- Pursuant to Decree No. 36/2003/NĐ-CP dated April 4, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Construction;
- Pursuant to Decree No. 16/2005/NĐ-CP dated February 7, 2005 of the Government on management of investment construction projects;
- Based on the results of the scientific and technological environmental research task "Support for Research on Selection of Sites for Relocation and Upgrading of Three Waste Dumps to be Comprehensively Treated by 2005" carried out by the Urban and Rural Environmental Planning Research Center - Institute of Urban and Rural Planning;
- Considering the proposal of the Director of the Science and Technology Department and the Director of the Urban Infrastructure Technical Department;

Article 1. Approves the investment project "Comprehensive Treatment of Environmental Pollution at Vung Duct Waste Dump, Cam Pha City, Quang Ninh Province" with the following main contents:
1. Project name: "Comprehensive Treatment of Environmental Pollution at Vung Duct - Cam Pha - Quang Ninh Waste Dump".
2. Investor: People's Committee of Quang Ninh Province
3. Consulting organization for project preparation: Urban and Rural Environmental Planning Research Center - Institute of Urban and Rural Planning - Ministry of Construction.
4. Investment objectives: To comprehensively treat environmental pollution at the Vung Duct waste dump, Cam Pha City, Quang Ninh Province, ensuring environmental standards after closure.
5. Content and scale of investment: After closing the Vung Duct waste dump, surface restoration will be carried out to prevent groundwater, seawater, and landscape pollution. The project will comprehensively treat environmental pollution within the scope of:
- Treating pollution: 1.3 hectares of areas where waste has been dumped
- Landscape improvement: 2 hectares
- Planting greenery in the waste dump area
- Combining with surrounding economic tourism projects to form a service tourism area for Vung Duct.
