REGULATING TECHNICAL AND ECONOMIC STANDARDS FOR THE CREATION OF ENVIRONMENTAL MAPS (ATMOSPHERE, SURFACE WATER, CONTINENTAL WATER, MARINE WATER) USING BASE MAPS

The Prime Minister issues this Decision amending and supplementing certain provisions of the Regulation on Response Activities to Oil Spill Incidents issued together with Decision No. 02/2013/QĐ-TTg dated January 14, 2013 of the Prime Minister.
Pursuant to Decree No. 80/2006/NĐ-CP dated August 9, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Environmental Protection;
BASED ON DECREE NO. 21/2008/NĐ-CP OF FEBRUARY 28, 2008 ISSUED BY THE GOVERNMENT AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF DECREE NO. 80/2006/NĐ-CP OF AUGUST 9, 2006 ISSUED BY THE GOVERNMENT PROVIDING GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE ENVIRONMENT PROTECTION LAW;
Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
AT THE REQUEST OF THE DIRECTOR GENERAL OF THE ENVIRONMENT ADMINISTRATION, THE HEAD OF THE PLANNING DEPARTMENT, AND THE HEAD OF THE LEGAL AFFAIRS DEPARTMENT,

Article 1. ATTACHED HERETO ARE THE TECHNICAL AND ECONOMIC STANDARDS FOR THE CREATION OF ENVIRONMENTAL MAPS (ATMOSPHERE, SURFACE WATER, CONTINENTAL WATER, MARINE WATER) USING BASE MAPS COMBINED WITH FIELD MEASUREMENTS AND MONITORING TO SUPPLEMENT DATA.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM AUGUST 1, 2011.
Article 3. THE MINISTER, HEADS OF GOVERNMENT MINISTRIES, GOVERNMENT AGENCIES, CHAIRS OF PROVINCE AND CITY PEOPLE'S COMMITTEES UNDER THE CENTRAL GOVERNMENT, DIRECTOR GENERAL OF THE ENVIRONMENT ADMINISTRATION, HEADS OF MINISTRY SUBORDINATE UNITS, AND ORGANIZATIONS AND INDIVIDUALS RELATED THERETO SHALL BE RESPONSIBLE FOR ENFORCING THIS CIRCULAR.
Article 4. ANY DIFFICULTIES ENCOUNTERED DURING IMPLEMENTATION SHOULD BE REPORTED TO THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT (THROUGH THE ENVIRONMENT ADMINISTRATION) FOR PROMPT REVIEW AND RESOLUTION./.
