On the basis of Law on Standards and Technical Regulations June 29, 2006;

Decree No. Decision No. 127/2007/NĐ-CP August 1, 2007 of the Government detailing implementation of certain provisions of Law on Standards and Technical Regulations; Decree No. 67/2009/NĐ-CP dated August 3, 2009, issued by the Government amending certain provisions of Decree No. Decision No. 127/2007/NĐ-CP dated August 1, 2007, of the Government detailing implementation of certain provisions of Law on Standards and Technical Regulations and Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of Law on Product Quality;

Decree No. Decree No. 39/2009/NĐ-CP dated April 23, 2009, of the Government on industrial explosives materials; Decree No. 54/2012/NĐ-CP dated June 22, 2012, of the Government amending and supplementing certain provisions of Decree No. 39/2009/NĐ-CP Decree No. 39/2009/NĐ-CP dated April 23, 2009, of the Government on industrial explosives materials;

Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

At the proposal of the Director of the Industrial Technical Safety and Environmental Protection Department,

The Minister of Industry and Trade promulgates the National Technical Regulation System BASED ON THE for on safety in the production of industrial explosives using mobile equipment.

Article 1. Attached to this Circular is the "National Technical Regulation on safety in the production of industrial explosives using mobile equipment".

Designation: QCVN 01: 2014/MOT.

Article 2. Effectiveness

1. This Circular takes effect from February 2, 2015.

2. For mobile equipment producing industrial explosives belonging to organizations that have been issued a Certificate of Satisfactory Conditions for Production of Industrial Explosives materials but do not fully comply with the provisions of the QCVN 01: 2014/MOT must comply with the provisions of this regulation before June 30, 2016.

Article 3. Responsibility for Implementation

The Director of the Department of Safety and Environmental Technology, the Head of the Science and Technology Department, the Directors of Provincial Departments of Industry and Trade under the Central Government, the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
