Circular No. 18/2014/TT-BGDĐT supplements the admissions regulations for secondary schools and high schools, expanding the priority admission group to include children of those who participated in the resistance war and were exposed to chemical toxins, children of those who engaged in revolutionary activities before January 1, 1945, and from January 1, 1945 to August Revolution Day in 1945.

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

The Minister of Education and Training issues this Circular to supplement Point a, Clause 2, Article 7 of the Enrollment Regulations for Secondary Schools and High Schools issued together with Circular No. 11/2014/TT-BGDĐT dated April 18, 2014 of the Minister of Education and Training.
Article 1. Supplementing Point a, Clause 2, Article 7 of the Enrollment Regulations for Secondary Schools and High Schools issued together with Circular No. 11/2014/TT-BGDĐT dated April 18, 2014 of the Minister of Education and Training as follows:
"- Children of persons who were exposed to toxic chemicals during the anti-war resistance activities;
- Children of persons who were engaged in revolutionary activities before January 1, 1945;
- Children of persons who were engaged in revolutionary activities from January 1, 1945 to the August Revolution in 1945."
Article 2. This Circular takes effect from June 2, 2014.
Article 3. The Director of the Office, Heads of the Secondary Education Department, Heads of relevant units under the Ministry of Education and Training, Chairpersons of People's Committees of provinces and centrally governed cities; Directors of provincial Departments of Education and Training, Directors of universities, Principals of high schools affiliated with universities shall be responsible for implementing this Circular.
