PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Directive No. 58-CT/TW of the Politburo on intensifying the application and development of information technology in the process of industrialization and modernization for the period 2001-2005;
Approves the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Argentine Republic on cooperation in the use of nuclear energy for peaceful purposes, signed in Hanoi on November 19, 2001.
DECISION:
Article 1. Approves the Action Program to implement Directive No. 58-CT/TW dated October 17, 2000 of the Politburo on intensifying the application and development of information technology to serve the cause of industrialization and modernization with the main contents as follows:
I. OBJECTIVES FOR THE APPLICATION AND DEVELOPMENT OF INFORMATION TECHNOLOGY (IT) IN VIETNAM DURING THE PERIODS 2001-2010 AND 2001-2005.
1. 到2010年的目标:越南的信息技术达到区域先进水平,在所有领域广泛运用;信息技术产业成为经济增长的重要部门,具有较高的增长率,并对GDP的贡献不断增加。
建立覆盖全国的国家信息网络,具有大容量、高速度和高质量,价格低廉。互联网用户比例达到世界平均水平。
2. 到2005年的目标:越南的信息技术达到区域中等水平,互联网用户占人口的1.5%。信息技术产业实现年均约20-25%的增长率,软件产值每年约为5亿美元。
培训超过5万名不同层次的信息技术专业人员,其中包括2.5万名高水平的信息技术专家和专业的程序员,熟练掌握外语以服务于信息技术需求;逐步在中学阶段普及计算机和互联网的使用。
第二部分 主要措施和重点计划
1. 主要措施:
a) 组织贯彻实施《58号指示》的内容和精神,提高各级领导和全社会对信息技术在工业化和现代化进程中的地位和作用的认识。
b) 制定并实施总体计划以及各部委、地方和单位的应用和发展信息技术计划。
c) 动员各种资源增加对信息技术应用和发展的投资。
d) 完善法律框架、机制和政策,为信息技术的应用和发展创造有利条件和优惠待遇。建立严格有效的项目管理规定。
e) 成立由科学技术与环境部部长担任组长的指导委员会,协助总理执行《58号指示》;加强和改进政府管理工作,尽快完善电信和信息技术管理机构体系,统一管理该领域的工作。
2. 实施重点计划:
- “建设和发展电信基础设施和互联网”计划,由邮政总局负责,旨在建设现代电信和互联网基础设施,满足信息技术应用和发展的带宽和传输速度需求;达到区域内国家的质量、价格和服务便利水平。
- “发展信息技术人力资源”计划,由教育部负责,旨在培养各个层次的高素质信息技术专家、技术人员和程序员,满足信息技术应用和发展的需求,服务于国内和出口劳务市场。
- “建设和发展软件产业”计划,由科学技术与环境部负责,旨在将软件产业打造成为重要的经济部门。
- “建设和发展硬件产业”计划,由工业部负责,旨在建设和发展该产业,以满足日益增长的国内市场和出口需求,提升国内组装或生产的计算机和设备质量,达到国际标准。
第三部分 各部委、行业和地方政府的责任
1. 各部委、行业和地方政府必须制定并有效实施五年规划和年度规划,将信息技术的应用和发展作为优先事项纳入本单位的经济发展和社会进步规划。
2. 科学技术与环境部负责:
- 制定并汇总五年规划和年度规划,关于越南的信息技术应用和发展;指导各部委、行业和地方政府组织和监督信息技术应用和发展规划的实施(2001-2005年期间);
- 制定并提交审批相关机制、政策、程序和规范,涉及信息技术的应用和发展;
- 制定信息技术领域的标准化规定,作为广泛应用和发展信息技术的基础;组织评估国内符合国内需求和质量要求的信息技术和服务产品;.
- 与劳动和社会事务部合作,寻找市场并制定促进信息技术领域劳务出口的措施。
3. 计划与发展部负责:
- 在国家五年规划和年度规划中平衡和汇总信息技术应用和发展及人才培养的资金;
- 制定实施政策,动员国内外资金用于信息技术应用和发展及人才培养;制定鼓励外国投资进入信息技术发展领域的措施,推动并鼓励(特别是对于享受国家预算的单位)使用已获得认证符合越南条件的国内信息技术产品和服务;支持国内组织和个人参与信息技术项目;确保按计划和进度充分投资于已批准的信息技术应用和发展项目。集中投资于高科技园区的信息技术发展,首先是河内、胡志明市和其他符合条件的大城市。
4. Ministry of Finance: establish mechanisms and policies aimed at creating favorable conditions and priority in budget allocation for the application and development of information technology by ministries, sectors, and localities.
5. Ministry of Education and Training: develop and supervise the implementation of plans to train human resources, including plans to send officials, experts, and students abroad for training in information technology in advanced countries; strongly implement programs for teaching and applying computer science in education at all levels.
- Develop specific measures to encourage organizations and individuals from all economic sectors, as well as foreign IT experts, to participate in training IT human resources.
- Develop and implement projects to build computer networks serving education and training, expanding internet connections to educational institutions.
6. Ministry of Culture, Sports and Tourism: review current legal regulations related to the protection of copyright for software products; issue or submit to competent authorities for issuance amended and supplementary legal documents in this field to contribute to creating a healthy and trustworthy legal environment for the application and development of information technology; improve and strengthen the capacity and effectiveness of agencies managing and enforcing software copyrights; promote, disseminate, and educate to raise public awareness and compliance with software copyright laws. Guide and improve regulations related to the publication, import, and export of software.
7. Ministry of Trade: organize and implement trade promotion measures to support enterprises in seeking domestic markets and exporting IT products; encourage foreign organizations and businesses to engage in cooperative activities, business operations, and support Vietnamese enterprises in developing information technology; implement plans for the development of e-commerce in Vietnam and actively prepare to participate in ASEAN and regional and international economic organization e-commerce projects.
8. Ministry of Public Security: issue regulations and solutions to ensure national information security and data safety; cooperate with the Ministry of Justice to draft and propose amendments to provisions on "computer crimes" in the Penal Code; develop plans to ensure security and safety for internet gateways to guarantee full internet services for the development of information technology.
9. Ministry of Foreign Affairs: develop measures to expand external relations activities to contribute to promoting the development of information technology in our country; create favorable conditions for implementing policies encouraging overseas Vietnamese to invest, do business, and participate in domestic IT application and development projects.
10. Government Organizational and Cadre Affairs Commission: develop plans to improve the management system for telecommunications and information technology to unify state management in this field; develop occupational standards, job titles, and systems for IT professionals; organize the implementation of training programs on information technology for civil servants and employees at all levels within the Party and State systems.
11. General Post Office Corporation: develop mechanisms and policies to accelerate the development of national information infrastructure, rapidly develop the Vietnamese Internet network, especially early formation of domestic superhighways and interconnections with neighboring countries and internationally; develop and submit to the Government a subsidy mechanism for the use of internet services in Party and State agencies, the national education system, and research institutes. Complete policies and specific measures to promote a fair competitive environment in the provision of telecommunications and internet services.
Vietnam Posts and Telecommunications Group: ensure the provision of comprehensive and convenient telecommunications and internet services to users with high quality, starting from 2001, with lower or equivalent tariffs compared to other countries in the region; ensure direct technical connection to the international internet for concentrated software industrial zones.
12. General Statistics Office: develop statistical categories for information technology and the IT industry. Establish a statistical information system for information technology and the IT industry. Ensure regular reporting of statistics on information technology and the IT industry.
Article 2. This Decision takes effect fifteen days after the date of signature.
Article 3. The Chairman of the Steering Committee, Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
