Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, and organizational structure of the Ministry of Agriculture and Rural Development and Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 18/2007/QĐ-TTg dated February 5, 2007 of the Prime Minister approving the Strategy for Forestry Development in Vietnam for the period 2006-2020;

Pursuant to Decision No. 1565/QĐ-BNN-TCLN dated July 8, 2013 of the Minister of Agriculture and Rural Development approving the Reorganization Project for the Forestry Sector;

DECISION:

Article 1. Attached herewith is the Action Program to implement Decision No. 1565/QĐ-BNN-TCLN dated July 8, 2013 of the Minister of Agriculture and Rural Development approving the Reorganization Project for the Forestry Sector.

Article 2. This Decision takes effect from the date of signature.

IMPLEMENTING DECISION NO. 1565/QĐ-BNN-TCLN DATED JULY 8, 2013 OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT APPROVING THE REORGANIZATION PROJECT FOR THE FORESTRY SECTOR

I. OBJECTIVES

Effectively implementing the Reorganization Project for the Forestry Sector (hereinafter referred to as the Project), contributing to the implementation of the overall reorganization project for the economy linked with the transformation of the growth model towards enhancing quality, efficiency, and competitiveness during the period 2013-2020 nationwide and the Reorganization Project for the agricultural sector towards increasing added value and sustainable development.

II. MAIN TASKS

1. Propaganda and dissemination of the contents of the Project

- Organizing propaganda and dissemination of the Project and the Action Program to implement the Project to agencies, units, localities, and cadres, civil servants, and employees throughout the sector.

- Relevant units under the Ministry shall develop plans to implement the Project in specific fields according to their assigned functions and tasks.

2. Enhancing the quality of strategies and planning; strengthening the effectiveness of state management over planning

- Reviewing and adjusting the Strategy for Forestry Development for the period 2006-2020, supplementing the content on industry reorganization and vision up to 2030.

- Reviewing forest planning, maintaining reasonable areas of upstream protective forests, special-use forests, developing concentrated forest raw material zones, and utilizing them effectively and sustainably.

- Strengthening inspection and supervision of forestry planning implementation, combining industry planning with regional planning and planning of each locality, comprehensive socio-economic development planning; enhancing transparency in all types of planning.

3. Encouraging and attracting investment

- Continuing to effectively implement existing mechanisms and policies related to encouraging and attracting private investment; creating a favorable and equal environment for businesses and non-state economic sectors.

- Studying and supplementing mechanisms and policies to encourage investment to attract foreign capital (including ODA, FDI) from various economic sectors, developing forms of investment involving both the state and private sectors (PPP, PPC, etc.) in the forestry sector.

4. Improving the effectiveness of public investment management and utilization

- State agencies and units managing public investment, and project investors shall enhance transparency and accountability in the management and utilization of public investment from the state budget and development cooperation sources; evaluate the contribution of investment projects to the reorganization of the industry.

- Reviewing and adjusting investment plans and investment structures to maximize the attraction of social investment resources into the forestry sector.

- Promoting decentralization and granting autonomy and responsibility for public expenditure management to units.

Starting from 2014, directing the allocation of public investment funds for the industry in the following directions: Prioritizing investment in developing high-quality tree seedling research and supply systems; enhancing the capacity of forest rangers, planning, forecasting, and forest fire prevention and control capabilities; investing in community forest management models and forest environmental service development.

- Regarding science, technology, training, market development, and forestry promotion: Increasing investment and reforming scientific and technological management; continuing to prioritize investment in applying new technologies in forestry production, breeding high-yielding and quality tree species; market information systems and forecasting; supporting marketing, promoting, and developing markets and technology transfer; activities such as propaganda, training, and transferring advanced techniques to farmers; prioritizing investments in forestry promotion projects that develop key products serving reorganization.

5. Institutional Reform

- Continuing the shareholding reform and restructuring of state-owned enterprises in the sector concurrently with the reorganization according to the enterprise reorganization project; focusing on reforming and restructuring state-owned forest farms and state forestry companies to improve the effective use of forests and forest land;

- Enhancing the capacity of cooperative economies: Creating opportunities for the private sector, social organizations, and voluntary economic groups to participate in providing public services.

- Developing forms of investment involving both the state and private sectors in the forestry sector (PPP, PC), and linking forms between farmers and other economic sectors.

- Accelerate administrative reform, complete the restructuring of state management organizations from central to local levels to ensure smoothness, proactivity, and effectiveness; thoroughly simplify administrative procedures, creating conditions for agencies and localities to quickly address demands effectively supporting production and business activities and other sectors.

6. Continue amending and perfecting the system of policies.

Based on the legislative program of the Ministry and the emerging needs during the implementation of the Project, units assigned as the main responsible parties shall coordinate with relevant ministries, sectors, and localities to review, propose amendments and supplements to improve mechanisms and policies to support and provide impetus for the restructuring process to be implemented correctly and effectively.

III. IMPLEMENTATION

1. Establish a Steering Committee for the Forestry Sector Restructuring under the Ministry headed by the Deputy Minister in charge of Forestry as the Chairman, with heads of units as members to direct, supervise, and evaluate the implementation of the Project.

The Forest Administration serves as the permanent body of the Steering Committee, responsible for coordinating with units to oversee and urge the implementation of the Program, regularly compiling the situation of implementation, and reporting to the leadership of the Ministry of Agriculture and Rural Development.

2. Based on this Action Program and the functions, duties, and authorities delegated, heads of agencies and units under the Ministry; Departments of Agriculture and Rural Development of provinces and centrally-administered cities, and related agencies shall develop action plans, implement detailed action plans of their units in a timely, effective manner suitable to actual circumstances. Details are set out in the attached Appendix.

3. Annually, units shall conduct evaluations and report results, clearly stating completed tasks, uncompleted tasks, reasons, and proposed solutions for continued implementation to be sent to the permanent body of the Steering Committee.

4. During the implementation process, if amendments and supplements to the Action Program are deemed necessary, heads of agencies and units shall proactively report to the Director-General for consideration and decision./.
