BASED ON THE PROVISIONS IN CLAUSE 1, ARTICLE 36 OF THE AQUATIC RESOURCES LAW ON NOVEMBER 26, 2003;

BASED ON THE ANIMAL BREEDING ORDINANCE NUMBER 16/2004/PL-UBTVQH11 ON MARCH 24, 2004;

BASED ON THE VETERINARY ORDINANCE ISSUED TOGETHER WITH DECREE NUMBER 06/2004/L/CTN ON MAY 12, 2004;

BASED ON DECREE NUMBER 43/2003/NĐ-CP ON MAY 2, 2003 OF THE GOVERNMENT PROVIDING FOR THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AQUATIC RESOURCES;

At the proposal of the Director of the Science and Technology Department,

DECISION:

Article 1. ISSUES FOUR PROVISIONS TEMPORARILY ON WHITE SHRIMP AS FOLLOWS:

1. GENERAL REQUIREMENTS FOR WHITE SHRIMP BROODSTOCK FARMS;

2. TECHNICAL REQUIREMENTS FOR WHITE SHRIMP PARENT STOCK;

3. TECHNICAL REQUIREMENTS FOR WHITE SHRIMP BROODSTOCK;

4. PROVISIONS ON WHITE SHRIMP FARMING AREAS.

Article 2. THESE TEMPORARY PROVISIONS ARE THE BASIS FOR MANAGEMENT, INSPECTION, EVALUATION, AND RECOGNITION:

- WHITE SHRIMP BROODSTOCK FARMS MEETING QUALITY AND AQUATIC VETERINARY SANITATION REQUIREMENTS;

- WHITE SHRIMP PARENT STOCK MEETING QUALITY REQUIREMENTS FOR BROODSTOCK PRODUCTION;

- WHITE SHRIMP BROODSTOCK MEETING QUALITY REQUIREMENTS FOR COMMERCIAL FISHING;

- WHITE SHRIMP FARMING ACTIVITIES IN LOCALITIES IN ACCORDANCE WITH THE MINISTRY OF AQUATIC RESOURCES' REGULATIONS.

Article 3. THESE ABOVE PROVISIONS APPLY TO PROVINCES FROM QUANG NINH TO BINH THUAN.

Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNING.

Article 5. HEAD OF THE MINISTRY'S OFFICE; HEADS OF DEPARTMENTS, DIRECTORATES, AUDITORS OF THE MINISTRY, HEADS OF SUBORDINATE UNITS OF THE MINISTRY; DIRECTORS OF PROVINCE AQUATIC RESOURCES DEPARTMENTS AND PROVINCE AGRICULTURAL AND RURAL DEVELOPMENT DEPARTMENTS WITH AQUATIC RESOURCES MANAGEMENT RESPONSIBILITIES; WHITE SHRIMP BROODSTOCK PRODUCTION AND FARMING FACILITIES; OTHER RELATED UNITS ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.

TEMPORARY PROVISIONS

GENERAL REQUIREMENTS FOR WHITE SHRIMP BROODSTOCK FARMS

(ACCOMPANYING DECISION NUMBER 176/QĐ-BTS ON MARCH 1, 2006 OF THE MINISTER OF AQUATIC RESOURCES)

 b) In cases where funds from organizations and individuals within and outside Vietnam are used for victim support work and victim support benefits, such activities shall be carried out in accordance with the regulations of the Ministry of Finance and the donor; in cases where there is no agreement between the donor or their authorized representative and the Ministry of Finance regarding the expenditure level, the expenditure level prescribed in this Circular shall apply.

THESE PROVISIONS APPLY TO ARTIFICIAL WHITE SHRIMP BROODSTOCK PRODUCTION FACILITIES (Litopenaeus vannamei BOONE, 1931 OR Penaeus vannamei BOONE, 1931).

2. REQUIREMENTS FOR SITE SELECTION OF BROODSTOCK FARMS

2.1 LOCATION OF THE FARM.

2.1.1 A PLACE WITH RELATIVELY STABLE SALINE WATER THROUGHOUT THE YEAR AND IN LINE WITH THE LOCAL AQUATIC RESOURCES INDUSTRY DEVELOPMENT PLAN.

