CIRCULAR
Regulations on the quota for factory area usage, equipment, and staffing for environmental monitoring stations

The Prime Minister issues this Decision amending and supplementing certain provisions of the Regulation on Response Activities to Oil Spill Incidents issued together with Decision No. 02/2013/QĐ-TTg dated January 14, 2013 of the Prime Minister.
Pursuant to Decree No. 80/2006/NĐ-CP dated August 9, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Environmental Protection;
Pursuant to Decree No. 21/2008/NĐ-CP dated February 28, 2008 of the Government amending and supplementing certain articles of Decree No. 80/2006/NĐ-CP dated August 9, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Environmental Protection;
Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Decision No. 16/2007/QĐ-TTg dated January 29, 2007 of the Prime Minister approving the overall planning of the national network for resource and environmental monitoring up to 2020;
Upon the proposal of the Director General of the Environment Administration, the Head of the Planning Department, and the Head of the Legal Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. The quotas for factory area usage, equipment, and staffing for environmental monitoring stations issued together with this Circular include the following contents:
1. Quotas for factory area usage, equipment, and staffing for environmental impact monitoring stations within the national environmental monitoring network and local Environmental Monitoring Centers.
2. Quotas for factory area usage, equipment, and staffing for automatic and fixed air quality monitoring stations.
3. Quotas for factory area usage, equipment, and staffing for automatic and fixed surface water quality monitoring stations.
Article 2. This Circular takes effect from November 18, 2010.
Article 3. The Director General of the Environment Administration, Heads of units under the Ministry of Natural Resources and Environment, Directors of Provincial Departments of Natural Resources and Environment, and relevant organizations and individuals are responsible for implementing this Circular.
Article 4. Any difficulties encountered during implementation should be reported to the Ministry of Natural Resources and Environment (through the Environment Administration) for timely consideration and resolution./.
