REGULATING RESPONSIBILITIES AND FORMS OF VIOLATION HANDLING IN TRAINING, TESTING, INSPECTION, ISSUE, AND RENEWAL OF PROFESSIONAL CERTIFICATES FOR SEAFARERS AND INLAND WATERWAY VESSEL OPERATORS

Pursuant to the Labor Code on June 23, 1994 and the Law Amending and Supplementing Certain Provisions of the Labor Code on April 2, 2002;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to the Law on Inland Waterway Traffic dated June 15, 2004;
Considering the proposal of the Head of the Cadre and Civil Service Department,
Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Article 1.
ATTACHED TO THIS DECISION IS THE "REGULATION ON RESPONSIBILITIES AND FORMS OF VIOLATION HANDLING IN TRAINING, TESTING, INSPECTION, ISSUE, AND RENEWAL OF PROFESSIONAL CERTIFICATES FOR SEAFARERS AND INLAND WATERWAY VESSEL OPERATORS."
Article 2.
The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3.
THE DIRECTOR OF THE VIETNAM INLAND WATERWAYS ADMINISTRATION SHALL BE RESPONSIBLE FOR GUIDING, DIRECTING, AND MONITORING THE IMPLEMENTATION OF THIS REGULATION, COLLECTING SUGGESTIONS, RECOMMENDATIONS, AND STUDIES ON RELATED ISSUES TO SUBMIT TO THE MINISTER FOR AMENDMENTS AND SUPPLEMENTS TO THIS REGULATION IN ACCORDANCE WITH ACTUAL CONDITIONS.

THE CHAIRMAN OF THE PEOPLE'S COMMITTEE OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, THE HEAD OF THE OFFICE, THE HEAD OF THE MINISTRY'S AUDITING DEPARTMENT, THE HEADS OF FUNCTIONAL DEPARTMENTS, THE DIRECTOR OF THE VIETNAM INLAND WATERWAYS ADMINISTRATION, THE DIRECTORS OF DEPARTMENTS OF TRANSPORTATION AND PUBLIC WORKS, THE HEADS OF AUTHORITIES, UNITS, AND INDIVIDUALS INVOLVED ARE RESPONSIBLE FOR ENFORCING THIS DECISION./.
