CIRCULAR
Regarding amending and supplementing Circular No. 16/2008/TT-BCT dated December 9, 2008 of the Minister of Industry and Trade guiding the importation of goods under the Import Management List subject to tariff quotas in 2009

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and related agency buying, selling, processing, and transiting of goods with foreign countries;
Pursuant to Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding certain provisions of Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and related agency buying, selling, processing, and transiting of goods with foreign countries;
After reaching consensus with the Ministry of Agriculture and Rural Development and the Ministry of Finance;
The Minister of Industry and Trade amends and supplements the tariff quota for imports in 2009 according to Circular No. 16/2008/TT-BCT dated December 9, 2008 of the Minister of Industry and Trade guiding the importation of goods under the Import Management List subject to tariff quotas in 2009 as follows:
Article 1. Supplementary Tariff Quota Quantity
Supplements the tariff quota for imports in 2009 for refined sugar and raw sugar (HS Code: 1701) at Item I of Circular No. 16/2008/TT-BCT dated December 9, 2008 of the Minister of Industry and Trade guiding the importation of goods under the Import Management List subject to tariff quotas in 2009 by an additional 40,000 tons (forty thousand tons).
Article 2. Effective Date
This Circular takes effect 45 days from the date of signature./.
