Regulations on Conditions for Training and Competing in Off-Road Racing

Pursuant to the Law on Physical Education and Sports dated October 29, 2006;

This Circular sets forth the conditions for training and competing in off-road racing.of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home AffairsThis Circular applies to organizations and individuals participating in organizing activities for training and competing in off-road racing in Vietnam. ng Article 3. General Conditions for Competition Sites

Article 1. Scope of Regulation

1. There must be a race track suitable for the nature and scale of the competition as provided for in Article 4 of this Circular.

Article 2. Applicability

2. The competition site must have areas for vehicle inspection, parking, repair, and toilets.

3. There must be a cross-section diagram of the race track marking important points on the track; detailed instructions on traffic rules on the track; detailed maps of the starting area, finish area, and competition area.

4. Protective barriers must be set up in front of and behind the finish line.

5. Barriers separating the race track from spectators must be placed at least 20 meters away from the edge of the track. At turns on sandy tracks, barriers separating the race track from spectators must be placed at least 50 meters away from the edge of the track.

6. There must be at least one ambulance, one doctor, and three nurses; there must be sufficient medical supplies and equipment for initial first aid.

7. Emergency points must be arranged in dangerous areas on the track; ensuring easy movement for ambulances.

8. There must be rescue plans and equipment for competition vehicles.

9. There must be fire extinguishers and specialized firefighting forces.

10. Security, public order, environmental hygiene, and fire prevention must be ensured at competition sites and locations of official events according to the law.

11. The competition site must be inspected by technical representatives designated by the national professional association for off-road racing or the competition organizing committee three days before the competition and throughout the duration of the competition. Technical representatives have the right to stop the competition if they find it unsafe for participants.

Article 4. Conditions for Race Tracks in Off-Road Racing

1. The race track can be artificial or based on natural terrain according to technical requirements and competition content.

2. There must be markers, tapes, and signs indicating the race track.

3. There must be signs and warnings indicating obstacles or dangerous areas on the race track.

4. Organizing competitions on natural terrain must comply with laws on environmental protection.

Article 5. Equipment Conditions

1. There must be communication devices for competition organizers and managers.

2. There must be transportation means for competition organizers, managers, and teams during the competition.

3. There must be equipment serving the arbitration team of the competition including: walkie-talkies, flags, whistles, clocks, time boards, loudspeakers, starting tapes, finishing tapes, safety testing equipment, measuring tools for the size and weight of competition vehicles.

1. Have communication devices for the members organizing and managing the competition.

2. Have transportation means for the members organizing and managing the competition and for the teams during the competition.

3. Have equipment serving the referee department of the competition including: walkie-talkies, flags, whistles, clocks, time display boards, loudspeakers, starting tapes, finishing tapes, safety testing devices, size and weight checking devices of the competing vehicles.

Article 6. Conditions for Racing Vehicles

All types of vehicles must be inspected to ensure compliance with the following technical standards before participating in races:

1. If it is an open-top vehicle, it must have a roll cage (protective frame): made of tubes with a minimum diameter of 30mm and a thickness of at least 3mm for steel tubes or 5mm for aluminum tubes, welded or bolted directly to the vehicle frame or floor (body) through at least six points (base plates).

- Each base plate must have a minimum size of 100mm x 100mm x 5mm.

- Each base plate on the upper and lower sides of the vehicle floor must be connected to each other through at least four bolts with a minimum cross-sectional area of 10mm.

2. There must be a fire extinguisher within reach of the athlete.

3. There must be a rescue kit including: two C-hooks (clips connecting the cable and winch); one towing cable at least 6 meters long; one tree securing cable at least 3 meters long; two pairs of protective gloves; one winch anchor; one cable cover plate measuring 50cm x 90cm and weighing at least 2 kg; and a repair kit.

4. The vehicle must have front and rear tow hooks capable of withstanding a pulling force of at least 3000kg.

5. There must be a winch capable of withstanding a pulling force of at least 3628kg.

6. The tires must have a maximum diameter of 42 inches (1008mm) and retain at least 80% of their tread height. Vehicles may not use track-type tires, metal wheels, or special-purpose tires for agricultural machinery, forestry machinery, tractors, or construction equipment.

7. There must be basic first aid equipment.

8. Ensure compliance with other technical standards as specified in the Competition Regulations.

Article 7. Athletes Participating in Races

1. Must have a health certificate from a qualified medical facility certifying fitness for sports competition as stipulated in the Competition Regulations.

2. Must hold a valid driving license for category B1 or higher.

3. Must participate in accident insurance during the competition period.

4. During the race, athletes must wear seat belts, gloves, helmets meeting Vietnamese standards, and high-top shoes above the ankle.

Article 8. Conditions for Referees

1. National referees managing national-level off-road motor sport competitions must be convened by the General Department of Sports or the national professional association for off-road motor sports.

2. For competitions organized by provincial or centrally-administered municipal People's Committees, the referees must be convened by local professional associations for off-road motor sports, Provincial Departments of Culture, Sports and Tourism (Provincial Departments of Culture and Sports) of provinces or centrally-administered municipalities.

Article 9. Training Conditions for Off-Road Motor Sport

1. Individuals participating in training for off-road motor sports must meet the conditions stipulated in Clause 2 and Clause 4 of Article 7 of this Circular.

2. Vehicles used for training must comply with the conditions set out in Clauses 1, 2, 3, 4, 5, 6, and 7 of Article 6 of this Circular.

3. Training activities for off-road motor sports must comply with traffic laws, public security regulations, and environmental protection regulations at the training site.

Article 10. Responsibilities of Organizations and Individuals

Organizations and individuals organizing off-road motor sport competitions are responsible for:

1. Ensuring the professional conditions as prescribed in this Circular.

2. Reporting or applying for permission in writing to the competent state management agency for culture, sports, and tourism in accordance with the law.

3. Reporting the results of the competition to the competent state management agency for culture, sports, and tourism in accordance with the law after the competition ends.

Article 11. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Department of Culture, Sports and Tourism shall inspect and handle according to its authority organizations and individuals organizing training and competitions in off-road motor sports that violate the provisions of this Circular.

3. Departments of Culture, Sports and Tourism (Departments of Culture and Sports) of provinces and centrally governed cities shall be responsible for implementing this Circular.

Article 12. Effective Date

1. This Circular takes effect from March 1, 2016.

2. During implementation, if any issues arise, organizations and individuals are requested to promptly report them to the Ministry of Culture, Sports and Tourism for study and prompt resolution./.
