Guidelines on materials, colors, styles, management, and use of uniforms, badges, and signs for inspectors,

staff members of inspection agencies and units under the labor - invalids and social affairs sector

Based on the Inspection Law dated November 15, 2010;

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;

Pursuant to Decree No. 31/2006/NĐ-CP dated March 29, 2006 of the Government on the organization and operation of the Labor - Invalids and Social Affairs Inspectorate;

Pursuant to Decree No. 100/2007/NĐ-CP dated June 13, 2007 of the Government on inspectors and inspection associates;

Pursuant to Circular Joint No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007 of the Ministry of Finance and the Government Inspectorate guiding the management and distribution system for inspectors' uniforms and staff members of state inspection agencies;

Pursuant to Circular No. 03/2010/TT-TTCP dated July 16, 2010 of the Government Inspectorate guiding the colors, materials, specifications, and management and use of uniforms for inspectors and staff members of state inspection agencies;

After reaching consensus with the General Inspectorate of the Government, the Ministry of Labor - Invalids and Social Affairs guides on materials, colors, styles, use, and management of uniforms, badges, and signs for inspectors and staff members of inspection agencies and units under the labor - invalids and social affairs sector as follows:

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular guides on materials, colors, styles, use, and management of uniforms, badges, and signs for inspectors and staff members of inspection agencies and units under the labor - invalids and social affairs sector.

Article 2. Applicability

Inspectors and staff members of inspection agencies and units under the labor - invalids and social affairs sector.

Chapter II

SPECIFIC PROVISIONS

Article 3. Uniforms of inspectors and staff members of inspection agencies and units under the labor - invalids and social affairs sector

1. Male uniform

1. 1. Winter jacket (according to Model 01 in Appendix 1 attached)

a) Material: PE/Wo 70/30 fabric, code 8045.

b) Color: Beige.

c) Style: full-body front-lined coat with short back lining, four metal buttons with gold-plated star-shaped buttons 22mm in diameter, four outside pockets with flaps (two chest pockets, two lower pockets) on the front, K-shaped collar, back slit, wide sleeve cuffs 95mm, all lapels, collars, shoulder straps, and sleeve cuffs have a 4mm seam, two shoulder straps with metal buttons with gold-plated star-shaped buttons 16mm in diameter; epaulets and body of the shirt have heat-sealed patches, lining color matches the main fabric, shoulder pads made of foam.

1. 2. Winter pants, spring-summer pants (according to Model 02 in Appendix 1 attached)

a) Material: PE/Wo 70/30 fabric, code 8045.

b) Color: Beige.

c) Style: single-pleat European-style pants with diagonal side pockets, two back pockets with button closures; zipper fly, waistband with one hook and one hidden button; hem slanted with crescent-shaped edge; six evenly distributed belt loops.

1. 3. Long-sleeved shirt (according to Model 01 in Appendix 2 attached)

a) Material: Poplin Pevi 7288 (28 stripes).

b) Color: White.

c) Style: standing collar shirt; shoulder straps, cuff sleeves with two buttons; six plastic buttons with a diameter of 10mm, straight hem, one left pocket, slightly rounded bottom pocket, pocket opening sewn with a 30mm seam, back yoke stitched at both sides.

1. 4. Short-sleeved spring-summer shirt (or long-sleeved)

a) Material: Poplin Pevi 7288 (28 stripes).

b) Color: White

c) Style: short-sleeved spring-summer shirt with shoulder straps and cuffs, stiff collar, two flap chest pockets with snap buttons, six star-shaped gold-plated buttons 16mm in diameter; two shoulder straps with metal buttons with star-shaped buttons 16mm in diameter; two flap chest pockets, curved pocket flaps, slightly rounded bottom pocket, center pocket with a raised welt; back yoke stitched at both sides; straight hem; wide sleeve cuffs sewn outward; entire collar, sleeves, pocket flaps, and shoulder straps have a 4mm seam (according to Model 02 in Appendix 2 attached). The long-sleeved spring-summer shirt has the same material, color, and style as the short-sleeved version; cuff sleeves with two plastic buttons with a diameter of 10mm.

