Decision No. 177/2001/QD-TTg On the establishment of the Steering Committee for the National Target Program on Poverty Reduction and Employment for the period 2001-2005

Regarding the establishment of the Steering Committee for the National Target Program on Poverty Reduction and Employment for the period 2001-2005

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Decision No. 143/2001/QĐ-TTg dated September 27, 2001 of the Government approving the National Target Program on Poverty Reduction and Employment for the period 2001-2005;

At the proposal of the Minister of Labor, Invalids and Social Affairs,

DECISION:

Article 1. The National Target Program on Poverty Reduction and Employment for the period 2001-2005 shall be established with the following members:

1. Deputy Prime Minister, Chairperson of the Program.

2. Minister of Labor, Invalids and Social Affairs, Vice-Chairperson in charge.

3. Deputy Minister of Labor, Invalids and Social Affairs, member,

4. Deputy Minister of Planning and Investment, member,

5. The Deputy Minister of Finance, member,

6. Deputy Minister of Agriculture and Rural Development, member,

7. Deputy Governor of the State Bank of Vietnam, member,

8. Deputy Minister of Health, member

9. Deputy Minister of Education and Training, member,

10. Deputy Director of the Central Committee of the United Front for Fatherland Liberation, member,

11. Deputy Director of the Central Committee of Population and Family Planning, member.

The Chairperson of the Program invites one representative from the Central Committee of the Vietnam Fatherland Front, the Vietnam Farmers' Association, the Vietnam Women's Union, and the Ho Chi Minh Communist Youth Union to participate in the Steering Committee of the Program.

The support staff for the activities of the Steering Committee shall consist of personnel from the support unit under the staffing of the Ministry of Labor, Invalids and Social Affairs. The office of the support staff is located at the Ministry of Labor, Invalids and Social Affairs, No. 2 Dinh Le Street, Hanoi.

Article 2. The Steering Committee for the National Target Program on Poverty Reduction and Employment for the period 2001-2005 shall have the following tasks:

1. Organizing and directing the implementation of the Program.

2. Coordinating with the Central Committee of the Vietnam Fatherland Front and other mass organizations to organize and implement the Program.

Article 3. The Steering Committee shall be responsible for establishing the Operational Regulations and assigning responsibilities to its members.

Article 4. By no later than November 20, 2001, the agencies mentioned in Article 1 of this Decision shall notify the Steering Committee of the list of representatives from their agencies participating in the Steering Committee for the National Target Program on Poverty Reduction and Employment for the period 2001-2005.

Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.

Article 6. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal people's committees directly under the central government, and the members mentioned in Article 1 shall be responsible for implementing this Decision.
