CIRCULAR

Guidelines for Competition and Reward Work in the People's Militia Self-Defense Force

Based on the Law on Competition and Reward dated November 26, 2003; Decree No. 121/2005/NĐ-CP dated September 30, 2005 of the Government detailing and guiding the implementation of certain provisions of the Law on Competition and Reward and the Law Amending and Supplementing Certain Provisions of the Law on Competition and Reward;

Based on the Ordinance on People's Militia Self-Defense dated April 29, 2004;

To ensure that competition and reward work in the People's Militia Self-Defense Force meets the requirements and tasks of building the people's armed forces in the new situation;

Provincial People's Committees set specific pricesAfter reaching consensus with the Central Steering Committee for Competition and Reward (as per Circular No. 2291/BTĐKT-Vụ II dated November 26, 2007 of the Central Steering Committee for Competition and Reward), the Ministry of National Defense issues guidelines for competition and reward work in the People's Militia Self-Defense Force as follows:

Part I

GENERAL PROVISIONS

This Circular guides certain aspects of competition and reward work in the People's Militia Self-Defense Force, including: forms and organization of competitions; titles of competition and their criteria; forms, subjects, and criteria for rewards; authority to recognize competition titles and rewards; competition and reward funds and monetary awards; procedures and documentation for granting competition titles and rewards.

This Circular applies to collectives and individuals belonging to the People's Militia Self-Defense Force and collectives and individuals responsible for managing, directing, and commanding the People's Militia Self-Defense Force as stipulated in Article 5 of the Ordinance on People's Militia Self-Defense. Specifically:

a) For individuals, including:

- Cadres and soldiers belonging to the core People's Militia Self-Defense Force;

- Cadres and soldiers belonging to the broad People's Militia Self-Defense Force mobilized to perform national defense and military tasks according to orders from competent authorities, as specified in Clause 1, Article 19 of Decree No. 184/2004/NĐ-CP dated November 2, 2004 of the Government detailing the implementation of the Ordinance on People's Militia Self-Defense.

- Cadres of Village Teams, Commune Teams, Military Command Offices of agencies and organizations.

b) For collectives, including:

Core People's Militia Self-Defense units from squad level and above.

In this technical regulation, the following terms are understood as follows:

a) The People's Militia Self-Defense Force subject to this Circular includes the core People's Militia Self-Defense Force and the broad People's Militia Self-Defense Force.

- The core People's Militia Self-Defense Force includes: infantry militia, militia of various arms, marine militia; organized into mobile forces, local forces, and permanent militia at communes in key areas requiring high combat readiness.

- The broad People's Militia Self-Defense Force includes: cadres and soldiers of the core People's Militia Self-Defense Force who have completed their militia service obligations and citizens within the age range required to participate in militia service as stipulated in Clause 1, Article 2 of the Ordinance on People's Militia Self-Defense.

b) Provincial Military Commands, centrally governed cities, collectively referred to as Provincial Military Commands; Military Command Boards of districts, towns, urban districts, cities under provinces, collectively referred to as District Military Command Boards.

c) Military Command Boards of communes, wards, towns, collectively referred to as Commune Teams; village teams, hamlet teams, ward teams, village teams, tribe teams, village teams, neighborhood teams, group teams, area teams, collectively referred to as Village Teams.

d) Military Command Boards established in state agencies, public institutions, economic organizations, political organizations, socio-political organizations, collectively referred to as Military Command Boards of agencies and organizations.

e) Military Command Boards established by decision of the Minister of National Defense, collectively referred to as Military Command Boards of agencies and organizations at the central level.

g) Military Command Boards of agencies and organizations established by decision of the Commander of the Provincial Military Command, collectively referred to as Military Command Boards of agencies and organizations at the local level.

