PRIME MINISTER  

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Overall Administrative Reform Program for the period 2001-2010 approved by the Prime Minister under Decision No. 136/2001/QĐ-TTg dated September 17, 2001;

At the proposal of the Minister of Home Affairs,

 DECISION:

Article 1. Approves the Propaganda Program for the Overall Administrative Reform Program for the period 2001-2010.

Article 2. The Government's Steering Committee on Administrative Reform shall be responsible for monitoring, directing, and guiding relevant agencies at central and local levels to implement this Program.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 4. Members of the Government's Steering Committee on Administrative Reform, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally-run cities are responsible for enforcing this Decision./.

 

Propaganda Program for the Overall Administrative Reform Program for the period 2001-2010

Part I

OBJECTIVES AND REQUIREMENTS FOR THE PROPAGANDA OF THE OVERALL ADMINISTRATIVE REFORM PROGRAM FOR THE PERIOD 2001-2010

ADMINISTRATIVE STAGE 2001 - 2010

 

I. Objectives

1. Civil servants and the general public have a full, clear, and unified understanding of the Overall Administrative Reform Program for the period 2001-2010, specifically:

The current state of the administrative system; advantages and difficulties in the administrative reform process.

The objectives of the Overall Administrative Reform Program.

The contents of the Overall Administrative Reform Program.

The viewpoints, specific plans, and measures to implement the Overall Administrative Reform Program.

Tasks of all levels, sectors, and the entire population in implementing the Overall Administrative Reform Program.

2. Civil servants have a positive attitude, correct motivation, and actively participate in the administrative reform process and the implementation plan of the Overall Administrative Reform Program.

The leadership cadre, management cadre, civil servants, and officials are truly decisive factors in the success of the administrative reform process.

Encouraging self-discipline in training, cultivation, enhancing a sense of responsibility, strictly adhering to administrative discipline and rules, creating changes in the awareness of the cadre, civil servants, and officials.

3. All levels of Party organizations, government bodies at all levels, sectors, and mass organizations, as well as leadership cadres and administrative civil servants must act consistently to create momentum and new development in the administrative reform process.

II. Requirements

1. Effectively implementing propaganda work according to the schedule determined in the Overall Administrative Reform Program.

2. Timely, comprehensive, continuous, widespread, multi-channel, and multi-dimensional dissemination that suits the needs, characteristics, and tasks of each target group, in each region, sector, and locality.

3. Linking propaganda activities with the implementation of action programs to carry out the Overall Administrative Reform Program; integrating administrative reform propaganda with the dissemination and education on Party policies and State laws, about political system innovation, legislative reform, judicial reform, building a socialist rule-of-law state of the people, by the people, and for the people; linking the organization and implementation of political tasks and specific socio-economic development programs with activities to build and perfect the legal system, tighten administrative discipline and rules, and strengthen socialist legal governance.

4. Effectively meeting the knowledge requirements of civil servants and the general public regarding basic information on state machinery reform and administrative reform, contributing to raising public awareness, comprehensively developing socialist individuals, serving industrialization and modernization, proactively integrating into the international economy, achieving the goal of a wealthy people, a strong country, a fair, democratic, and civilized society.

 

Part II

TARGETS, CONTENTS, FORMS, AND METHODS OF PROPAGANDA FOR THE OVERALL ADMINISTRATIVE REFORM PROGRAM FOR THE PERIOD 2001-2010

I. Target audience

The target audience for the propaganda of the Overall Administrative Reform Program for the period 2001-2010 includes all cadres, civil servants, and officials within the Vietnamese political system and all social strata.

II. Content of propaganda

1. For the cadre and civil servant group:

The main content of propaganda for the cadre and civil servant group:

Contents of the Overall Administrative Reform Program: institutional reform, organizational structure reform, cadre and civil servant quality improvement, and public financial reform.

Specific contents of the seven action programs to implement the Overall Administrative Reform Program; annual plans of the Government on administrative reform.

Theoretical and practical issues on the role of the State in a socialist-oriented market economy; the role of the Government and administrative agencies at all levels in economic and social management; organization and operation of the state apparatus.

Organization and operation of the administrative apparatus: functions, tasks, powers, and organizational structure of the Government, ministries, ministerial-level agencies, agencies under the Government, and local authorities at all levels; working regulations of the Government, ministries, ministerial-level agencies, agencies under the Government, and People's Committees at all levels; civil service regulations and accountability systems for cadres and civil servants; foreign experiences in organizing and operating the administrative apparatus.

