DECISION OF THE MINISTER OF HEALTH

Regarding the issuance of the Regulation on Issuing Training Management Nursing Certificates

in the healthcare sector

 

THE MINISTER OF HEALTH

 

 Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to the Training Program for Management Nursing issued under Document No. 5909/YT-K2ĐT dated August 16, 2004 of the Ministry of Health;

Pursuant to Decision No. 2323/QĐ-BYT dated July 4, 2005 of the Ministry of Health on issuing the template for Training Management Nursing Certificates;

At the proposal of the Director of the Department of Science and Training, Ministry of Health,

 

DECISION:

 

Article 1. This Decision hereby promulgates the Regulation on Issuing Training Management Nursing Certificates in the healthcare sector.

Article 2. The Director of the Department of Science and Training shall coordinate with relevant departments to provide detailed guidance, organize the implementation, and monitor the enforcement of this Regulation throughout the country.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 4. The Heads of the Office, Directors of the Departments of Science and Training, Organization and Cadres, Treatment, Legal Affairs; Principals of medical universities, colleges, and vocational schools; and Heads of related units are responsible for implementing this Decision.

 

REGULATION ON ISSUING TRAINING MANAGEMENT NURSING CERTIFICATES

 

IN THE HEALTHCARE SECTOR

(Issued pursuant to Decision No. 18/2005/QĐ-BYT dated July 4, 2005)

 

PART I

 

GENERAL PROVISIONS

Article 1. The Training Management Nursing Certificate is a legally binding certificate confirming the completion of advanced training in management nursing within the healthcare sector for those who have been trained in Management Nursing.

Article 2. The Training Management Nursing Certificate shall clearly state the training course, duration of training, and classification of academic results of the certificate holder.

Article 3. The Training Management Nursing Certificate shall be managed uniformly and issued by the Principals of medical universities, colleges, and vocational schools authorized by the Ministry of Health based on the graduation recognition decision for each course. Each certificate shall have its own serial number and be recorded in the issuing institution's register.

Article 4. Holders of the Training Management Nursing Certificate may use it as a basis for appointment to positions such as Head Nurse, Midwife Head, and Technical Head in both public and private healthcare facilities.

 

Chapter II

ISSUANCE AND REVOCATION OF CERTIFICATES

Article 5. Authority to issue certificates

The Training Management Nursing Certificate shall be issued by the Principals of medical universities, colleges, and vocational schools authorized by the Ministry of Health to individuals who have successfully completed the Management Nursing training program and received a graduation recognition decision.

Article 6. Revocation of Certificates

1. The Training Management Nursing Certificate shall be revoked in cases where it has been issued contrary to the provisions of this Regulation and other relevant laws.

2. The authority to issue the certificate also has the authority to decide on the revocation of the certificate in cases of violation as stipulated in Clause 1 of this Article.

Chapter III

MANAGEMENT OF CERTIFICATES

Article 7. By September each year, institutions authorized to train Management Nursing must register with the Ministry of Health regarding the number of certificates required for graduating students in that academic year and report to the Ministry of Health on the certificate issuance status of the previous year, including the number of certificates issued, serial numbers of damaged certificates, remaining certificates, and a list of students recommended for certification.

Article 8. The Training Management Nursing Certificate can only be issued after the Principal issues a graduation recognition decision and the certificate must be fully and accurately filled out, with a photograph affixed and stamped, signed by the Principal, and stamped.

Article 9. If the Training Management Nursing Certificate is lost or damaged beyond repair, upon valid justification, the Principal of the issuing institution may consider issuing a replacement certificate, which can only be done once.

Article 10. Institutions authorized to issue Training Management Nursing Certificates must maintain a register to track the issuance and uniform management of certificates. Any certificates with printing or writing errors must be documented in a report, confirmed by the training institution, and returned in full to the Department of Science and Training, Ministry of Health for management./.