4. Principles of Competition and Reward

Implemented according to Article 6 of the Law on Competition and Reward; Article 3, Article 4 of Decree No. 121/2005/NĐ-CP of the Government and specific regulations as follows:

a) The organization of competition movements, the granting of competition titles and rewards for the People's Militia Self-Defense Force is carried out by military offices at all levels under the leadership and guidance of local party committees, governments, heads of agencies and organizations, management by higher-level military offices, and coordination with competition and reward offices at the same level.

b) At the same time period, for the same achievement, if already granted a competition title and reward in the People's Militia Self-Defense Force, then no competition title and reward will be granted in other fields, or if already granted a competition title and reward in another field, then no competition title and reward will be granted in the People's Militia Self-Defense Force.

c) In cases where commendation is being considered and proposed but the individual has been disciplined or is under investigation for disciplinary action or has complaints and reports that have not been verified and clarified, commendation shall not be granted.

5. Responsibilities for Organizing Competition Movements and Rewards

Implemented according to Article 5 of Decree No. 121/2005/NĐ-CP and specific regulations as follows:

a) The Ministry of National Defense directs competition movements; identifies and selects collectives and individuals with outstanding achievements to grant competition titles and rewards or propose the Prime Minister to grant competition titles and rewards for the People's Militia Self-Defense Force nationwide.

b) Military Zones, Naval Forces: organize and direct competition movements; identify and select collectives and individuals with outstanding achievements to grant competition titles and rewards or propose higher authorities to grant competition titles and rewards for the People's Militia Self-Defense Force under their jurisdiction.

c) Provincial Military Commands, District Military Command Boards, and Commune Teams: organize competition movements; identify and select collectives and individuals with outstanding achievements to grant competition titles and rewards or propose higher authorities to grant competition titles and rewards for the People's Militia Self-Defense Force under their local jurisdiction.

d) Military Command Boards of agencies and organizations: organize competition movements; identify and select collectives and individuals with outstanding achievements to grant competition titles and rewards or propose higher authorities to grant competition titles and rewards for self-defense forces under their command.

Part II

COMPETITION AND ACHIEVEMENT AWARDS

I - FORMS AND SCOPE OF ORGANIZATION FOR COMPETITION.

Pursuant to Article 15 of the Law on Competition and Awards; Clause 8 of Decree No. 121/2005/NĐ-CP of the Government and the specific provisions below:

1. Forms of organizing competition.

a) Regular competition.

Regular competition is organized at the beginning of each year with the aim of motivating officers and soldiers of the Self-Defense Militia to strive to achieve the best results in their daily, monthly, quarterly, and annual work plans and objectives, either individually or collectively.

b) Periodic competition.

Periodic competition is organized within a specified period of time to motivate officers and soldiers of the Self-Defense Militia to strive to achieve the best results in urgent tasks or difficult and complex tasks such as combat readiness, combat service support, exercises, disaster prevention and mitigation, epidemic control, etc.

2. Scope of organizing competition.

Depending on the nature, content, and objectives of the competition, the Self-Defense Militia's competition movement can be organized and launched on a broad scale throughout the force, military region, or within the scope of each locality, agency, or unit.

The regular annual launch mainly takes place within the scope from provincial level and equivalent levels downwards.

II- CONTENT OF ORGANIZING COMPETITION.

Pursuant to Article 16 of the Law on Competition and Awards; Clause 10 of Decree No. 121/2005/NĐ-CP of the Government and the specific provisions below:

1. Content of organizing competition in the Self-Defense Militia force is closely linked to the content of organizing competition in the People's Army and is part of the "Determined to Win" competition movement.

Each year, based on the competition launch content of the Ministry of National Defense and taking into account the organizational characteristics, requirements, and operational areas of the Self-Defense Militia force, Military Regions, Naval Forces, and Military Command Agencies at the central level organize competitions within their respective management scopes. Provincial Military Commands; County Military Commands; Military Command Agencies; Village Militia Teams develop competition plans, set goals, indicators, contents, and methods suitable for the unique organizational training, operational nature, and functions of the Self-Defense Militia force, while implementing well the competition organization contents such as launching and registering competition agreements; promoting and mobilizing competition; summarizing and concluding the competition movement, evaluating competition results.

