Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 108/2007/QĐ-TTg dated July 17, 2007 of the Prime Minister approving the National Target Program on Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS for the Period 2006-2010;
Considering the proposal of the Minister of Health and the Minister of Planning and Investment.
1. Supplement Clause 6, Article 1 of Decision No. 108/2007/QĐ-TTg dated July 17, 2007 of the Prime Minister approving the National Target Program on Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS for the Period 2006-2010 as follows:
DECISION:
Article 1.
a) The dengue fever prevention and control project:
- Reduce the dengue fever incidence rate per 100,000 people by 15% compared to the average dengue fever incidence rate per 100,000 people during the period 2003-2007;
- Reduce the dengue fever mortality rate per number of cases by 10% compared to the average dengue fever mortality rate per number of cases during the period 2003-2007;
- Strengthen the surveillance system: patients, sera, virus, vectors transmitting dengue fever at all levels, in key dengue fever provinces and cities;
- Enhance diagnostic, classification, and treatment capacity for dengue fever patients at healthcare facilities;
- Maintain and develop the network of community-based dengue fever prevention and control volunteers in key dengue fever provinces and cities;
- Increase public awareness, attitudes, and behaviors regarding dengue fever prevention and control nationwide.
b) The hypertension prevention and control project:
- Raise public awareness about the prevention and management of hypertension. Strive to achieve a target of 50% of the population understanding correctly about hypertension and preventive measures against hypertension;
- Train and develop human resources for primary-level prevention and hypertension management work. Strive to achieve a target of 80% of health workers involved in the project being trained in preventive measures, early detection, treatment, and management of hypertension;
- Establish, implement, and sustainably maintain models for managing hypertension at the primary level;
- Strive to achieve a target of 50% of hypertensive patients being treated according to the regimen prescribed by the Ministry of Health.
c) The diabetes prevention and control project
- Strive to achieve a target of 50% of the community understanding about diabetes and health risks caused by diabetes;
- Reduce the undetected diabetes prevalence rate in the community below 60%;
- Establish, implement, and maintain a diabetes management model nationwide;
- Systematically monitor and treat 50% of diagnosed diabetes patients according to the regimen prescribed by the Ministry of Health.
2. Remove the objectives a and c from Item 1, Clause 1 of Decision No. 77/2002/QĐ-TTg dated June 17, 2002 of the Prime Minister approving the Program on Prevention and Control of Certain Non-Communicable Diseases for the Period 2002-2010.
The Ministry of Health shall take the lead and coordinate with the Ministry of Finance and the Ministry of Planning and Investment to consider and submit to the Prime Minister for adjustment and supplementary funding for the National Target Program on Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS for the Period 2006-2010 to implement the three new projects that have been supplemented; the Ministry of Finance shall consider and allocate funds for the newly supplemented projects starting from 2008; no funds will be allocated for implementing the two objectives that have been removed from the Program on Prevention and Control of Certain Non-Communicable Diseases for the Period 2002-2010.
Article 2. This Decision takes effect fifteen days after its publication in the Official Gazette.
Article 3. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees, and Chairpersons of municipal People's Committees directly under the central government shall be responsible for implementing this Decision.
