Regarding the allocation of plans for supporting revenue from the issuance of educational treasury bonds in 2005 from the issuance of educational bonds in 2005

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Ordinance on Issuing National Construction Treasury Bonds No. 12/1999/PL-UBTVQH10 dated April 27, 1999;

Pursuant to the Decree No. 42/2005/NĐ-CP dated March 29, 2005 of the Government stipulating the issuance of national construction treasury bonds and educational treasury bonds in 2005;

Pursuant to the Resolution of the regular meeting of the Government in May 2005 No. 07/2005/NQ-CP dated June 1, 2005;

Considering the proposal of the Minister of Education and Training and the Minister of Finance,

DECISION:

Article 1. The plan for allocating support from revenue from the issuance of educational treasury bonds in 2005 to provinces and centrally governed cities to implement the goal of eliminating three-shift classrooms, bamboo-and-rattan classrooms, and reinforcing school buildings according to the attached list.

Article 2.

1. The Ministry of Education and Training shall be responsible for urging and directing localities to implement construction projects according to the approved plan, without allowing capital to stagnate.

2. The Ministry of Finance shall direct the State Treasury to promptly disburse and settle funds for projects and works upon completion of work volumes according to the approved list of projects.

Article 3.

1. Provinces and centrally governed cities receiving support from revenue from the issuance of educational treasury bonds shall be responsible for urgently organizing and implementing the projects, ensuring quality and compliance with prescribed regulations.

2. In addition to central support, provinces and centrally governed cities shall be responsible for balancing their local budgets and mobilizing voluntary contributions from all economic sectors and the people to achieve the goals of eliminating three-shift classrooms, bamboo-and-rattan classrooms, and reinforcing school buildings in accordance with Decision No. 159/2002/QĐ-TTg dated November 15, 2002 of the Prime Minister approving the Implementation Plan for the Reinforcement Program of School Buildings and Classrooms.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally governed city People's Committees are responsible for enforcing this Decision./.