2.1.2 MUST BE SEPARATED FROM BROODSTOCK FARMS AND LOCAL SHRIMP FARMING AREAS.

2.1.3 ENVIRONMENTAL SOIL AND WATER MUST NOT BE POLLUTED BY DOMESTIC WASTE, INDUSTRIAL ZONES, PORTS, OIL AND GAS, AND AGRICULTURAL PESTICIDES.

2.2 WATER SOURCE

2.2.1 SALINE WATER

USE SEA WATER WITH SALINITY NOT LESS THAN 28‰. CLEAN WATER MUST SATISFY THE QUALITY REQUIREMENTS SET BY THE MINISTRY OF AQUATIC RESOURCES FOR PRODUCING SHRIMP BROODSTOCK.

2.2.2 FRESH WATER

USE FRESH WATER THAT MEETS THE QUALITY REQUIREMENTS SET BY THE MINISTRY OF AQUATIC RESOURCES FOR PRODUCING SHRIMP BROODSTOCK.

2.3 OTHER ECONOMIC AND TECHNICAL REQUIREMENTS

a. CONVENIENT TRANSPORTATION

b. HAVE AN INDEPENDENT POWER SOURCE FOR PRODUCTION.

3. REQUIREMENTS FOR CONSTRUCTION PROJECTS AND EQUIPMENT

3.1 THE SPECIFICATIONS AND QUANTITY OF CONSTRUCTION PROJECTS AND EQUIPMENT OF THE SHRIMP BROODSTOCK FARM MUST BE SUITABLE TO PRODUCE AT LEAST 250 MILLION POSTLARVAE 12-DAY-OLD (PL.12) PER YEAR.

3.2 THE FARM'S CONSTRUCTION PROJECTS MUST SATISFY THE FOLLOWING REQUIREMENTS:

3.2.1 SYSTEM OF PARENT SHRIMP TANKS, CROSSING TANKS, AND SPAWNING TANKS

a. THE FLOOR WHERE THE ABOVE TANKS ARE LOCATED MUST BE COATED WITH NON-PERMEABLE MATERIALS THAT ARE EASY TO DRAIN, CLEAN, AND DISINFECT.

b. THE CAPACITY OF THE ABOVE TANKS MUST BE ENOUGH TO PRODUCE AT LEAST 250 MILLION PL.12 PER YEAR.

3.2.2 SYSTEM OF YOUNG SHRIMP RAISING TANKS AND ARTEMIA INCUBATION TANKS

a. THE YOUNG SHRIMP RAISING TANKS AND ARTEMIA INCUBATION TANKS MUST BE INDEPENDENTLY ARRANGED IN A HOUSE WITH APPROPRIATE LIGHTING.

b. THE FLOOR WHERE THE ABOVE TANKS ARE LOCATED MUST BE COATED WITH MATERIALS THAT ARE EASY TO DRAIN, CLEAN, AND DISINFECT.

3.2.3 HOUSE FOR ALGAE STORAGE AND CULTIVATION

a. THE ALGAE STORAGE HOUSE MUST BE EQUIPPED WITH TEMPERATURE CONTROL, NEON LIGHTS, AND CLEAN AIR SUPPLY SYSTEMS.

b. THE ALGAE CULTIVATION HOUSE MUST BE HYGIENIC AND FREE FROM CONTAMINATION.

3.2.4 WATER SUPPLY SYSTEM FOR THE SHRIMP BROODSTOCK FARM INCLUDING: PRIMARY PUMP STATION, SETTLING TANK, WATER TREATMENT TANK, FILTER TANK, AND FILTERED WATER STORAGE TANK MUST BE ABLE TO PROVIDE ENOUGH CLEAN WATER TO MEET THE FARM'S CAPACITY.

