Pursuant to the Government's Decree No. 34/2016/NĐ-CP dated May 14, 2016 detailing certain provisions and measures for implementing the Law on Legislative Acts of Regulations;

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;

The Minister of National Defense issues this Circular to promulgate||| QuNo.5. Workers who are beneficiaries of policies under this Decree and are also beneficiaries of similar policies or have the same nature as those prescribed in other regulatory legal documents shall enjoy the highest level of policy benefits.

Article 1. This Circular takes effect from January 1, 2019 and replaces Circular number 40/2017/TT-BQP dated February 23, 2017 of the Ministry of National Defense announcing the list of specific goods prohibited from export and import under the specialized management of the Ministry of National Defense as prescribed in Decree number 187/2013/NĐ-CP dated November 20, 2013 of the Government.

Article 2. Heads of agencies, units, organizations, enterprises, and individuals related to this matter are responsible for implementing this Circular./.
