Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

BASED ON THE EDUCATION LAW dated June 14, 2005; THE AMENDMENT AND SUPPLEMENT TO CERTAIN PROVISIONS OF THE EDUCATION LAW dated November 25, 2009; THE HIGHER EDUCATION LAW dated June 18, 2012;

BASED ON THE DECREE NO. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; THE DECREE NO. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of the DECREE NO. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; THE DECREE NO. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending point b, Clause 13, Article 1 of the DECREE NO. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of the DECREE NO. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

BASED ON THE MINUTES dated March 15, 2013 of the Review Board for the Training Program for Quality Assurance Auditors in Higher Education and Vocational Colleges;

At the proposal of the Director of the Testing and Quality Assurance Agency;

THE MINISTER OF EDUCATION AND TRAINING issues this Circular on the Training Program for Quality Assurance Auditors in Higher Education and Vocational Colleges.

Article 1. ANNEXED TO THIS CIRCULAR is the Training Program for Quality Assurance Auditors in Higher Education and Vocational Colleges.

Article 2. THIS CIRCULAR shall take effect from June 28, 2013.

Article 3. THE HEAD OF THE MINISTRY’S OFFICE, DIRECTOR OF THE NATIONAL ASSESSMENT AND EXAMINATION CENTER, HEADS OF THE MINISTRY’S AFFILIATED UNITS; CHAIRMEN OF THE PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT; DIRECTORS OF DEPARTMENTS OF EDUCATION AND TRAINING; DIRECTORS OF NATIONAL UNIVERSITIES AND REGIONAL UNIVERSITIES; DIRECTORS OF ACADEMIES; RECTORS OF UNIVERSITIES AND COLLEGES; DIRECTORS OF EDUCATION QUALITY ASSURANCE ORGANIZATIONS are responsible for implementing this Circular.