2. Determining competition targets must be feasible, and the targets set must be at the advanced level or higher to encourage individuals and collectives to strive to complete them. Units need to focus on promoting and mobilizing participants and ensuring conditions for the competition movement. Strengthen monitoring and supervision during the implementation process, identify new factors, build exemplary models, and direct pilot projects to draw timely lessons. Summarization and conclusion of competitions must accurately assess the results and effects of the competition movement; publicize and evaluate competition and award activities transparently; organize the promotion and dissemination of innovative ideas and experiences to learn from and widely promote exemplary models.

III- AWARDS AND CRITERIA FOR COMPETITION AWARDS.

1. Competition awards.

Based on the functions, responsibilities, organization, and activities of the Self-Defense Militia force, the competition awards applicable to the Self-Defense Militia force include:

a) For collectives:

- Award of "Determined to Win" Unit.

- Award of Advanced Unit.

b) For individuals:

- National Model Competitor Award.

- Ministry of National Defense Model Competitor Award.

- Local Model Competitor Award.

- Advanced Competitor Award.

2. Recipients and criteria for competition awards.

a) "Determined to Win" Unit.

Annually awarded to core units of the Self-Defense Militia at platoon, company, battalion, and equivalent levels that meet the following criteria:

- Innovative, overcoming difficulties, excellently completing all competition targets and assigned tasks for the year; in all test or inspection contents, 100% must meet the requirements, including at least 80% achieving good or excellent results.

- All individuals in the collective must complete their assigned tasks;

- At least one individual must be awarded the "Local Model Competitor" title;

- There must be a regular, practical, and effective competition movement;

- Internal unity, exemplary compliance with Party policies and state laws; no individual being disciplined with a warning or higher penalty.

b) Advanced Unit.

Annually awarded to core units of the Self-Defense Militia at platoon, company, battalion, and equivalent levels that meet the following criteria:

- Successfully completing all competition targets and assigned tasks for the year; in all test or inspection contents, 100% must meet the requirements, including at least 65% achieving good or excellent results.

- All individuals in the collective must complete their assigned tasks;

- There must be a regular, practical, and effective competition movement;

- Internal unity, compliance with Party policies and state laws; no individual being disciplined with a warning or higher penalty.

c) National Model Competitor.

Annually awarded to individuals in the core of the Self-Defense Militia force and village, town, and agency military command cadres who have outstanding achievements, selected from those who have continuously achieved the "Ministry of National Defense Model Competitor" title twice consecutively; trusted and respected by everyone as a role model for learning nationwide.

d) Ministry of National Defense Model Competitor.

Annually awarded to individuals in the core of the Self-Defense Militia force and village, town, and agency military command cadres who have outstanding achievements, selected from those who have continuously achieved the "Local Model Competitor" title three times consecutively; trusted and respected by everyone as a role model for learning throughout the Self-Defense Militia force.

e) Local Model Competitor.

Annually awarded to individuals in the core of the Self-Defense Militia force and village, town, and agency military command cadres who meet the criteria for the "Advanced Competitor" title; simultaneously having technological innovations or applying new scientific and technological advances, useful solutions to improve work procedures, enhancing the effectiveness of study, work, and production; or having outstanding achievements in fulfilling assigned responsibilities and positions, contributing positively to the completion of common tasks of agencies and units; trusted and respected by everyone.

g) Advanced soldier.

Regularly consider for award annually to individuals belonging to the core militia self-defense force and village, commune, and agency/military unit command officers who meet the following criteria:

- Successfully fulfill assigned duties according to their positions and responsibilities (ready for combat, combat support, defense of independence, sovereignty, political security, social order and safety; proactive in protecting production, preventing and mitigating the consequences of natural disasters and epidemics; mobilizing the people to implement Party guidelines and State policies; participating in building strong grassroots and localities).