1. 5. Overcoat (according to Model 01 in Appendix 3 attached)

a) Material: PE/Wo 70/30 fabric, code 8045.

b) Color: Beige.

c) Style: three-buttoned straight-front coat with gold-plated star-shaped buttons 22mm in diameter, K-shaped collar (stand-up collar, tucked-in lapel); back slit; inside lining with a pocket, outside with a fabric stand-up collar; two diagonal pockets; pointed sleeve cuffs with one metal button with a gold-plated star-shaped button 16mm in diameter; all seams raised 8mm, entire coat lined with matching fabric, shoulder pads made of foam.

2. Female uniform

2. 1. Winter jacket (according to Model 01 in Appendix 4 attached)

a) Material: PE/Wo 70/30 fabric, code 8045.

b) Color: Beige.

c) Style: full-body front-lined coat with short back lining, four metal buttons with gold-plated star-shaped buttons 22mm in diameter, two side pockets with flaps, K-shaped collar, back slit, wide sleeve cuffs 85mm, all lapels, collars, shoulder straps, and sleeve cuffs have a 4mm seam, two shoulder straps with metal buttons with gold-plated star-shaped buttons 16mm in diameter; lining color matches the main fabric, shoulder pads made of foam.

2. 2. Winter pants, spring-summer pants or winter skirts, spring-summer skirts

2. 2.1. Winter pants, spring-summer pants (according to Model 02 in Appendix 4 attached)

a) Material: PE/Wo 70/30 fabric, code 8045.

b) Color: Beige.

c) Style: double-pleated European-style pants with side pockets near the waistband; zipper fly; elastic waistband, waistband with one hook and one hidden button; six evenly distributed belt loops, slightly flared legs.

2. 2.2. Winter skirt; spring-summer skirt (according to Model in Appendix 5 attached)

a) Material: PE/Wo 70/30 fabric, code 8045.

b) Color: Beige.

c) Style: A-line skirt with back zipper, back slit, two side darts.

2. 3. Long-sleeved shirt (according to Model 01 in Appendix 6 attached)

a) Material: Poplin Pevi 7288 (28 stripes).

b) Color: White.

c) Style: stiff collar, straight hem, two front and two back pleats, shoulder straps, cuff sleeves; six plastic buttons with a diameter of 10mm, entire collar, sleeves, pocket flaps, and shoulder straps have a 4mm seam.

2. 4. Short-sleeved spring-summer shirt (or long-sleeved)

a) Material: Poplin Pevi 7288 (28 stripes).

b) Color: White.

c) Style: short-sleeved spring-summer shirt with two-point collar, five-button metal buttons shaped like gold-plated stars with a diameter of 16mm, two flap pockets with rounded flaps, each with two metal buttons shaped like gold-plated stars with a diameter of 16mm, two front pleats and two back pleats, shoulder straps with two metal buttons shaped like gold-plated stars with a diameter of 16mm; hemmed cuffs, the entire collar, sleeves, pocket flaps, and shoulder straps embroidered with a 04mm line (according to Model 02 in Appendix 6 attached). Long-sleeved spring-summer shirt has the same material, color, and style as the short-sleeved version; French cuffs with two plastic buttons with a diameter of 10mm.

2. 5. Overcoat (according to Model 02 in Appendix 3 attached)

a) Material: PE/Wo 70/30 fabric, code 8045.

b) Color: Beige.

c) Style: straight-buttoned coat with three hidden buttons, metal buttons shaped like gold-plated stars with a diameter of 22mm, K-shaped collar (stand-up collar, notched lapel); back vent; outside with a fabric belt; two slanted pockets; a pointed sleeve tab with one metal button shaped like a gold-plated star with a diameter of 16mm; raised seams 08mm wide, the entire body of the coat lined with matching fabric, shoulder pads made of foam.

3. Other uniforms provided for both men and women

3. 1. Badge (according to Model 01 in Appendix 7 attached) The Labor Inspection - War Invalids and Social Affairs badge is made of metal, featuring the symbol of Vietnam's Labor Inspection, with two golden pine branches on both sides, and the words "LABOR INSPECTION" in red in the center. The badge measures 62mm in width and 54.7mm in height. It is attached to the peaked cap.