3.2.5 WASTEWATER TREATMENT SYSTEM

a. THE WASTEWATER DRAINAGE SYSTEM MUST BE DESIGNED TO ENSURE QUICK DRAINAGE WITHOUT STANDING WATER DURING PRODUCTION AND PREVENT INSECTS AND PESTS FROM ENTERING THE FARM THROUGH THE DRAINAGE SYSTEM.

b. THE WASTEWATER TREATMENT TANK MUST BE DESIGNED TO HANDLE THE ENTIRE SYSTEM'S WASTEWATER. TREATED WASTEWATER MUST MEET THE MINISTRY OF AQUATIC RESOURCES' QUALITY REQUIREMENTS.

c. THE WASTEWATER STORAGE TANK MUST BE SEPARATED FROM THE PRODUCTION AREA TO PREVENT REVERSE POLLUTION.

3.2.6 MACHINE HOUSE AND SUPPLY EQUIPMENT STOREHOUSE

a. THE MACHINE HOUSE MUST BE BUILT AWAY FROM THE WATER SUPPLY SOURCE AND THE PRODUCTION HOUSE.

b. THE SUPPLY EQUIPMENT STOREHOUSE MUST BE BUILT SEPARATELY FROM THE MACHINE HOUSE.

4. REQUIREMENTS FOR AQUATIC VETERINARY SANITATION

4.1 IMPLEMENT SANITATION AND DISINFECTANT MEASURES FOR PERSONNEL AND EQUIPMENT BEFORE ENTERING THE PRODUCTION AREA. DECONTAMINATION AND SYSTEM DISINFECTANT AFTER EACH SPAWNING CYCLE AND AFTER DISEASE OCCURRENCE.

4.2 EQUIPMENT AND UTENSILS USED MUST BE SANITIZED.

4.3 STORE AND USE MEDICATION, BIOLOGICAL PRODUCTS, AND FEED IN ACCORDANCE WITH THE MINISTRY OF AQUATIC RESOURCES' REGULATIONS.

5. MANAGEMENT OF FARM ACTIVITIES

5.1 MAINTAIN DAILY RECORDS

5.2 HAVE HEALTH CERTIFICATES FOR IMPORT/EXPORT BATCHES.

TECHNICAL REQUIREMENTS FOR WHITE SHRIMP PARENT STOCK

(ACCOMPANYING DECISION NUMBER 176/QĐ-BTS ON MARCH 1, 2006 OF THE MINISTER OF AQUATIC RESOURCES)

 1. SCOPE AND APPLICABILITY

THESE PROVISIONS APPLY TO THE QUALITY OF WHITE SHRIMP (Litopenaeus vannamei BOONE, 1931 AND Penaeus vannamei Penaeus vannamei

BOONE, 1931) USED FOR MATURATION AND SPAWNING.

2. ORIGIN OF PARENT STOCK

2.1 PARENT STOCK MUST BE PATHOGEN-FREE STRAINS (SPF - SPECIFIC PATHOGEN FREE) OR PATHOGEN-RESISTANT STRAINS (SPR - SPECIFIC PATHOGEN RESISTANT), WITH ORIGIN AND HEALTH CERTIFICATES FROM AUTHORIZED AUTHORITIES.

2.2 IF PARENT STOCK IS RAISED FROM POSTLARVAE 12-15 DAYS OLD, THEY MUST SATISFY THE FOLLOWING CONDITIONS:

- The process of rearing PL12-15 to become broodstock shrimp must be conducted in tanks with controlled environmental factors and disease management.

- Broodstock shrimp must be tested to ensure they are free from diseases before being selected for breeding as parent shrimp for maturation and spawning.

2.3 Do not select parent shrimp from sources of commercial shrimp raised in ponds.

3. Technical requirements

3.1 Selecting parent shrimp for maturation feeding

The quality of parent shrimp for maturation feeding must comply with the technical requirements specified in Table 1.

3.2 Selecting parent shrimp for spawning

4. Methods for checking indicators

4.2 Sampling:

- For matured shrimp groups: sample at least 30 individuals.

- For spawning shrimp groups: sample at least 10% of the number of individuals.

4.3 External appearance

Observe and evaluate the indicators of external appearance, color, and appendages of parent shrimp to select for export or continue maturation feeding according to the criteria specified in Tables 1 and 2. Weigh and measure the length of each individual in the sample.

4.4 Inspect reproductive tract:

4.4.1 Ovary

Determine the stages of sexual maturity of the ovary by catching each individual, observing under natural light or flashlight, and evaluating as follows:

- Stage I: the ovary is a small transparent strip that cannot be seen with the naked eye, requiring a magnifying glass to observe.