- Fully implement training content and programs. For examination or inspection items, all must achieve the required standards or higher, with at least 65% achieving good or excellent results.

- Successfully complete labor production, study, and work tasks.

- Strictly adhere to Party policies and State laws; demonstrate a spirit of unity, mutual assistance, active participation in competitive movements; have healthy morals and lifestyle.

3. Proportion of commendation awards.

a) Commendation awards for collectives.

- Outstanding Unit: not exceeding 5% of the total number of core militia self-defense units at platoon, company, battalion levels and equivalent.

- Advanced Unit: not exceeding 35% of the total number of core militia self-defense units at platoon, company, battalion levels and equivalent.

b) Commendation awards for individuals.

- National Model Soldier: select outstanding individuals from those who have twice consecutively achieved the title of Model Soldier of the Ministry of Defense, meeting the criteria set out in Point c, Clause 2, Section III, Part II of this Circular.

- Model Soldier of the Ministry of Defense: select outstanding individuals from those who have three consecutive years achieving the title of Model Soldier at the grassroots level, meeting the criteria set out in Point d, Clause 2, Section III, Part II of this Circular.

- Model Soldier at the Grassroots Level: not exceeding 2% of the total number of core militia self-defense personnel and village, commune, and agency/military unit command officers.

- Advanced Soldier: not exceeding 25% of the total number of core militia self-defense personnel and village, commune, and agency/military unit command officers.

Part III

REWARDING

I- FORMS OF REWARD.

Based on the functions, tasks, organization, establishment, and activities of the militia self-defense force, the main forms of reward applied to the militia self-defense force include:

1. Heroic Model of the People's Armed Forces.

2. Orders, b) Explanation and calculation of cost components and profit of Electricity Corporation i, including:

- First-Class Military Merit Order;

- Second-Class Military Merit Order;

- Third-Class Military Merit Order;

- First-Class Military Service Order;

- Second-Class Military Service Order; b) Explanation and calculation of cost components and profit of Electricity Corporation i, including:

- Third-Class Military Service Order;

- First-Class Military Valor Order;

- Second-Class Military Valor Order;

- Third-Class Military Valor Order;

- Military Valor Order. b) Explanation and calculation of cost components and profit of Electricity Corporation i, including:

3. Certificates of Merit,

- Certificate of Merit of the Prime Minister;

- Certificate of Merit of the Minister of Defense;

- Certificate of Merit of the Head of Central Agencies/Organizations;

- Certificate of Merit of the Chairman of the Provincial People's Committee.

4. Letters of Commendation,

- Letter of Commendation of the Commander of the Military Region Command, Navy General Staff;

- Letter of Commendation of the Commander of the Provincial Military Command;

- Letter of Commendation of the Commander of the County Military Command;

- Letter of Commendation of the Commander of the Agency/Military Unit Command at the Central Level;

- Letter of Commendation of the Chairman of the County People's Committee;.

- Letter of Commendation of the Chairman of the Commune People's Committee.

5. Commemorative Medal for the Cause of Mass Armed Forces.

II- RECIPIENTS AND STANDARDS FOR REWARDS.

1. For rewards ranging from the Certificate of Merit of the Prime Minister to the Heroic Model of the People's Armed Forces.

Implement according to Articles 39, 40, 41, 45, 46, 47, 48, 50, 60, 70, 71 of the Law on Encouragement and Reward and Articles 25, 26, 27, 31, 32, 33, 34, 35, 36, 38, 43, 49 of Decree No. 121/2005/NĐ-CP of the Government.

2. For rewards such as the Certificate of Merit of the Head of Central Agencies/Organizations; Certificate of Merit of the Chairman of the Provincial People's Committee; Letter of Commendation of the Chairman of the County People's Committee; Letter of Commendation of the Chairman of the Commune People's Committee.