3. 2. Peaked Cap (according to Model 02 in Appendix 7 attached) The peaked cap is beige, the same color as the uniform, with a black plastic brim adorned with golden pine branches, and two yellow ribbons connecting the brim and the crown, each with a yellow plastic button imprinted with a star. The badge is affixed at the center of the crown. The cap strap is black plastic.

3. 3. Collar Tab (according to Model 03 in Appendix 7 attached) Triangular shape, light yellow, with the symbol of Vietnam's Labor Inspection in the center, the words "Labor Inspection" in red, fastened to the collar.

3. 4. Necktie (according to Model 01 in Appendix 8 attached)

a) Material: PE/Wo 70/30 fabric, code 8045.

b) Color: Beige.

c) Style: necktie measuring 430mm in length, pre-tied with an automatic locking mechanism.

3. 5. Leather Belt (according to Model 02 in Appendix 8 attached) Rectangular surface, embossed with a raised star within a circle with a diameter of 20mm, dark leather strap.

3. 6. Document Case (according to Model 03 in Appendix 8 attached) Document case made of leather, black in color, with a number lock and shoulder strap.

3. 7. Backstrap Sandals Men's backstrap sandals made of leather, black in color, with a 30mm high sole, and a snap buckle (according to Model 01 in Appendix 9 attached). Women's backstrap sandals made of leather, dark purple in color, with a 50mm high sole (according to Model 02 in Appendix 9 attached).

3. 8. Leather Shoes Men's leather shoes, black in color, with a 30mm high sole, lace-up, low-cut (according to Model 03 in Appendix 9 attached). Women's leather shoes, black in color, with a 50mm high sole, lace-up, low-cut (according to Model 04 in Appendix 9 attached).

3. 9. Socks Light beige in color, made of elastic knitted material (according to Model 05 in Appendix 9 attached).

3. 10. Raincoat and Trousers Raincoat in faded grass green color, with a drawstring hood, covering down to the knee; elastic-waist trousers in the same color as the raincoat (as shown in Appendix 10 attached).

Article 4. Nameplate of labor inspectors and staff of inspection agencies under the Ministry of Labor, Invalids and Social Affairs

The nameplate of labor inspectors and staff of inspection agencies under the Ministry of Labor, Invalids and Social Affairs (according to Model 04 in Appendix 7 attached) is made of brass, coated with glossy plastic; background color is blue dragon; dimensions are 85mm in length and 20mm in width; on the right side is the symbol of Vietnam's Labor Inspection, above it on the left is the name of the agency, below which is the inspector's or staff member's surname, and the last line indicates their position, all in silver color. In cases where the staff member or inspector does not hold a position, the last line remains blank. The nameplate is attached to the right chest of the uniform when worn.

Article 5. Rank insignia of labor inspectors and staff members of inspection agencies under the Ministry of Labor, Invalids, and Social Affairs

The rank insignia of labor inspectors and staff members of inspection agencies under the Ministry of Labor, Invalids, and Social Affairs (as per Model 11 attached) has a yellow background, measuring 120mm in length, with the outer end width of 50mm and the inner end width of 40mm, with a 18mm slant at the sharp end; it is bordered by a red edge 2mm wide; the inner end features a metal button embossed with a star, gold-plated. On the insignia, there is a gold-plated metal star with a diameter of 10mm and a red vertical stripe 5mm wide running the entire length of the insignia to distinguish between inspector ranks and the positions of those wearing the insignia.

1. Senior Inspector: 3 red vertical stripes

2. Principal Inspector: 2 red vertical stripes

3. Inspector: 1 red vertical stripe

4. Specialist, Staff Member: no red vertical stripes

5. Director of Inspection Department of the Ministry: 4 stars

6. Deputy Director of Inspection Department of the Ministry: 3 stars

7. Head of Inspection Department of the Ministry, Chief Accountant of the Inspection Department of the Ministry, Director of Inspection Department of the Provincial Department and equivalent positions: 2 stars

8. Deputy Head of Inspection Department of the Ministry, Deputy Director of Inspection Department of the Provincial Department and equivalent positions: 1 star

9. Specialist, Staff Member: no stars Example: A person holding the position of Director of Inspection Department of the Provincial Department and currently at the rank of Principal Inspector will have their insignia featuring 2 red vertical stripes and 2 stars.

