CIRCULAR
Regarding amendment of Circular No. 119/2010/TT-BTC dated August 10, 2010
of the Ministry of Finance guiding the collection, management, and use of maritime safety fee revenue
and financial mechanisms in the provision of public service ensuring maritime safety
services

Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget;
Pursuant to Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on production and supply of public goods and services;
Pursuant to Decision No. 256/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating the Procurement Regulations for ordering, allocating plans for production and supply of public goods and services;
After considering the opinion of the Ministry of Transport in Circular No. 6475/BGTVT-TC dated September 28, 2010 on financial mechanisms in the provision of public service ensuring maritime safety, the Ministry of Finance amends Circular No. 119/2010/TT-BTC dated August 10, 2010 of the Ministry of Finance guiding the collection, management, and use of maritime safety fee revenue and financial mechanisms in the provision of public service ensuring maritime safety as follows:
Article 1. Amend Clause 1, Article 23 of Circular No. 119/2010/TT-BTC as follows:
"1. This Circular takes effect from January 1, 2011 and applies from the fiscal year 2011. Repeal Circular No. 54/2007/TT-BTC dated May 22, 2007 of the Ministry of Finance guiding the preparation, allocation, and financial management in the provision of public service ensuring maritime safety and any previous provisions contrary to this Circular."
Article 2. Effective Date.
This Circular takes effect 45 days after the date of signature. In 2010, maritime safety companies shall implement according to the financial mechanism stipulated in Circular No. 54/2007/TT-BTC dated May 22, 2007 of the Ministry of Finance. During implementation, if there are any difficulties, please report to the Ministry of Transport and relevant units for the Ministry of Finance to consider and resolve.