Implement according to Articles 72, 74, 75, 76 of the Law on Encouragement and Reward and specific regulations of the Heads of Central Agencies/Organizations and Chairmen of People's Committees at various levels.

Implement according to Articles 39, 40, 41, 45, 46, 47, 48, 50, 60, 70, 71 of the Law on Encouragement and Reward and Articles 25, 26, 27, 31, 32, 33, 34, 35, 36, 38, 43, 49 of Decree No. 121/2005/NĐ-CP of the Government.

3. Certificate of Merit of the Minister of Defense.

a) For individuals: awarded to militia self-defense officers and soldiers; village, commune, and agency/military unit command officers who have excelled in fulfilling their duties and met one of the following criteria:

- Have twice consecutively achieved the title "Model Soldier at the Grassroots Level" and once received a Letter of Commendation from the Head of the unit at various levels.

- Achieved outstanding results in performing urgent tasks or in campaigns and movements initiated by the Ministry of Defense.

a) For individuals:

b) For collectives: awarded to militia self-defense units at platoon level and above that have excelled in fulfilling their duties and met one of the following criteria:

- Have twice consecutively achieved the title "Outstanding Unit".

4. Letter of Commendation of the Head of Units at Various Levels.

b) For collectives:

The Letter of Commendation of the Head of Units at Various Levels is given to individuals and collectives of the militia self-defense force who have achieved results in performing regular or urgent tasks, decided by the Head of the unit at various levels within their authority.

Based on the nature, content of the tasks, and the results achieved by collectives and individuals, units should promptly consider rewarding or recommending higher authorities to reward immediately after completing the task.

Specific criteria for receiving the Letter of Commendation of the Head of Units at Various Levels are decided by the Head of the unit at various levels within their authority, but must meet the following general criteria:

- Successfully fulfill assigned duties and responsibilities;

a) Awarding officers and soldiers of the People's Militia who have served for at least eight years in the People's Militia force; consistently fulfill their duties and responsibilities in the People's Militia; and have not been disciplined with a warning or higher.

b) Awarding officers and soldiers of the People's Militia who are conferred the title of Hero of the People's Armed Forces, Hero of Labor, Medal, Certificate of Merit from the Prime Minister, Certificate of Merit from the Minister of National Defense, Outstanding Soldier of the Whole Country, Outstanding Soldier of the Ministry of National Defense (regardless of the time of service in the People's Militia force).

c) Awarding individuals not belonging to the People's Militia force who have made significant contributions and efforts in organizing and building the People's Militia force, recognized by competent authorities.

Part IV

AUTHORITY TO DECIDE, PROCEDURE, AND APPLICATION DOCUMENTS FOR AWARDS AND REWARDS

I- AUTHORITY TO DECIDE.

Implemented according to Article 77, 78, 79, 80, 81 of the Law on Competition and Rewards and the regulations on the powers of the heads of units at all levels in the Military, specifically as follows:

1. The Minister of National Defense:

a) Recognizing the title of Outstanding Soldier of the Ministry of National Defense; awarding Certificates of Merit from the Minister of National Defense; presenting Commemorative Medals "For the Cause of Mass Armed Forces" to People's Militia members nationwide.

b) Recognizing the title of Victorious Unit for collective self-defense units under the Military Command Offices of central agencies and organizations.

c) Recognizing the title of Outstanding Soldier of the Base for the heads of Military Command Offices of central agencies and organizations.

2. The Commander of Military Region:

a) Recognizing the title of Victorious Unit for collective core People's Militia units at platoon, company, and battalion levels.

b) Awarding Certificates of Merit to collective and individual People's Militia members under the management of the Military Region.

3. The Commander of the Navy Military Region:

Recognizing the titles of Victorious Unit, Advanced Unit, Outstanding Soldier of the Base, Advanced Soldier, and awarding Certificates of Merit to collective and individual coastal defense forces under the management of the Navy Military Region.

