Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 200/2004/NĐ-CP dated December 3, 2004 of the Government on the reorganization, renovation, and development of state-owned forest farms.

Considering the proposal of the Minister of Agriculture and Rural Development and the Chairman of the People's Committee of Binh Dinh Province,

Article 1. Approves the Scheme for the reorganization, renovation, and development of state-owned forest farms under the People's Committee of Binh Dinh Province as follows:

1. Transform the Quy Nhon Forest Farm into a forestry company.

2. Reorganize the forest farms:

a) Song Kon Forest Farm:

- Transform the Song Kon Forest Farm into a forestry company to manage and utilize the production forest land area of the Song Kon Forest Farm.

- Establish the Vinh Thanh Protective Forest Management Board to manage the protective forest land area of the Song Kon Forest Farm and the protective forest land area on the territory without a management entity.

b) Ha Thanh Forest Farm:

- Transform the Ha Thanh Forest Farm into a forestry company to manage and utilize the production forest land area of the Ha Thanh Forest Farm.

- Establish the Van Canh Protective Forest Management Board to manage the protective forest land area of the Ha Thanh Forest Farm and the protective forest land area on the territory without a management entity.

Reorganize the An Son Forest Farm into two forest management boards:

- The An Lao Protective Forest Management Board to manage the protective forest land area of the An Son Forest Farm.

- The An Lao Specialized Forest Management Board to manage the specialized forest land area of the An Son Forest Farm.

Article 2. Chairman of the People's Committee of Binh Dinh Province:

1. Direct the implementation of the reorganization, renovation, and development of state-owned forest farms as stipulated in Article 1 of this Decision.

2. Issue a decision to adjust the area and boundaries of various types of land allocated to the forest management boards in accordance with the local forestry development plan, the forest development plan of each forest farm, and the provisions of Decree No. 200/2004/NĐ-CP dated December 3, 2004 of the Government on the reorganization, renovation, and development of state-owned forest farms.

Article 3. Ministries: Agriculture and Rural Development, Finance, Planning and Investment, Labor - Invalids and Social Affairs, Home Affairs, Natural Resources and Environment, and related agencies shall cooperate with the People's Committee of Binh Dinh Province in implementing this Scheme.

The Steering Committee for Enterprise Renovation and Development shall be responsible for directing, urging, guiding, and monitoring the implementation of this Scheme, and at the same time make recommendations to

The Chairman of the People's Committee of Binh Dinh Province, the Minister of Agriculture and Rural Development, and the heads of related agencies are responsible for enforcing this Decision./.
