Decision No. 176/2002/QD-TTg On the establishment of the Steering Committee for the Action Program to implement Directive No. 58/CT-TW of the Politburo on intensifying the application and development of information technology in the industrialization and modernization cause from 2001 to 2005

DECISION OF THE PRIME MINISTER

Regarding the establishment of the Steering Committee for the Implementation Program of Directive No. 58/CT-TW

of the Politburo on accelerating the application and development of information technology

in the process of industrialization and modernization during the period 2001-2005

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 81/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the Implementation Program of Directive No. 58/CT-TW of the Politburo on accelerating the application and development of information technology in the process of industrialization and modernization during the period 2001-2005;

Pursuant to the conclusion of the Central Committee's Office Notification No. 73/TB-TW dated August 1, 2002 on the implementation of Directive No. 58/CT-TW;

Considering the proposal of the Minister of Science and Technology,

DECISION:

Clause 4 of Article 6The Steering Committee for the Implementation Program of Directive No. 58/CT-TW of the Politburo on accelerating the application and development of information technology in the process of industrialization and modernization during the period 2001-2005 (referred to as the Steering Committee 58) shall be established to assist the Prime Minister in directing the implementation of this Program.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentMembers of the Steering Committee include:

1. Chairman: Deputy Prime Minister Pham Gia Khiem.

2. Vice-Chairman in charge: Minister of Posts and Telecommunications.

3. Vice-Chairman: Deputy Minister of Science and Technology.

4. Members include leaders from the following Ministries, sectors, agencies, and localities:

- Ministry of Planning and Investment,

- Ministry of Finance,

- Ministry of Education and Training,

- Ministry of Culture, Sports and Tourism,

- Ministry of Industry and Trade,

- Ministry of Public Security,

- Ministry of National Defense,

- Ministry of Industry,

- Ministry of Home Affairs,

- Government Office,

- Party Information Technology Steering Committee,

- National Assembly Science, Technology and Environment Committee,

- People's Committee of Hanoi City,

- People's Committee of Ho Chi Minh City,

- People's Committee of Da Nang City,

- Software Association,

- Electronics and Informatics Association.

After reaching consensus with the above Ministries, sectors, agencies, and localities, the Chairman of the Steering Committee 58 shall decide the list of members. Members of the Steering Committee shall work on a part-time basis.

Article 3. The Steering Committee 58 shall have the following tasks:

1. Directing, guiding, inspecting, and urging Ministries, sectors, and localities to implement Directive No. 58/CT-TW dated October 17, 2000 of the Politburo and Decision No. 81/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the Implementation Program of Directive No. 58/CT-TW of the Politburo on accelerating the application and development of information technology in the process of industrialization and modernization during the period 2001-2005.

2. Evaluating the situation and results of implementation, proposing mechanisms, policies, and recommending to the Prime Minister necessary measures to ensure effective achievement of the goals regarding the application and development of information technology in the Implementation Program of Directive No. 58/CT-TW.

Article 4. The Steering Committee 58 shall be entitled to use its own seal and account, and shall have an office assisting the Committee located at the Ministry of Posts and Telecommunications. The organizational regulations and operation rules of the Steering Committee and its assisting office shall be decided by the Chairman of the Steering Committee. The operating funds of the Steering Committee 58 shall be provided from the state budget according to the annual approved budget and shall be settled according to the current financial regulations.

Article 5.This Decision replaces Decision No. 175/2001/QĐ-TTg dated November 9, 2001 of the Prime Minister on the establishment of the Steering Committee for the Implementation Program of Directive No. 58/CT-TW of the Politburo on accelerating the application and development of information technology in the process of industrialization and modernization during the period 2001-2005.

Article 6.This Decision takes effect fifteen days after the date of signature.

Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, Chairman and members of the Steering Committee 58 are responsible for implementing this Decision./.
