Regarding the adjustment of the boundaries of Cat Tien National Park

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Protection and Development of Forests dated August 12, 1991;

Pursuant to the Land Law dated July 14, 1993, the Law Amending and Supplementing Certain Provisions of the Land Law dated December 2, 1998, and the Law Amending and Supplementing Certain Provisions of the Land Law dated June 29, 2001.

Considering the proposal of the Ministry of Agriculture and Rural Development (document number: 724/BNN-KL dated March 31, 2003 and number 1673/BNN-KL dated June 26, 2003).

DECISION:

Article 1. Approves the adjustment of the boundaries of Cat Tien National Park, including the following contents:

1. Objectives and tasks of the boundary adjustment:

To re-plan the boundaries based on the current status of Cat Tien National Park, in accordance with the present natural, economic, and social conditions, aiming to effectively protect forest resources, ecosystems, and biodiversity within the national park.

Clearly define the boundaries to facilitate management and protection of Cat Tien National Park (especially creating a safe habitat for rhinos) and land use planning for buffer zone communes.

Based on the adjusted boundary plan, relocate some residential points outside the core area of the national park, thereby reducing human activities that negatively impact the forest, while creating opportunities for economic and social development, cultural education, improving the material and spiritual life of the people in the project area, and facilitating the implementation of socio-economic programs in resettlement areas.

2. The area of Cat Tien National Park after the adjustment is:

Total area: 70,548.36 hectares, including

+ In Lam Dong province: 26,969.80 hectares.

+ In Dong Nai province: 39,108.80 hectares.

+ In Binh Phuoc province: 4,469.76 hectares.

Article 2. Directs the Ministry of Agriculture and Rural Development to organize the investment planning project to adjust and rebuild the boundaries of Cat Tien National Park, and submit it for approval in accordance with current regulations.

The funding for the investment planning project to adjust and rebuild the boundaries of Cat Tien National Park will be sourced from the Cat Tien National Park Conservation Project funded by the Dutch Government.

Article 3. Implementation clause.

This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

The Ministers of the Ministries of Planning and Investment, Agriculture and Rural Development, Finance, Natural Resources and Environment, Science and Technology, heads of relevant agencies, and the Chairpersons of the People's Committees of Dong Nai, Lam Dong, and Binh Phuoc provinces are responsible for implementing this Decision.
