Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP;/Decision 9/2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP;

Pursuant to Decree No. 93/2009/NĐ-CP dated October 22, 2009 on the issuance of the Regulation on Management and Use of Non-Governmental Foreign Aid;

Pursuant to Circular No. 07/2010/TT-BKH dated March 30, 2010 of the Ministry of Planning and Investment guiding the implementation of Decree No. 93/2009/NĐ-CP dated October 22, 2009 on the issuance of the Regulation on Management and Use of Non-Governmental Foreign Aid;

Pursuant to Circular No. 49/2009/TT-BNNPTNT dated August 4, 2009 guiding the Management and Use of Foreign Support under the Ministry of Agriculture and Rural Development; For power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract.village headman;

Pursuant to the report of the Department of International Cooperation dated June 20, 2011 requesting permission from the Ministry to implement the cooperative research project using non-governmental foreign aid;

Considering the letter No. 158/CSCL-KH dated June 18, 2012 of the Institute of Policy and Strategy for Agricultural and Rural Development submitting the request to the Ministry to issue a decision approving the implementation of the project funded by the Australian National UUniversity;

At the proposal of the Director of the Department of International Cooperation,

DECISION:

Article 1. Approving the implementation of the project "Sustainable Craft Villages: Addressing Water Pollution in Vietnamese Craft Villages" with the following basic information:

1. Project name: "Sustainable Craft Villages: Addressing Water Pollution in Vietnamese Craft Villages".

2. Sponsor: Australian National University.

3. Project management agency: Ministry of Agriculture and Rural Development.

4. Recipient of the grant: Institute of Policy and Strategy for Agricultural and Rural Development.

5. Project implementation location: Hanoi, Ha Nam, and Bac Ninh.

6. Implementation Period of the Project: 2009-2011

7. Main objectives and results of the project:

a) General objective: To study and propose practical solutions to effectively address water pollution issues in Vietnamese craft villages.

b) Project outcomes:

- Investigating the causes of water pollution from craft villages in the Red River Delta region;

- Understanding the history and development process of craft villages, production processes, their position in local livelihoods, and current measures for handling waste from production sites.

- Proposing practical solutions to address water pollution and improve the environmental sustainability and socio-economic resilience of Vietnamese craft villages.

8. Total project budget: 84,000 AUD equivalent to: 75,902 USD

Where:

a) Non-repayable foreign aid grant: 84,000 AUD equivalent to: 75,902 USD.

b) Counterpart funds: None.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentEntrusting the Institute of Policy and Strategy for Agricultural and Rural Development to lead and coordinate with the provinces of Ha Nam and Bac Ninh (where the project will be implemented), relevant agencies under the Ministry of Agriculture and Rural Development, and the sponsor to effectively implement the project according to the provisions of Article 1 of this Decision, the contents of the project documentation, the signed agreements, and the current regulations of the State and the Ministry regarding the receipt, management, and use of non-governmental foreign aid, while managing information in accordance with the law. The recipient of the grant shall be responsible for financial management, preparing annual settlement reports, and final project settlement reports to submit to the Ministry of Agriculture and Rural Development for review according to current regulations.

Article 3. The Head of the Ministry's Office, Directors of the Departments of International Cooperation and Finance, Director of the Institute of Policy and Strategy for Agricultural and Rural Development, and heads of related agencies are responsible for implementing this Decision./.