4. The head of the Military Command Office of central agencies and organizations:

Recognizing the titles of Advanced Unit, Outstanding Soldier of the Base, Advanced Soldier; awarding Certificates of Merit to collective and individual self-defense forces under the management of the Military Command Office of central agencies and organizations.

5. The head of the Provincial Military Command:

a) Recognizing the title of Advanced Unit for collective core People's Militia units at platoon, company, and battalion levels; awarding Certificates of Merit to collective People's Militia units up to battalion level.

b) Recognizing the titles of Outstanding Soldier of the Base, Advanced Soldier, and awarding Certificates of Merit to individual People's Militia members up to battalion-level officers.

6. The head of the County Military Command.

a) Recognizing the title of Advanced Soldier and awarding Certificates of Merit to individual People's Militia members up to company-level and village team officers.

b) Awarding Certificates of Merit to collective People's Militia units up to company level.

7. Authority to decide rewards of the Chairmen of People's Committees at various levels and the heads of central agencies and organizations for the People's Militia force under their jurisdiction:

Implemented according to Article 79, 80, 81 of the Law on Competition and Rewards and specific provisions of the Chairmen of People's Committees at various levels and the heads of central agencies and organizations.

II- PROCEDURE

1. For People's Militia under the management of local military offices.

a) Village militia teams; Military Command Offices of agencies and organizations; people's militia units and organizations assess competition achievements and identify collectives and individuals meeting the conditions and criteria for awards and rewards to propose to the superior military office for consideration and decision to recognize competition achievements or rewards for collectives and individuals within their authority.

b) In cases where superiors are proposed to consider and confer competition achievements and rewards, the military office compiles and reports to the Chairman of the same-level People's Committee for review and comments (through the same-level competition and reward agency), then compiles and reports the proposal to the superior military office through the standing council (board, committee) for competition and rewards.

c) The standing council (board, committee) for competition and rewards of provincial and county military offices is responsible for assisting party committees, political commissars (political instructors), and unit commanders in implementing the procedure for considering and conferring competition achievements and rewards within their authority.

2. For coastal defense forces under the management of the Navy Military Region.

a) Naval squadron and naval detachment command offices organize assessments, compile, and propose to the Political Commissar and Commander of the Navy Military Region to consider and confer competition achievements and rewards for coastal defense forces under their jurisdiction (through the permanent office of the Navy Military Region's Competition and Reward Council).

b) The Navy Military Region's Competition and Reward Council is responsible for assisting party committees, Political Commissars, and Commanders in implementing the procedure for considering and conferring competition achievements and rewards within their authority.

3. For self-defense forces under the management of the Military Command Office of central agencies and organizations.

a) The Military Command Office of central agencies and organizations organizes assessments of competition achievements and identifies collectives and individuals meeting the conditions and criteria for awards and rewards to make decisions to confer competition achievements or rewards within their authority.

b) In cases where superiors are proposed to consider and confer competition achievements and rewards, the Military Command Office of central agencies and organizations compiles and reports to the heads of central agencies and organizations for review and comments, then compiles and submits to the Minister of National Defense (through the Civilian Militia Department/Military General Staff - the permanent office of the National Defense Work of the Ministry of National Defense).

c) The Civilian Militia Department compiles and reports to the permanent office of the Competition and Reward Council of the Ministry of National Defense.

