DIRECTIVE

ON ENFORCING THE MANAGEMENT OF CONSTRUCTION IN HANOI CAPITAL CITY

In recent times, although there has been some progress in construction management according to planning in Hanoi Capital City, there are still aspects that have been neglected.

Unauthorized and illegal construction remains widespread, particularly for small and medium-sized projects. Many constructions are carried out spontaneously, with arbitrary architectural designs that do not harmonize with each other and are not suitable for the surrounding architectural space.

Some villas in old neighborhoods are demolished to utilize land for high-rise buildings, which affects the landscape and causes safety concerns for nearby low-rise structures. Additionally, these high-rise architectural projects have not been comprehensively coordinated with infrastructure projects in the area, potentially leading to traffic congestion and lack of drainage systems...

The preservation of the old town and the renovation of old neighborhoods have not been implemented in accordance with the Urban Construction Management Regulations of Hanoi City. The management of construction in the West Lake area and outside the Red River embankment does not comply with Decision 132/CT dated April 18, 1992, of the Prime Minister approving the adjustment of the overall layout planning of Hanoi Capital City.

The deficiencies in construction management have negatively impacted the architectural appearance of Hanoi Capital City and violated national laws and regulations. To meet the requirements of building Hanoi into a modern and civilized city worthy of its status as the capital of the country, the Prime Minister requests:

1. The Chairman of the People's Committee of Hanoi City directs all sectors and levels to strictly implement the Urban Construction Management Regulations of Hanoi City and Decision 132/CT dated April 18, 1992, of the Prime Minister approving the adjustment of the overall layout planning of Hanoi Capital City, especially focusing on the old town, old neighborhoods, Ba Dinh District, and the West Lake area.

It is strictly prohibited for the People's Committees at district, county, ward, and commune levels to allow the existence of unauthorized and illegal construction projects through fines.

The demolition of villas in old neighborhoods to utilize land for high-rise constructions must be carefully considered, ensuring comprehensive coordination between architectural projects and technical infrastructure projects without compromising the original architectural beauty of the old neighborhood.

2. The Minister of Construction shall organize regular inspections to promptly identify violations of the Urban Construction Management Regulations in Hanoi City, particularly in the old town and old neighborhoods, and take measures to ensure the preservation of the old town and the renovation of old neighborhoods, which are areas of significant architectural, historical, and aesthetic value in Hanoi Capital City.

3. The Chairman of the People's Committee of Hanoi City shall direct the Chief Architect of the city and related sectors to implement comprehensive development of new roads such as Giang Vo Street, Lang Ha Street, Kim Ma Street, Chua Boc Street, Thai Ha Street, Road 32, the West Lake waterfront road, and prepare for the construction of the Nam Thang Long - Buoi road... to focus on constructing high-rise buildings along these streets, completing architectural projects along them to create a new urban architectural face for Hanoi Capital City, avoiding the haphazard construction of many high-rise buildings in old neighborhoods, and preventing encroachment and spontaneous construction on newly opened streets.

The Chairman of the People's Committee of Hanoi City, the Minister of Construction, and the heads of related sectors and levels shall effectively implement this Directive.
