PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 52/2003/NĐ-CP dated May 19, 2003, detailing the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000, providing detailed regulations and guidance for implementation of certain provisions of the Education Law.
Considering the proposal of the Minister of Education and Training at Circular No. 4850/TCCB dated June 12, 2003,
DECISION:
Article 1. Establish Ho Chi Minh City University of Banking based on Ho Chi Minh City Branch of Banking Academy.
Article 2. Ho Chi Minh City University of Banking is under the State Bank of Vietnam, having legal personality, its own seal, and separate account; the headquarters of the University is located in Ho Chi Minh City.
Article 3. Ho Chi Minh City University of Banking shall perform the following tasks:
1. Training human resources at the university level in the fields of monetary policy, credit, and banking.
2. RESEARCH FOR ECONOMIC AND SOCIAL DEVELOPMENT.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Governor of the State Bank of Vietnam, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally-administered cities, and Directors of Banking Academy are responsible for implementing this Decision.
