CIRCULAR
REGULATIONS ON THE REPORTING SYSTEM FOR STATISTICAL DATA IN THE INTERNAL AFFAIRS SECTOR

Pursuant to the Law on Statistics dated November 23, 2015;

Pursuant to the Law Amending and Supplementing Certain Provisions and the National Statistical Indicators Catalogue of the Law on Statistics dated November 12, 2021;

Pursuant to Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 47/2020/NĐ-CP dated April 9, 2020 of the Government on management, connection, and sharing of digital data of state agencies;

Pursuant to Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators belonging to the national statistical indicator system and the process of compiling gross domestic product, provincial gross domestic product, and central city gross domestic product;

Pursuant to Decree No. 62/2024/NĐ-CP dated June 7, 2024 of the Government amending and supplementing certain provisions and appendices of Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics and Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators belonging to the national statistical indicator system and the process of compiling gross domestic product, provincial gross domestic product, and central city gross domestic product;

Pursuant to Decree No. 25/2025/NĐ-CP dated February 21, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

At the proposal of the Director of the Department of Planning and Finance;

The Minister of Home Affairs issues this Circular to regulate the Reporting System for Statistical Data in the Internal Affairs Sector.

Article 1. Scope of Regulation

This Circular stipulates the Reporting System for Statistical Data in the Internal Affairs Sector, including the content of the Reporting System for Statistical Data; preparation and submission of statistical reports; responsibilities of agencies and units in implementing the Reporting System for Statistical Data; application of information technology in implementing the Reporting System for Statistical Data.

Article 2. Applicability

1. Ministries, ministerial-level agencies, and government agencies;

2. People's Committees of provinces and centrally governed cities;

3. Units under and directly under the Ministry of Home Affairs (hereinafter referred to collectively as units under the Ministry);

4. The Ministry of National Defense and the Ministry of Public Security shall not apply the Reporting System for Statistical Data in the areas of administrative organization; cadres, civil servants, and public officials, and information and data within the scope of state secrets;

5. Other relevant agencies and organizations as prescribed by law.

Article 3. The Reporting System for Statistical Data in the Internal Affairs Sector

1. Content of the Reporting System

a) The Reporting System for Statistical Data in the Internal Affairs Sector specifies the list of reports, report forms, and instructions and explanations of report forms aimed at collecting and summarizing statistical information belonging to the National Statistical Indicator System assigned to the Ministry of Home Affairs; the Internal Affairs Sector Statistical Indicator System stipulated in Circular No. 13/2025/TT-BNV dated July 4, 2025 of the Minister of Home Affairs, and other statistical information to serve the needs of internal affairs sector management.

b) The Reporting System for Statistical Data in the Internal Affairs Sector includes:

- The list of statistical report forms in the Internal Affairs Sector specified in Appendix I attached hereto.

- The system of report forms and explanations of report forms specified in Appendix II attached hereto.

- The report on the implementation results of the Reporting System for Statistical Data in the Internal Affairs Sector specified in Appendix III attached hereto.

c) For statistical indicators in the Internal Affairs Sector already prescribed in other regulatory documents, they shall be implemented according to those documents.

2. Reporting Unit

The reporting unit is specifically recorded in the upper right corner of each statistical form. The agency or unit responsible for reporting must record the name of the agency or unit in this position according to the authority to implement the Reporting System. Direct reporting units to the Ministry of Home Affairs are specified in Column 4 of Appendix I List of Report Forms in the Internal Affairs Sector attached hereto.

3. Receiving and Approving Units

The receiving and approving units are specifically recorded in the upper right corner of each form, below the reporting unit according to the authority to implement the Reporting System. Units under the Ministry of Home Affairs that receive and approve reports are specified in Column 5 of Appendix I List of Report Forms in the Internal Affairs Sector attached hereto.

