ISSUING PROCEDURES FOR TESTING AND APPROVAL OF PUBLIC GROUND-BASED MOBILE PHONE TOWERS

Pursuant to the Law on Telecommunications dated November 23, 2009;
WHEREAS, the Law on Radio Frequency Spectrum dated November 23, 2009;
Pursuant to Decree No. 25/2011/NĐ-CP dated April 6, 2011, issued by the Government, detailing and guiding the implementation of certain provisions of the Law on Telecommunications;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATION;
BASED ON THE GOVERNMENT DECREE NO. 50/2011/NĐ-CP OF JUNE 24, 2011 AMENDING THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATION;
PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE QUALITY MANAGEMENT AGENCY FOR INFORMATION TECHNOLOGY AND COMMUNICATIONS;
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. ATTACHED HERETO IS THE "PROCEDURES FOR TESTING AND APPROVAL OF PUBLIC GROUND-BASED MOBILE PHONE TOWERS" ACCOMPANYING THIS CIRCULAR.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM AUGUST 15, 2011.
Article 3. THE DIRECTOR OF THE POST AND TELECOMMUNICATIONS AGENCY, HEADS OF ORGANIZATIONS AND UNITS UNDER THE MINISTRY OF INFORMATION AND COMMUNICATION, DIRECTORS OF PROVINCE AND CITY DEPARTMENTS OF INFORMATION AND COMMUNICATIONS, CHIEF EXECUTIVES AND DIRECTORS OF ENTERPRISES AND ASSOCIATIONS, AND INDIVIDUALS RELATED TO THIS MATTER ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
