CIRCULAR
Regulations on physical infrastructure, equipment, and training of specialized staff for football

Based on Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating business conditions for sports activities;

 Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;

Based on Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

The Minister of Culture, Sports and Tourism issues this Circular regulating

At the proposal of the Director-General of the General Department of Physical Training and Sport;

physical infrastructure, equipment, and training of specialized staff for football. Article 1. This Circular regulates physical infrastructure, equipment, and training of specialized staff to meet the requirements for practicing and competing in football.

Article 1. Scope of Regulation

Article 2. Standards for physical infrastructure and equipment for high-performance sports training and competition in football shall be implemented according to the provisions of Article 43 of the Law on Physical Education and Sports.

This Circular applies to organizations and individuals organizing training, competition, and training of specialized staff for football in Vietnam.

Article 2. Applicability

1. The playing surface must be flat and covered with one of the following materials: natural grass, artificial turf, clay, fine sand, wooden flooring, synthetic plastic, or synthetic resin.

Article 3. Infrastructure

2. The playing surface and the surrounding area must not have obstacles or materials that can cause injury; the surrounding area must not be higher than the playing surface, and if it is higher, it must be covered with safe material.

3. The distance from the sidelines and goal lines of the field to fences, stands, or adjacent fields must be at least 2.5 meters.

4. If the football field is adjacent to residential buildings, public facilities, or roads, it must be surrounded by a fence or netting at least 5 meters high.

5. Lighting on the field must provide at least 150 lux.

6. In cases where there are walls for shooting practice, these walls must be at least 5 meters wide and 2.5 meters high and made of durable material.

7. There must be first aid kits as prescribed by the Ministry of Health.

8. There must be changing rooms and sanitary facilities for participants in training and competition in football.

9. There must be a notice board containing the following main contents: Training hours; participants in training; those who are not allowed to participate in training; attire when participating in training; safety measures during training.

Article 1. Training Equipment

Article 4. Equipment

a) Goal frames must be made of one of the following materials: metal, wood, or synthetic plastic, ensuring the dimensions as prescribed by the Football Laws of the Game. Goal posts must be round and not pose a danger to players during training or competition.

b) Balls must have the size and weight as prescribed by the Football Laws of the Game.

Article 2. Competition equipment for football must comply with the provisions of the Football Laws of the Game.

The density of training on a football field must ensure at least 25 square meters per person.

Article 5. Training Density

Article 1. The General Department of Physical Education and Sports, the Vietnam Football Federation, or the Departments of Culture, Sports and Tourism, or the Departments of Culture and Sports of centrally governed cities and provinces shall organize specialized training for coaches of football.

Article 6. Training of Specialized Staff

Article 2. The General Department of Physical Education and Sports is responsible for developing the content and program for specialized training for coaches of football to be submitted to the Minister of Culture, Sports and Tourism for approval.

Article 3. Certificates of specialized training for coaches of football shall be issued by the organizing body. The format of the certificate of specialized training for coaches of football is specified in the Appendix attached to this Circular.

Article 2. Circular No. 12/2012/TT-BVHTTDL dated December 10, 2012 of the Minister of Culture, Sports and Tourism stipulating the operating conditions of sports facilities organizing football activities shall become invalid from the date this Circular takes effect.

Article 7. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations of this Circular within its authority.

3. The Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities are responsible for implementing this Circular.

Article 8. Effective Date

1. This Circular takes effect from May 15, 2018.

During implementation, if any difficulties arise, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for study and resolution./.