4. Form Code

The form code consists of two parts: the number part and the letter part; the number part comprises two sub-parts: the first two digits reflect the group of indicators, the next two digits reflect the report sequence; the letter part is uppercase letters, specifically: the first group of letters indicates the reporting period (year - Y, period - P); the subsequent group of letters is the abbreviation of the indicator group in the Internal Affairs Sector statistical report, or the character QG for forms collecting national statistical indicators. For summary reports serving the guidance and management work of the Ministry of Home Affairs, the form code will include "TH" immediately after the number part.

5. Reporting Period

The statistical reporting period is a specific time frame prescribed for the object of statistical reporting to present the results of activities in numerical form according to the criteria in the statistical report form. The reporting period is specifically recorded under the name of each statistical form. The statistical reporting period is calculated according to the Gregorian calendar, including:

a) Annual statistical report: The annual statistical report starts from the first day of the reporting period to the last day of the twelfth month of that reporting period. Specifically:

- The annual statistical report on competition and commendation is from December 1 of the previous year to November 30 of the following year.

- The annual statistical report on other areas is from January 1 of the reporting year to December 31 of the reporting year.

b) Term-based statistical report: The term-based statistical report starts from the first day of the reporting term to the last day of that reporting term.

c) Ad hoc statistical report: When there is a sudden need for information for state management, the Minister of Home Affairs decides to implement ad hoc statistical reports to collect information for management and operation.

6. Reporting Deadline

The date of receipt of the report shall be clearly recorded at the top left corner of each statistical form. If the last day of the reporting period coincides with a public holiday, Tet holiday, or weekend, the submission of the report will be postponed to the next working day immediately following such holidays or weekends.

7. Methods of submitting reports

Reporting units shall implement one of the following methods:

a) Submitting and receiving reports directly through the Ministry of Home Affairs' Statistical Reporting Information System at the addresshttps://thongke.moha.gov.vn. Reports in electronic document format verified by digital signatures of the heads of the agencies or units responsible for reporting shall be submitted in the Statistical Reporting Results Report (Annex III).

b) In cases where the sender or recipient does not meet the technical infrastructure, technology, information security requirements, or when there is a need to amend reported data, the reporting units shall submit their reports to the Ministry of Home Affairs via the National Electronic Document Exchange Network.

Article 4. Statistical Reporting Data

1. Statistical reporting data must fully, promptly, and accurately reflect the operational situation of the administrative management sector of the Home Affairs industry; aggregate and analyze to serve the guidance and management work of the Ministry of Home Affairs, the Government, and the Prime Minister; be used for evaluation, forecasting, strategic planning, and policy formulation within the Home Affairs industry; and comply with the requirements for exchanging, providing, and disseminating statistical information as stipulated by the Statistics Law and detailed regulations and implementation guidelines for certain provisions of the Statistics Law.

2. In cases where corrections are made to previously reported data or errors are found in the current reporting period, the reporting unit must resubmit the report according to the method specified in point b, Clause 7, Article 3 of this Circular.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. Responsibilities of the Department of Planning and Finance, Ministry of Home Affairs

a) Lead and coordinate with relevant units to implement the Statistical Reporting System of the Home Affairs Industry. Serve as the focal point for coordinating with relevant units to guide, monitor, and urge reporting units and units that receive and approve reports under the Statistical Reporting System of the Home Affairs Industry.

b) Lead and coordinate with relevant units to regularly establish, manage, store, provide, and publish statistical data in accordance with regulations and directives from the Minister of Home Affairs. Lead and coordinate with units under the Ministry of Home Affairs to compile national statistical indicators assigned to the Ministry of Home Affairs and statistical indicators within the Home Affairs Industry's Statistical Indicator System to present to the Minister of Home Affairs for issuance.

c) Lead and coordinate with relevant units to implement the application of information technology and digital transformation in the statistical work of the Home Affairs Industry. Organize access, update, and exploitation of statistical data and information on the Home Affairs Industry's Statistical Reporting Information System for individuals and organizations related to it; handle issues related to the submission and receipt of statistical reports.

