RESOLUTION NO. 18/2000/NQ-CP OF THE GOVERNMENT DATED NOVEMBER 30, 2000

REGULAR MEETING OF THE GOVERNMENT IN NOVEMBER 2000

 On November 27, 2000, the Government convened its regular monthly meeting to discuss and adopt the following issues:

1. The Government heard the presentation of the Master Plan for the Network of Universities and Colleges until 2010 by the Minister of Education and Training.

In recent years, higher education has achieved some accomplishments: initially meeting the demand for human resource training for economic and social development; forming multi-disciplinary universities and colleges, gradually adjusting their distribution according to geography and territorial regions; some non-state institutions have begun to operate effectively; the management mechanisms of educational institutions have been gradually reformed...

However, there remains a significant imbalance in the structure and scale of university and college training, with low quality that does not meet the increasingly high requirements of national industrialization and modernization; there are few high-quality training facilities for technology and skilled technicians; the number of small single-discipline institutions is still large and scattered; the cadre and teaching staff face the risk of shortages both in quantity and quality; the organizational models, scales, and management mechanisms remain unreasonable...

The plan must clearly reflect the policy of socialization, mobilizing all resources to invest in developing the network of universities and colleges; it should further clarify the basis and grounds for determining the structure, scale, and levels of education reasonably; state management in the field of higher education; linking scientific research with teaching; identifying key institutions and fields that need focused investment in the coming years, especially in information technology, biotechnology, automation...

The Ministry of Education and Training is instructed to lead, coordinate with relevant agencies, incorporate the opinions of government members, complete the plan, and submit it to the Prime Minister for consideration and decision.

2. The Government heard the report on the Draft Ordinance on National Archives by the Minister, Head of the Organization-Cadre Department of the Government, and the summary of opinions from government members on the draft ordinance by the Minister, Director of the Government Office.

The Government agrees to approve the draft ordinance and instructs the Organization-Cadre Department of the Government to lead, coordinate with the Ministry of Justice and the Government Office, incorporate the opinions of government members, finalize the draft ordinance, and report to the Prime Minister for submission to the Standing Committee of the National Assembly.

3. The Government heard the report on the economic and social situation in November and the first eleven months of 2000 by the Minister of Planning and Investment.

Despite the heavy losses caused by floods in the Mekong Delta and coastal provinces of Central Vietnam, thanks to the efforts of all layers of the people, ministries, sectors, and localities, the economic and social situation in November continued to show positive changes in many areas. Industrial production increased by 16.5% compared to the same period in 1999, with the state-owned sector increasing by 12.5% and the non-state sector by 18.2%. Due to the implementation of the Enterprise Law, many new enterprises were established, investing in production development, leading to a significant increase in non-state industrial production in many provinces. Export turnover in the first eleven months reached 101.4% of the annual plan, up 25.2% compared to the same period in 1999. Import turnover in the first eleven months was 104.3% of the annual plan and increased by 31.8% compared to the same period in 1999. Budget revenue was satisfactory, with the potential to exceed the annual estimate. Credit and monetary activities showed positive changes.

Employment for workers, population planning and family planning, social assistance, and health care for the people achieved good results. Efforts to mitigate the aftermath of floods in the Mekong Delta provinces are being actively implemented in accordance with Resolution No. 15/2000/NQ-CP of the Government.

However, due to unfavorable weather conditions, the estimated rice harvest for the whole country in the autumn season is about 8.3 million tons, a decrease of more than 200,000 tons compared to 1999. The actual implementation of centralized budget investment in the first eleven months reached 83.1% of the annual plan, generally with slow disbursement progress; foreign direct investment implementation in the first eleven months was only 93% of the same period in 1999.

To successfully complete the 2000 plan, in addition to continuing to implement Resolutions No. 11/2000/NQ-CP and No. 15/2000/NQ-CP, the Government requests ministries, sectors, and localities to focus on implementing measures to mitigate flood damage, stabilize living conditions, and promote production in the Mekong Delta and South Central Coast provinces, ensuring sufficient seeds and timely planting for the winter-spring crop; accelerate the progress of major projects, projects to be completed in the year, and projects to mitigate natural disaster impacts, intensify the disbursement of construction investment funds; urgently prepare conditions for the implementation of tasks and budgets for 2001./.