Models and mechanisms being piloted during the administrative reform process, good examples of administrative reform at the central and local levels.

Agencies, units, and localities performing well and not performing well in administrative reform work.

The achievements attained as well as the existing issues and causes that need to be addressed during the implementation of administrative reform in the state.

In addition to the common issues mentioned above, the content of propaganda should have a focus suitable for the specific characteristics of each type of target group, including cadres and civil servants, specifically:

a) For leaders at all levels of the Party committees and political-social organizations:

Propaganda, dissemination, and implementation of the viewpoints and policies of the Party and State on gradually reforming the political system, ensuring synchronization between economic reform, administrative reform, judicial reform, and innovation in leadership methods and contents by the Party over the State.

Clearly define the role and responsibility of leadership at all levels of Party committees, heads of administrative agencies at all levels, and heads of political-social organizations in the task of implementing administrative reform work at each level, sector, field, unit, down to each cadre, party member, youth member, and association member.

b) For administrative cadres and civil servants:

Dissemination and implementation of the contents related to plans and specific tasks for the implementation of the Comprehensive Program on Administrative Reform in the State.

Propaganda and education on rights, obligations, responsibilities, organizational discipline awareness, and professional ethics of civil servants within the state administrative apparatus.

Propaganda and dissemination of legal provisions regarding civil servant standards, recruitment systems, rewards, punishments, training, and promotion systems for civil servants within the state administrative apparatus.

Propaganda and dissemination of regulations on democratic implementation in agency activities.

c) For grassroots-level cadres:

Propaganda of legal provisions concerning the functions, tasks, and powers of grassroots-level authorities.

Responsibilities of grassroots-level cadres in handling citizens' and organizations' affairs.

Regulations on democratic implementation in communes, wards, towns.

Good models of administrative reform at the grassroots level.

d) For public service employees:

Policies and guidelines of the Party and State on socialization and their implementation status.

Powers, tasks, and responsibilities of public service employees.

Standards for public service employees, recruitment systems, rewards, punishments, and related policies.

Organizational, personnel, and financial mechanisms for public institutions.

Regulations on democratic implementation in agency activities.

đ) For state enterprise management cadres:

The role of state enterprises in the economy according to the Party's viewpoint.

Contents of economic reform combined with administrative reform.

Powers, tasks, and responsibilities of state enterprise management cadres.

Regulations on democratic implementation in state enterprises.

2. Propaganda for all strata of the people:

The Comprehensive Program on Administrative Reform in the State; seven action programs to implement the Comprehensive Program on Administrative Reform in the State.

Achievements obtained through the process of implementing administrative reform in the State.

Basic rights and obligations of citizens in relation to state administrative agencies.

Administrative procedures in handling matters between state administrative agencies and citizens across various fields such as land use right certificates, business registration, notarization, household registration, residence registration, immigration, administrative violations, complaints, and grievances, etc.

Responsibilities of cadres and civil servants in handling citizens' affairs.

III. Some general forms and measures for propaganda on the Comprehensive Program on Administrative Reform in the State

1. Mobilizing and utilizing all mass media means such as radio stations, television stations, central and local newspapers, specialized magazines and journals in propagating and disseminating information about the Comprehensive Program on Administrative Reform in the State. Consolidating, developing, and expanding the team working on propaganda and dissemination of administrative reform.

2. Organizing the compilation and wide distribution of informational materials and pamphlets on administrative reform and the implementation of the Comprehensive Program on Administrative Reform in the State, suitable for each goal, requirement, and content of propaganda and dissemination to different target groups.

3. Organizing training, reinforcement, dissemination, and implementation of the contents, plans, and tasks of administrative reform in the State for the cadre and civil servant workforce.

4. Incorporating the contents of administrative reform in the State and the Comprehensive Program on Administrative Reform in the State appropriately into specialized or extracurricular teaching programs of university, college, and vocational high school systems.

5. Appropriately incorporating information on the Comprehensive Program on Administrative Reform in the State into regular press conferences of the Government.

 

Part III

IMPLEMENTATION

I. Directing bodies

The Government's Steering Committee for Administrative Reform is responsible for directing and guiding ministries, ministerial-level agencies, government-affiliated agencies, provincial and municipal People's Committees directly under the Central Government, along with relevant agencies, to implement the dissemination and propaganda work of the Comprehensive Program on Administrative Reform in the State to all levels, sectors, and society.

II. Central Coordination Body

The Ministry of Home Affairs, the permanent body for administrative reform work of the Government, has the task of serving as the central coordination body in activities related to the dissemination and propaganda work of the Comprehensive Program on Administrative Reform in the State.

