DECISION OF THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Regarding reduction of charges for city mobile telephone services on a postpaid basis.

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Posts and Telecommunications Ministry;

Pursuant to Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Government Prime Minister on price and charge management for postal and telecommunications services;

Pursuant to Circular No. 03/1999/TT-TCBĐ dated May 11, 1999 of the General Post Office guiding the implementation of Decree No. 109/1997/NĐ-CP dated November 12, 1997 of the Government on postal and telecommunications services and Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Government Prime Minister on price and charge management for postal and telecommunications services;

Pursuant to Circular No. 5607/GCTT dated September 23, 2003 and Circular No. 5927/GCTT dated October 16, 2003 of Vietnam Posts and Telecommunications Corporation regarding Cityphone service charges;

At the proposal of the Director of the Planning and Finance Department,

DECISION:

Article 1. Reduce charges for customers with multiple city mobile telephone postpaid subscriptions:

1.1. Service providers are authorized to reduce charges for organizations with multiple subscriptions and using a single invoice for billing purposes, with the following reduction rates:

For organizations with between 5 and 20 subscriptions: up to a maximum of 20% reduction on connection charges for calls between these subscriptions and calls from these subscriptions to other city mobile telephone subscriptions (including both prepaid and postpaid) within the same local area.

For organizations with 21 or more subscriptions: up to a maximum of 30% reduction on connection charges for calls between these subscriptions and calls from these subscriptions to other city mobile telephone subscriptions (including both prepaid and postpaid) within the same local area.

The charge levels specified in Point 1.1 of Article 1 shall be reviewed and adjusted (if necessary) by the Ministry of Posts and Telecommunications when the number of city mobile telephone subscriptions of Vietnam Posts and Telecommunications Corporation reaches 80,000 subscriptions.

1.2. Postpaid subscriptions with over 100 minutes of connection time per month per device for calls from such subscriptions to: city mobile telephone subscriptions (including both prepaid and postpaid), fixed-line PSTN subscriptions, fixed wireless GMH2000 and Nortel subscriptions within the same local area will have reduced charges for calls starting from the 101st minute. Service providers are authorized to determine the reduction rate, but the maximum reduction rate shall not exceed 20% of the connection charges from such subscriptions to the aforementioned subscriptions.

Article 2. This Decision takes effect from November 1, 2003.

Article 3. The Head of the Office, the Director of the Planning and Finance Department, Heads of units under the Ministry of Posts and Telecommunications, the General Directors, Directors of telecommunications service providers, and related units are responsible for implementing this Decision.