2. Responsibilities of reporting units

a) Reporting units must strictly adhere to the reporting regulations stipulated in this Circular, submit all required reports in full and on time, and bear responsibility before the Minister of Home Affairs for the completeness, timeliness, and accuracy of the statistical reporting data as stipulated in this Circular.

b) Accept administrative accounts transferred by the Department of Planning and Finance, Ministry of Home Affairs; organize the creation of user accounts, manage, assign, and guide agencies and units under their jurisdiction to use these accounts to implement the Statistical Reporting System of the Home Affairs Industry.

3. Responsibilities of units that receive and approve reports (units under the Ministry)

Units that receive and approve reports must strictly adhere to the reporting regulations stipulated in this Circular, approve reports from agencies and units sent to the Ministry of Home Affairs within ten days from the date of submission on the Home Affairs Industry's Statistical Reporting Information System; and bear responsibility before the Minister of Home Affairs for the completeness, timeliness, and accuracy of the statistical reporting data as stipulated in this Circular.

4. The Information Technology Center of the Ministry of Home Affairs is responsible for ensuring the infrastructure serving the statistical activities of the Home Affairs Industry.

5. Individuals and organizations granted access and usage rights on the Home Affairs Industry's Statistical Reporting Information System must comply with regulations regarding account and password management, system access, statistical data usage, and information security as prescribed by law.

6. Heads of Ministries, agencies equivalent to ministries, government agencies, Chairmen of Provincial People's Committees under central cities, Directors of Home Affairs Departments under provincial and centrally-administered city levels, Heads of units under and affiliated with the Ministry of Home Affairs, and other related agencies, units, and organizations are responsible for implementing this Circular.

Article 6. Funding for Implementation

1. Funding for the implementation of the Statistical Reporting System of the Home Affairs Industry shall be allocated from regular operating expenses as prescribed by laws on state budget.

2. Investment, management, and operation costs for information technology infrastructure to ensure the continuous operation of the Home Affairs Industry's statistical activities shall be allocated from investment and regular operating expenses as prescribed by laws on public investment, state budget, information technology, and other relevant laws.

Article 7. Effective Date

1. This Circular shall take effect from December 1, 2025.

2. This Circular applies to statistical reports of the Home Affairs Industry starting from the fiscal year 2025.

3. This Circular replaces Circular No. 02/2023/TT-BNV dated March 23, 2023, issued by the Minister of Home Affairs, which stipulates the Statistical Reporting System of the Home Affairs Industry, and abolishes the following provisions:

a) The system of forms and contents of statistical forms in Annexes I, II, and III promulgated together with Circular No. 02/2025/TT-BLDTBXH dated January 10, 2025, issued by the Minister of Labor, Invalids, and Social Affairs, which stipulates the Statistical Reporting System of the Labor, Invalids, and Social Affairs Industry, including:

- Annex I - List of statistical reports of the Labor, Invalids, and Social Affairs Industry: forms on Labor - Employment, marked LDVL; Persons with Merit, marked NCC; Gender Equality, marked BDG.

- Annex II - Regulations on the Statistical Reporting System of the Labor, Invalids, and Social Affairs Industry - Part Forms: Contents of forms in the fields of Labor - Employment; Persons with Merit; Gender Equality.

- ANNEX III - Regulations on Statistical Reporting System for the Labor - War Invalids and Social Affairs Sector - Guidelines for Recording Report Forms: Content guiding forms in the following areas: Labor - Employment; Persons with Merit; Gender Equality.

b) Section II - Report on the Civil Servant and Public Official Sector, Annex No. 2, Circular No. 07/2021/TT-BNV dated December 31, 2021, issued by the Minister of Home Affairs, stipulating the Reporting System for the Home Affairs Sector.

4. In case the regulatory legal documents cited in this Circular are amended, supplemented, or replaced, the citation content shall be implemented according to the amended, supplemented, or replacing document.

5. During the implementation process, if there are any difficulties, agencies and units are requested to send their opinions to the Ministry of Home Affairs for timely guidance and research for amendment and supplementation./.
