THE MINISTER OF POSTS AND TELECOMMUNICATIONS
Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
At the proposal of the Director of the Cadre and Civil Servant Department and the Director of the Post and Telecommunications Publishing House,
DECISION:
Article 1. The Post and Telecommunications Publishing House is a unit under the Ministry of Posts and Telecommunications; its mission and purpose is to serve readers who utilize scientific, technical, vocational, business management, and postal, telecommunications, and information technology laws knowledge; it is a specialized publishing house implementing the function of publishing books and other publications on postal, telecommunications, and information technology; it gathers the publication of specialized publications to form a complete system of books and publications on postal, telecommunications, and information technology.
Article 2. The Post and Telecommunications Publishing House has the following tasks and powers:
1. Implementing publication:
a. Books and materials on Politics and Society: Party documents, management documents, policies, and laws on postal, telecommunications, and information technology; historical books of units within the postal, telecommunications, and information technology sector;
b. Books and materials on Science and Technology and Economy: Scientific and technological materials, procedures, regulations, standards, economic and technical norms in production and construction of projects; rules, procedures for managing and operating networks, service operations, and usage guidance; textbooks, reference books, directories, telephone yearbooks, and golden pages; specialized books on postal, telecommunications, and information technology.
c. Other publications and prints with specialized content on postal, telecommunications, and information technology (calendars; audiovisual tapes, discs; postcards, telegrams, etc.).
2. Building a publication plan to be submitted to the Minister for approval, organizing the compilation, editing, printing, and distribution of books and publications in accordance with the law.
3. Collecting and gathering the publication of specialized books and prints to form a complete system of books and publications on postal, telecommunications, and information technology.
4. Being allowed to cooperate, joint venture, and associate with domestic and foreign organizations and individuals in publishing, printing, and distribution activities in accordance with the law.
5. Actively developing publishing, printing, distribution activities, and other related activities according to the law to generate additional revenue; preserving and developing assigned resources.
6. Managing organization, cadres, civil servants, staff, assets, and files of the Publishing House in accordance with the law and the Minister's classification.
7. Performing other tasks assigned by the Minister.
Article 3.
1. The Post and Telecommunications Publishing House has a Director, Deputy Director, Chief Editor, and supporting staff.
The Director manages the Publishing House in all aspects and is responsible before the Minister of Posts and Telecommunications and the law for all Publishing House activities as stipulated in this Decision.
The Director of the Publishing House is responsible before the law for the publications of the Publishing House.
The Deputy Director assists the Director and is responsible before the Director for the assigned tasks.
The Chief Editor has duties and powers as prescribed by the Law on Publishing and relevant laws. The Chief Editor is jointly responsible before the law and the content of the Publishing House's publications.
2. The organizational structure and staffing of the Publishing House include:
- Planning and Synthesis Department.
- Finance and Accounting Department.
- Technical Book Editorial Board.
- Economic-Social Book Editorial Board.
- Book Distribution Department.
- Branch in Ho Chi Minh City.
- Branch in Da Nang City.
The Publishing House receives part of the budget from the Ministry of Posts and Telecommunications for operation. The staffing of the Publishing House is established by the Director and submitted to the Minister for decision.
The functions, tasks, powers, and working relationships between departments, boards, and branches are defined by the Director.
Article 4. The Post and Telecommunications Publishing House is a self-financing public service entity, subject to comprehensive and direct management by the Ministry of Posts and Telecommunications and state management over publishing work by the Ministry of Culture, Sports and Tourism, having legal personality, seal, and separate accounts as prescribed by law; its headquarters is located in Hanoi.
The branch in Ho Chi Minh City and the branch in Da Nang City have seals and accounts as prescribed by law.
Article 5. This Decision takes effect 15 days after its publication in the Official Gazette and replaces Decision No. 89/2003/QĐ-BBCVT dated April 29, 2003 of the Minister of Posts and Telecommunications.
Article 6. The Head of the Office, Directors of the Cadre and Civil Servant Department, Director of the Post and Telecommunications Publishing House, Heads of agencies and units under the Ministry of Posts and Telecommunications are responsible for implementing this Decision./.
