, and grassroots cadres.
e) Develop science and technology for disaster prevention, mitigation, and response
- Strengthen basic investigation activities, invest in scientific research and apply new technologies in the field of disaster prevention, mitigation, and response. - Modernize early warning information systems from central to regional and local levels. Emphasize effective communication methods, especially in mountainous, coastal, remote, and border areas.
- The State encourages the application of advanced scientific and technological achievements to enhance forecasting, warning, and communication capabilities; improve research tracking abilities of Earth changes and natural variations in the region and territory; encourage the application of new technologies and materials in the field of disaster prevention, mitigation, and response.
- Gradually develop specialized sciences on disasters: emergency situations, disaster management, sustainable development, disaster medical care, production and environmental recovery after disasters.
g) Consolidate dike and reservoir systems
- Construct, consolidate, and upgrade river and sea dikes at appropriate design levels, combining multi-purpose usage to serve economic and social development.
Focus on improving dike quality, preventing deterioration, eliminating weak positions in the dike foundation, and culverts under the dike; complete dike cross-sections according to design specifications, harden the dike surface combined with rural transportation.
Increase investment in planting protective dike trees; regular maintenance and protection of these trees are ongoing tasks for dike protection. - Review planning, invest in building flood drainage facilities to enhance their flood discharge capacity, which have been approved by competent state authorities.
- Regularly inspect and evaluate the current status of water storage structures, repair and upgrade, supplement emergency overflow structures to ensure dam safety; complete operational procedures to allow multi-purpose use, particularly large reservoirs participating in flood regulation and water supply during dry seasons.
h) Enhance rescue and relief capabilities Enhance rescue and relief capabilities for specialized, semi-specialized forces, and local civilian forces; organize regular disaster prevention, mitigation, and response drills for sectors and localities. Emphasize ensuring uninterrupted communication; improve on-site rescue capabilities for organizations, individuals, communities, especially in high mountains, remote areas, border regions, islands, and vessels operating on rivers and seas.
Promote international cooperation and integration
Strengthen cooperation with countries in the region and internationally in early warning, forecasting, education, training, technology transfer, information sharing, experience exchange, practical lessons, towards establishing agreements and cooperation frameworks on disaster prevention, mitigation, and response, particularly in rescue and relief; cooperate with international organizations in implementing the United Nations Framework Convention on Climate Change, the Kyoto Protocol, the Hyogo Action Plan, and other programs; cooperate with countries in the region regarding water resource management and protection.
2. Tasks and solutions for disaster prevention, mitigation, and response for each area
i) a) Red River Delta and North Central Coast

- Implement programs to strengthen and upgrade dike systems, utilize and conserve natural sand dunes to prevent tsunamis, sea water intrusion, and salinity; build reservoirs, increase forest planting, implement measures to enhance dry season flows and groundwater, enhance irrigation works to combat drought and flooding; construct projects to prevent and control riverbank and coastline erosion, dredge channels; build anchorage areas for ships and boats, upgrade and develop coastal information stations to serve typhoon, sea level rise, and tsunami warnings.
- Strengthen research and propose solutions to prevent river mouth siltation, dredge river channels to enhance flood discharge capacity, combined with inland waterway transport.
c) Mekong Delta
The principle for disaster prevention, mitigation, and response in the Mekong Delta is "Living with Floods" to ensure safe development; proactively prevent typhoons, thunderstorms, saline intrusion, and droughts, focusing on implementing the following tasks and solutions:
- Implement programs to reinforce and upgrade embankments, utilize and conserve natural sandbanks to prevent tsunamis, tidal waves, and salinity intrusion; construct reservoirs, enhance afforestation, implement solutions to increase dry season flows and groundwater levels, strengthen irrigation works to combat drought and flooding; build structures to prevent riverbank and coastal erosion, dredge channels; establish anchorage areas for ships and boats, upgrade and develop coastal information stations to serve typhoon warnings, rising sea levels, and wave forecasts. deity.

V. ACTION PLAN
Focus on directing the implementation of target programs from now until 2020 as follows:

VI. EVALUATION OF STRATEGY IMPLEMENTATION
Contents of evaluating the implementation of the strategy include:
- Legal documents, mechanisms, and policies related to disaster prevention, mitigation, and response.
- Disaster forecasting and warning capabilities.
- Disaster management organizational structure at all levels (four levels).
- Search and rescue capabilities of specialized and semi-specialized forces.
- Incorporating disaster prevention and mitigation content into overall planning and specific development projects of ministries, sectors, and localities. approach.
- Education, propaganda, and raising community awareness about disaster prevention, mitigation, and response.
- Community participation in drafting legal documents, planning, managing, and supervising the implementation of programs and projects at the local level.

Article 2. Implementation
1. The Ministry of Agriculture and Rural Development and the Central Steering Committee for Flood and Storm Prevention and Control are the main agencies responsible for organizing the implementation of the National Strategy for Disaster Prevention, Mitigation, and Response until 2020:
- Guiding, inspecting, and urging the implementation of the Strategy by ministries, sectors, and localities; serving as the national liaison with international organizations in this field.
- Based on the lists of projects and programs in Appendix I attached to this Decision, developing specific action plans, clearly identifying priorities, and assigning tasks to ministries, sectors, and localities.
- Organizing inspections, evaluations of the implementation of the Strategy by ministries, sectors, and localities; annually and every five years, summarizing, evaluating experiences, and proposing recommendations to the Prime Minister for adjusting the content and solutions in the Strategy as appropriate.
2. Ministries, sectors, and localities, according to their assigned functions and tasks, are responsible for effectively implementing the contents, goals, tasks, and solutions of the Strategy relevant to their ministries, sectors, and localities.
3. The Ministry of Planning and Investment, in coordination with the Ministry of Finance, the Ministry of Agriculture and Rural Development, the Central Steering Committee for Flood and Storm Prevention and Control, the National Committee for Search and Rescue, and related ministries and sectors, will balance and allocate annual investment funds according to the State Budget Law and other sources of financial assistance to effectively implement the contents of the Strategy.
4. Provincial People's Committees and Provincial Command Bureaus for Flood and Storm Prevention and Control shall direct all levels and sectors within their provinces to implement the contents of the Strategy, focusing on completing repair and construction plans for disaster prevention and mitigation works, organizing forces to participate in disaster prevention, mitigation, and response, and protecting civilians; simultaneously incorporating disaster prevention and mitigation contents into economic and social development plans of their localities; and reporting annually on the results of implementation to the Ministry of Agriculture and Rural Development and the Central Steering Committee for Flood and Storm Prevention and Control. incorporate disaster prevention, mitigation, and response content into local economic and social development plans; report annually on implementation results to the Ministry of Agriculture and Rural Development and the Central Steering Committee for Flood and Storm Prevention.