4. Implementation procedures at the Ministry of National Defense level.

Cases proposed for rewards by the Minister of National Defense, the Prime Minister, and the State are implemented as follows:

a) Units compile and report to the Civilian Militia Department/Military General Staff for review and verification; complete the dossier and submit to the Ministry of National Defense (through the permanent office of the Competition and Reward Council of the Ministry of National Defense); the permanent office of the Competition and Reward Council of the Ministry of National Defense compiles and reports to the Chief of the General Political Department for review and submission to the Minister of National Defense.

b) In cases where the Minister of National Defense proposes to award Certificates of Merit, the Prime Minister's Certificate of Merit, the Ministry of National Defense's Model Soldier, and the National Model Soldier, the Standing Office of the Ministry of National Defense's Competition and Reward Council shall compile and report to the Chief of the General Political Department for review and submission to the Minister of National Defense for decision on rewarding or proposing to the Prime Minister and the State President for rewarding.

c) In cases where the proposal is to award Orders of Military Merit, Orders of Homeland Protection, and Orders of Bravery, the Standing Office of the Ministry of National Defense's Competition and Reward Council shall compile, seek opinions from relevant agencies and members of the Ministry of National Defense's Competition and Reward Council, then compile and report to the Chief of the General Political Department for review and submission to the Minister of National Defense for proposal to the Government and the State President for rewarding.

d) In cases where the proposal is to award Orders of Military Service, after seeking opinions from relevant agencies and receiving comments from members of the Ministry of National Defense's Competition and Reward Council, the Standing Office of the Ministry of National Defense's Competition and Reward Council shall compile and report to the collective leadership of the Chief of the General Political Department; the Director of the General Political Department shall submit to the Central Military Commission's Standing Committee for examination and approval; the Minister of National Defense shall submit to the Prime Minister and the State President for decision on rewarding.

e) In cases where the proposal is to confer the title of People's Armed Forces Hero, the Standing Office of the Ministry of National Defense's Competition and Reward Council shall compile, seek opinions from relevant agencies, and report to the collective leadership of the Chief of the General Political Department; after the collective leadership of the Chief of the General Political Department has given their opinion, the Ministry of National Defense's Competition and Reward Council shall convene to examine and vote secretly; the Standing Office of the Ministry of National Defense's Competition and Reward Council shall compile and report to the Director of the General Political Department for submission to the Central Military Commission's Standing Committee for examination and approval; the Minister of National Defense shall submit to the Prime Minister and the State President for decision on rewarding.

III- RECORDS

1. Common records for all levels include:

a) The application letter of the unit (signed by the head of the unit; stamped);

b) List of individuals and groups proposed for commendation or awarding of titles;

c) Report on achievements of the group or individual proposed for commendation or awarding of titles, confirmed by local authorities or managing organizations.

2. Records for proposals to the Ministry of National Defense include: c) Minutes of meetings and voting results of the Competition and Reward Council;

a) The application letter of the unit (signed by the head of the unit; stamped);

b) List of individuals and groups proposed for commendation or awarding of titles;

d) Report on achievements of the group or individual with comments from the recommending authority and confirmation by local authorities or managing organizations;

e) Summary of achievements summarized briefly by the recommending authority;

g) Opinion of the Provincial People's Committee or central agency;

h) Confirmation of completion of state budget payment obligations (if applicable).

Number of records:

prepare four original copies. For proposals to confer the title of Hero, an additional twenty-one photocopied sets are required. 3. Content of achievement reports:

a) Characteristics of the organization and functions of the unit (for individuals, this includes responsibilities and positions held);

b) Achievements in performing key political tasks; significance, value, and scope of influence of the achievements (the content of the report should clearly reflect achievements according to the criteria for the type of commendation or award);

c) Results of building the organization, party, mass organizations; implementation of social policies, organizational life, etc. (if applicable);

d) Previously awarded commendations and awards.

4. Simplified procedure records (for immediate rewards):

b) List of individuals proposed for reward; c) Summary of achievements of the group or individual (detailing actions, specific deeds, and achievements), confirmed by the recommending authority and with comments from local authorities or managing organizations.

a) The application letter of the unit (signed by the head of the unit; stamped);

Number of records:

prepare four original copies.

5. Time for submitting reward records to the Ministry of National Defense:: a) National Model Soldier and Ministry of National Defense Model Soldier titles: before January 30 of the following year;

b) Regular rewards including: People's Armed Forces Hero title, Orders, Prime Minister's Certificate of Merit, Minister of National Defense's Certificate of Merit, Commemorative Medal for Civil Defense: before June 30 each year;

c) Immediate rewards: examined and procedures for rewarding completed promptly after the individual or group achieves the accomplishment.