Article 6. Management and use of uniforms

1. Labor inspectors and staff members of inspection agencies under the Ministry of Labor, Invalids, and Social Affairs must wear inspection uniforms when working at the office; when performing official duties; on holidays, anniversaries, and traditional days.

2. Inspectors and staff members who are provided uniforms are responsible for maintaining and preserving them. In cases where inspection uniforms are damaged or lost due to objective reasons (natural disasters, fires, etc.), they will be replaced; if damage or loss occurs without justifiable reasons, individuals must replace them themselves to meet uniform requirements.

3. Inspectors and staff members who cease work, retire, take leave due to health issues, or transfer to other positions while their provided uniforms have not yet reached their service life will not need to return them; if the service period has ended and they have not been issued new ones, they will not be issued new ones. For inspectors and staff members who no longer work at inspection agencies, they must return: kepi caps, rank insignia, shoulder boards, name plates, lapel pins (except in cases of retirement).

4. Kepi caps, name plates, shoulder boards will be replaced in cases of damage or loss (must report and explain before being approved by the Director of the Inspection Department of the Ministry or the Director of the Provincial Department of Labor, Invalids, and Social Affairs); rank insignia will be replaced in cases of promotion or rank advancement.

5. For southern provinces, to adapt to local weather conditions and within the budget allocated for uniform procurement, the Directors of the Inspection Departments of the Provincial Departments of Labor, Invalids, and Social Affairs should report to the Directors of the Provincial Departments of Labor, Invalids, and Social Affairs for consideration and decision to convert winter coats into spring/summer coats.

6. Inspectors and staff members can choose either long-sleeved or short-sleeved spring/summer coats; they may substitute long-sleeved shirts with long-sleeved spring/summer coats during the year they are issued and must register with the Director of the Inspection Department of the Ministry or the Director of the Provincial Department of Labor, Invalids, and Social Affairs before December 1st of the preceding year.

7. Female inspectors and female staff members can choose spring/summer pants, spring/summer skirts, or spring/summer shorts, autumn/winter skirts, autumn/winter shorts during the year they are issued and must register with the Director of the Inspection Department of the Ministry or the Director of the Provincial Department of Labor, Invalids, and Social Affairs before December 1st of the preceding year.

8. The Director of the Inspection Department of the Ministry and the Director of the Provincial Department of Labor, Invalids, and Social Affairs shall decide on the procurement and issuance of uniforms for inspectors and staff members according to the prescribed standards, colors, and styles of uniforms.

9. The management and issuance system for uniforms shall follow the guidelines set out in Section II of Circular Joint No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007, issued by the Ministry of Finance and the Government Inspectorate, guiding the management and issuance of uniforms for inspectors and staff members of state inspection agencies.

10. The Inspection Departments of the Ministry and the Provincial Departments of Labor, Invalids, and Social Affairs shall maintain records to manage and issue uniforms to each inspector and staff member in their units; inspectors and staff members of inspection agencies under the Ministry of Labor, Invalids, and Social Affairs must use uniforms in accordance with regulations.

Chapter III

IMPLEMENTING PROVISIONS

Article 7. Effective Date

This Circular shall take effect forty-five days from the date of signature.

Article 8. Implementation organization

1. The Director of the Inspection Department of the Ministry of Labor, Invalids, and Social Affairs is responsible for guiding the management and use of the uniform models of inspectors and staff members of inspection agencies under the Ministry of Labor, Invalids, and Social Affairs according to this regulation throughout the country.

2. Expenditures for the procurement of uniforms that do not comply with this Circular, once discovered, must be recovered and paid into the state budget and will be handled according to Circular No. 98/2006/TT-BTC dated October 20, 2006, issued by the Ministry of Finance, guiding compensation for losses and disciplinary actions against civil servants violating laws on thrift and waste prevention, and Circular No. 101/2006/TT-BTC dated October 31, 2006, issued by the Ministry of Finance, guiding administrative penalties and compensation for losses in thrift and waste prevention.

3. During implementation, if any difficulties arise, relevant agencies, organizations, and individuals should promptly reflect them to the Ministry of Labor, Invalids, and Social Affairs (through the Ministry's Inspection Department) for research, revision, and supplementation./.
