GUIDELINES FOR IMPLEMENTING THE SCHOLARSHIP REGIME FOR FOREIGN STUDENTS STUDYING IN VIETNAM

BASED ON THE CIRCULAR NO. 969/CP-KGVX OF AUGUST 19, 1998 OF THE GOVERNMENT ON THE APPLICATION OF NEW SCHOLARSHIP LEVELS FOR FOREIGN STUDENTS STUDYING IN VIETNAM, THE MINISTRY OF FINANCE AND THE MINISTRY OF EDUCATION AND TRAINING ISSUE THE FOLLOWING GUIDELINES:
1. THE OBJECTS TO WHOM THE SCHOLARSHIPS SET OUT IN THIS CIRCULAR APPLY INCLUDE: FOREIGN STUDENTS, INTERNS, AND RESEARCHERS (HEREINAFTER REFERRED TO AS "LHS") ENTERING VIETNAM FOR STUDY AND RESEARCH WHO ARE ELIGIBLE FOR SCHOLARSHIPS FROM THE VIETNAMESE STATE (EXCEPT FOR LAO AND CAMBODIAN LHS WHO HAVE ALREADY IMPLEMENTED THE SCHOLARSHIP REGIME AS PROVIDED FOR IN JOINT CIRCULAR NO. 68 LB/TC-KH OF NOVEMBER 4, 1996 ISSUED BY THE MINISTRY OF FINANCE AND THE MINISTRY OF PLANNING AND INVESTMENT).
2. AMOUNT OF SCHOLARSHIP:
FOREIGN STUDENTS FALLING WITHIN THE CATEGORY SET OUT IN POINT 1 ABOVE SHALL RECEIVE MONTHLY SCHOLARSHIPS IN VIETNAMESE DONG FOR MEAL EXPENSES, CLOTHING, AND PERSONAL EXPENSES AT THE FOLLOWING RATES:
- 750,000 VND PER MONTH PER PERSON FOR UNDERGRADUATE STUDENTS.
- 820,000 VND PER MONTH PER PERSON FOR POSTGRADUATE STUDENTS.
3. THE FUNDS FOR PAYING SCHOLARSHIPS TO FOREIGN STUDENTS SHALL BE INCLUDED IN THE ANNUAL BUDGET FOR EDUCATIONAL DEVELOPMENT EXPENSES. FOR THE YEAR 1998, THE UNITS SHALL ARRANGE WITHIN THE BUDGET FOR EDUCATION AND TRAINING ALLOCATED AT THE BEGINNING OF THE YEAR.
4. THE SCHOLARSHIP EXPENSES SHALL BE ACCOUNTED FOR IN ACCORDANCE WITH THE CURRENT STATE BUDGET CLASSIFICATION.
5. THE ABOVE SCHOLARSHIP LEVELS SHALL BE APPLIED FROM THE 1998-1999 ACADEMIC YEAR.
ANY DIFFICULTIES ENCOUNTERED DURING IMPLEMENTATION SHOULD BE REPORTED TO THE JOINT MINISTRIES FOR STUDY AND RESOLUTION.