COMPETITION AND REWARD FUNDS AND AMOUNTS OF AWARDS

I- SOURCES OF ASSURANCE; AMOUNTS ALLOCATED TO THE FUND; MANAGEMENT AND USE OF THE COMPETITION AND REWARD FUND.

Part V

Implemented according to Article 66, 67, and 68 of Decree 121/2005/NĐ-CP of the Government and specific regulations on sources of assurance and use of competition and reward funds as follows:

1. Sources of Assurance.

a) For civilian defense forces recognized by local military agencies and central agencies:

Each year, military agencies at all levels and the Command of the Military of central agencies shall develop budget plans and report to the Chairman of the People's Committee or the head of the agency or organization at the same level for assurance.

The award money is allocated from the budget ensuring national defense and military tasks and organizing construction, training, and activities of the civilian defense force under Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the State Budget Law; Decree No. 10/2004/NĐ-CP dated January 7, 2004 of the Government on management and use of the state budget and assets for certain activities in the field of national defense-security; Decree No. 184/2004/NĐ-CP dated November 2, 2004 of the Government detailing the implementation of the Civilian Defense Law.

b) For civilian defense forces recognized by Military Regions and the Navy Command:

Each year, the Command of the Military Region and the Navy Command shall develop budget plans for rewards for the civilian defense force under their jurisdiction, submit to the Ministry of National Defense for consideration and assurance (through the Propaganda and Training Department of the General Political Department).

c) For civilian defense forces recognized by the State, Government, and Ministry of National Defense:

Annually, the Military Region Command and the Navy Corps shall prepare the budget plan for rewarding the People's Militia and Self-Defense Force under their jurisdiction, submit it to the Ministry of National Defense for consideration and ensure (through the Propaganda Department of the Political General Department).

c) For collective units and individuals of the People's Militia and Self-Defense Force who are honored by the State, Government, and Ministry of National Defense:

Annually, the Propaganda and Training Department of the Political General Department prepares the budgetary plan for rewards to be submitted to the Ministry of National Defense for consideration and decision.

2. The level of fund allocation.

Implement in accordance with Article 94 of the Law on Encouragement and Rewards; Clause 66 of Decree No. 121/2005/NĐ-CP of the Government.

3. Management and utilization of the encouragement and reward fund.

Implement according to the principle that the head of the agency or unit issuing the reward decision shall be responsible for disbursing the award money from the funds managed by their own level.

II- AMOUNT OF REWARD AND PRIVILEGE REGIME.

Implement in accordance with Article 87 of the Law on Encouragement and Rewards; Clauses 69, 70, 71, 72, 73, 74, 75, 76 of Decree No. 121/2005/NĐ-CP of the Government and the following provisions:

1. At the same time point, for the same achievement of the same subject, if multiple forms of rewards are achieved, only the highest monetary reward shall be received.

2. At the same time point, achieving multiple commendation titles, where these titles have different periods of dedication and achievements, shall entitle the recipient to the monetary rewards corresponding to each title.

Part VI

IMPLEMENTATION

1. This Circular shall take effect fifteen days after its publication in the Official Gazette. Any previous guidance on encouragement and rewards for the People's Militia contrary to this Circular shall be abolished.

2. Heads of relevant agencies under the Ministry of National Defense; Commanders of Military Regions and Naval Forces; Chairpersons of People's Committees at all levels; Chiefs of Military Agencies at all levels shall be responsible for organizing the implementation of this Circular.

3. In the course of implementation, if there are any difficulties, units shall promptly report to the Ministry of National Defense (through the Propaganda and Training Department of the Political General Department or the Department of People's Militia under the General Staff Department) for examination and resolution./.
