Decision promulgating the Rules of Operation of the Economic Foreign Relations Research Groupforeign relations

of the Prime Minister

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Decree No. 11/1998/NĐ-CP dated January 24, 1998 on the Rules of Operation of the Government;

Pursuant to Decision No. 87/1998/QĐ-TTg dated April 27, 1998 of the Prime Minister on the establishment of the Economic Foreign Relations Research Group;

At the proposal of the Minister, Head of the Government Office and the Head of the Economic Foreign Relations Research Group of the Prime Minister,

DECISION:

Article 1. The Rules of Operation of the Economic Foreign Relations Research Group of the Prime Minister are hereby promulgated along with this Decision.

Article 2. This Decision shall take effect fifteen days from the date of signature.

Article 3. The Minister, Head of the Government Office, and the Head of the Economic Foreign Relations Research Group of the Prime Minister shall be responsible for implementing this Decision.

WORKING REGULATIONS

OF THE ECONOMIC FOREIGN RELATIONS RESEARCH GROUP OF THE PRIME MINISTER
(Promulgated together with Decision No. 176/1998/QĐ-TTg dated September 15, 1998 of the Prime Minister)

Article 1The Economic Foreign Relations Research Group (hereinafter referred to as the Research Group) operates under the direct guidance of the Prime Minister and the Deputy Prime Minister in charge of foreign economic relations (referred to as the Prime Minister), carrying out tasks as prescribed in Decision No. 87/1998/QĐ-TTg dated April 27, 1998 on the establishment of the Economic Foreign Relations Research Group of the Prime Minister.

The Head of the Research Group may be invited by the Prime Minister to attend meetings and work sessions of the Prime Minister and Deputy Prime Ministers regarding issues related to research tasks assigned by the Prime Minister.

Article 2. The Research Group operates under the advisory expert system, collective discussion, reporting, and recommending to the Prime Minister their opinions on relevant issues when requested by the Prime Minister.

Article 3The Head of the Research Group assigns members to monitor areas as stipulated in Article 2 of Decision No. 87/1998/QĐ-TTg dated April 27, 1998 of the Prime Minister.

Article 4. The Research Group may invite collaborating researchers to participate in researching topics related to its tasks.

For regular collaborating researchers invited by the Head of the Research Group, after agreement with the Minister, Head of the Government Office.

For non-regular collaborating researchers working according to the requirements of each specific research topic, they are invited by the Head of the Research Group.

Article 5. Within the framework of current regulations or with the approval of the Prime Minister, the Research Group organizes domestic conferences and seminars and participates in international conferences, seminars, research, and surveys to gather additional information related to its assigned tasks.

Article 6. The Research Group accepts international funding projects and is responsible for managing and organizing the implementation of such projects in accordance with the law and the delegation of the Minister, Head of the Government Office.

Article 7. The Research Group actively works with ministries, central agencies, provincial people's committees directly under the Central Government, companies, and enterprises in the field of foreign economic relations and requests these agencies and organizations to provide necessary materials for the Research Group's tasks.

Article 8. The Research Group actively coordinates closely with the departments and research units of the Government Office in researching issues related to its work. The Minister, Head of the Government Office, assigns departments or dispatches staff from departments to participate in the Research Group's research activities.

Article 9. The Research Group receives from the Government Office relevant documents, materials, and information related to its tasks and is responsible for adhering to confidentiality regulations concerning Research Group materials.

All correspondence, documents sent to the Research Group, and documents issued by the Research Group are centralized at the Administrative Department of the Government Office for handling.

Article 10. The Head of the Research Group is responsible for managing and assigning tasks to members and inviting collaborators for the Research Group. Within the approved staffing quota, the Government Office implements recruitment and transfer of staff based on the proposal of the Head of the Research Group. All policies and benefits for staff, experts, and employees within the official staffing quota of the Research Group are implemented according to the current state regulations.

Article 11. Based on the Decision establishing the Economic Foreign Relations Research Group, the Government Office ensures the location, conditions, and working facilities for the Research Group, and guarantees the operational budget for the Research Group according to the approved budget. The Research Group's operational budget proposal, submitted by the Research Group and approved by the Minister, Head of the Government Office, is incorporated into the Government Office's operational budget and organized separately.

The Head of the Research Group is responsible for managing and using the approved annual budget in accordance with the current state financial regulations.
