PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
On the basis of Decision No. 81/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the Implementation Program of Directive No. 58-CT/TW of the Politburo on intensifying the application and development of information technology in the industrialization and modernization process from 2001 to 2005;
Approves the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Argentine Republic on cooperation in the use of nuclear energy for peaceful purposes, signed in Hanoi on November 19, 2001.
DECISION:
Article 1. Establish the Steering Committee for the Implementation Program of Directive No. 58-CT/TW of the Politburo on intensifying the application and development of information technology in the industrialization and modernization process from 2001 to 2005 (hereinafter referred to as the Steering Committee for the Implementation Program of Directive No. 58-CT/TW).
Article 2. The Steering Committee for the Implementation Program of Directive No. 58-CT/TW shall have the following tasks:
1. Assist the Prime Minister in directing the implementation of Directive No. 58-CT/TW dated October 17, 2000 of the Politburo and Decision No. 81/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the Implementation Program of Directive No. 58-CT/TW of the Politburo on intensifying the application and development of information technology in the industrialization and modernization process from 2001 to 2005.
2. Guide, inspect, and urge ministries, sectors, and localities to implement the tasks set out in Decision No. 81/2001/QĐ-TTg dated May 24, 2001.
3. Summarize reports on the situation, evaluate the results of implementation, and recommend to the Prime Minister necessary measures to ensure effective implementation of the goals related to the application and development of information technology in the Implementation Program of Directive No. 58-CT/TW.
Article 3. The Steering Committee for the Implementation Program of Directive No. 58-CT/TW consists of the following members:
1. Chairman: Minister of Science, Technology, and Environment.
2. Deputy Chairman: Vice Minister of Science, Technology, and Environment.
3. Members include leaders of the following ministries and sectors:
- Ministry of Planning and Investment,
- Ministry of Finance,
- Ministry of Education and Training,
- Ministry of Culture, Sports and Tourism,
- Ministry of Public Security,
- Ministry of Industry,
- Ministry of National Defense,
- Government Organization and Cadre Affairs Board,
- Government Office,
- General Post Office,
After reaching consensus with the above ministries and sectors, the Chairman of the Steering Committee for the Implementation Program of Directive No. 58-CT/TW decides the list of members and reports to the Prime Minister. Members of the Steering Committee work on a part-time basis.
Article 4. The Steering Committee for the Implementation Program of Directive No. 58-CT/TW is permitted to use the seal and account of the Ministry of Science, Technology, and Environment. The organizational regulations and operational rules of the Steering Committee and its supporting body are stipulated by the Minister of Science, Technology, and Environment serving as the Chairman.
The operating budget of the Steering Committee for the Implementation Program of Directive No. 58-CT/TW is provided by the state budget through the Ministry of Science, Technology, and Environment according to the annual budget approved by the competent authority and is settled according to the current financial regulations.
Article 5. This Decision takes effect fifteen days after the date of signature.
Ministers, heads of ministerial-level agencies, heads of agencies under the Government, Chairmen of provincial and municipal People's Committees directly under the Central Government, Chairman and members of the Steering Committee for the Implementation Program of Directive No. 58-CT/TW are responsible for implementing this Decision.