- Stage II: the ovary is a thin pink strip developing from the middle of the thoracic shield cavity to near the tail.

- Stage III: the ovary is a large pink strip extending over the thoracic shield cavity.

- Stage IV: the ovary is deep pink, developed widely on both sides covering the thoracic shield cavity and extending along the back to the tail.

4.4.2 Spermatophore

Gently flip the male shrimp over, observe the degree of swelling and milky white color of the spermatophore under natural light to assess its quality.

4.5 Disease testing:

4.5.1 Sampling: 1-2% of the total parent shrimp group.

4.5.2 Test for viral pathogens TSV, WSSV, YHV, IHHNV, BP, etc., using the Polymerase Chain Reaction (PCR) method.

4.5.3 Test for bacterial pathogens using standard laboratory methods.


TEMPORARY PROVISIONS

Technical requirements for whiteleg shrimp

(Attached to Decision No. 176/QĐ-BTS dated March 1, 2006 of the Minister of Fisheries)

 1. Recipients

This regulation applies to the quality of whiteleg shrimp PL12 (Litopenaeus vannamei Boone, 1931, or Penaeus vannamei) seedlings 12 days old.litopenaeus vânnmei Boone, 1931, or Penaeus vânnmei BOONE, 1931).

2. Technical Requirements

The quality of whiteleg shrimp PL12 seedlings must comply with the technical requirements specified in Table 1.

3. Methods for checking indicators

3.1 Inspection tools

3.2 Sampling

Use a net to scoop shrimp seedlings vertically from the bottom up at four corners and the center of the nursery tank. The number of seedlings scooped at each sampling point must not be less than 100 individuals.

Place the scooped shrimp at five sampling points into buckets containing water from the nursery tank and keep them in a cool shaded area.

3.3 Checking indicators.

3.3.1 State of activity

- Directly observe the swimming and attachment behavior of shrimp in the bucket.

- Test reverse current reaction: stir gently to create a whirlpool in the bucket, then observe shrimp swimming against the current and attaching to the bottom.

- Test response to sound: tap lightly on the bucket to observe the reaction of the shrimp seedlings.

- Test reflex to light: place the bucket containing shrimp seedlings in a dark place, shine a flashlight suddenly to observe the shrimp's reaction.

3.3.2 Appearance and color

Use a glass cup to scoop both water and shrimp seedlings from the basin, place the sample cup at eye level facing towards natural light to observe the color, substances attached to the body and appendages of the shrimp seedlings. Then, place the sample cup below eye level with the bottom of the cup shaded, looking directly down to observe the color and appearance of the shrimp seedlings.

Conduct observations no fewer than three times, each time involving approximately 15 to 20 individuals.

3.3.3 Length

Place the shrimp seedlings flat on lined paper. Measure the length from the tip of the head to the tip of the tail for each individual.

The number of individuals measured for length shall not be less than 30 individuals. Take the average measurement result to calculate the deviation of the population.

3.3.4 Disease Level

a. Test for viral pathogens TSV, WSSV, YHV, IHHNV, BP, etc., using the Polymerase Chain Reaction (PCR) method.

b. Test for bacterial pathogens using standard testing methods.

c. Test for fungi and protozoa using standard methods.

2. General requirements for shrimp farming areas

2.1 Shrimp must be farmed using semi-intensive or intensive methods.

2.2 The shrimp farming area must be within the provincial plan for shrimp farming development.

2.3 The shrimp farming area shall not co-cultivate other shrimp species.

2.4 Water supply and drainage systems in the shrimp farming area must be separately arranged to avoid pollution. Shrimp farming facilities within the shrimp farming area must comply with Industry Standard 28 TCN 190:2004 "Shrimp Farming Facilities - Food Safety Assurance Conditions".

3. Disease Prevention and Control

The shrimp farming area must comply with supervision and inspection by management agencies, local and central aquatic animal health management agencies regarding disease prevention and control, and bear the cost of disinfection, decontamination, and eradication of pathogens when a disease outbreak occurs.