III. Tasks of Ministries, Ministerial-Level Agencies, Government-Affiliated Agencies, and People's Committees at All Levels

1. Based on the Comprehensive Program on Administrative Reform in the State and the action programs to implement this program approved by the Prime Minister, ministries, ministerial-level agencies, government-affiliated agencies, and People's Committees at all levels must closely follow the situation and tasks of administrative reform in their respective ministries, sectors, and levels, proactively build and organize the implementation of propaganda and dissemination work on administrative reform.

2. Proactively coordinate with the Vietnam Fatherland Front and its affiliated organizations, mass media agencies, and grassroots information networks to organize propaganda on administrative reform and the Comprehensive Program on Administrative Reform in the State.

3. Pay attention to disseminating, implementing, organizing, and guiding the administrative reform work of ministries, sectors, and levels to each subordinate agency, unit, and organization.

4. Mobilize, allocate, and utilize cadres directly related to administrative reform, selecting a team of cadres with competence and knowledge about the State and law, as well as administrative affairs to implement and monitor the dissemination and promotion of State administrative reform.

5. Base on functions, tasks, and authorities to appropriately integrate the propaganda of the overall program for State administrative reform into the legal education program from 2003 to 2007 issued together with Decision No. 13/2003/QĐ-TTg dated January 17, 2003 of the Prime Minister.

6. Every six months and annually, ministries, agencies at the ministerial level, government agencies, and provincial People's Committees under the direct jurisdiction of the central government shall inspect and evaluate the implementation results and propose directions for continuing the dissemination and promotion of administrative reform, sending them to the Ministry of Home Affairs for consolidation and reporting to the Prime Minister and the Government Administrative Reform Steering Committee.

The Ministers, Heads of agencies at the ministerial level, Heads of government agencies, and Chairpersons of People's Committees at all levels within their direct management shall direct and be personally responsible for organizing the dissemination and promotion of administrative reform and the overall program for State administrative reform.

In addition to general tasks, the following ministries, agencies, and organizations have specific tasks as follows:

a) Ministry of Home Affairs:

Monitor, compile, and evaluate annually the situation of dissemination activities, promptly proposing directions to report to the Prime Minister and the Government Administrative Reform Steering Committee to adjust and supplement appropriate dissemination methods and forms.

Organize press conferences to provide information on the implementation of the overall program for State administrative reform.

Organize seminars and training sessions in a timely manner for relevant subjects in administrative reform dissemination work according to topics, in line with the requirements of implementing the overall program for State administrative reform.

b) Ministry of Culture, Sports and Tourism:

Take the lead and coordinate with the Ministry of Home Affairs to guide news agencies, radio stations, and television stations to strengthen information dissemination about State administrative reform and the overall program for State administrative reform.

c) Ministry of Education and Training:

Direct the strengthening of teaching and learning about the State and law, State administration, and State administrative reform in university, college, and vocational school systems.

d) Vietnam Television, Voice of Vietnam Radio, Vietnam News Agency, local radio and television stations:

Vietnam Television and Voice of Vietnam Radio shall broadcast a regular program on State administrative reform and the overall program for State administrative reform once a week, with a minimum broadcast time of 15 minutes each time.

Vietnam News Agency shall direct domestic and overseas bureaus and affiliated units to strengthen information and dissemination work about administrative reform and the overall program for State administrative reform.

Local radio and television stations shall regularly broadcast programs related to administrative reform work at the local and national levels once a week, with a minimum broadcast time of 15 minutes each time.

e) National Social Sciences and Humanities Research Center, research institutes, universities:

Strengthen theoretical research on the State and law, State administration, State administrative reform, and the implementation of the overall program for State administrative reform during the period of 2001-2010.

f) Administrative and political schools under provinces and centrally-administered cities:

Strengthen research and teaching on State administrative reform and the overall program for State administrative reform during the period of 2001-2010.

g) Central newspapers, magazines, and journals; newspapers, magazines, and journals of ministries and sectors; local newspapers:

Open special sections and columns on the implementation of the overall program for State administrative reform during the period of 2001-2010.

IV. Funding for Dissemination

Funding for the dissemination of the overall program for State administrative reform during the period of 2001-2010 shall be guaranteed by the state budget. Agencies and units are responsible for preparing annual budget estimates for dissemination tasks and submitting them to financial authorities at the same level for consolidation and submission to the competent authority for consideration and decision in accordance with current state budget management regulations./.
