Regulations on the collection, exploitation, sharing of information, and reportingof the Information System for Serving Supervision Work of Credit Cooperatives and Microfinance OrganizationsDecree No. 46/2010/QH12 has been amended and supplemented by Law No. 14/2022/QH15
Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12 Decree No. 32/2024/QH15 has been amended and supplemented by Law No. 43/2024/QH15;
Pursuant to the Law on Credit Organizations The Governor of the State Bank of Vietnam issues this Circular to regulate the collection, exploitation, and sharing of information, and reporting of the Information System for Serving Supervision Work of Credit Cooperatives and Microfinance Organizations.;

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation

Article 2. Applicability
4. Deposit Insurance Corporation of Vietnam.
5. Units under the State Bank of Vietnam (hereinafter referred to as the State Bank) related to the collection, exploitation, and sharing of information, and reporting of the Supervisory Information System.
6. Other organizations and individuals related to the collection, exploitation, and sharing of information, and reporting of the Supervisory Information System.
Article 3. Information and reports provided to the Supervisory Information System
The Governor of the State Bank shall issue a list of information and reports provided to the Supervisory Information System during each period, including the following groups of information and reports:
1. Information and reports provided by credit cooperatives and microfinance organizations include:
a) Identification information about borrowing customers and depositing customers;
b) Information about related parties of borrowing customers;
c) Lending activity information;
d) Human resources information;
đ) Member information;
e) Guarantee measures for loan repayment information;
g) Information on non-performing loan resolution activities;
h) Off-balance sheet information;
i) Financial statements;
k) Other information.
2. Information and reports provided by the Department of Safety Systems of Credit Institutions, the State Bank Inspectorate, the Department of Management and Supervision of Credit Institutions, and the State Bank Branch in the Region where the credit cooperative's main office is located (hereinafter referred to as the State Bank Branch in the Region).
3. Information from systems managed by units under the State Bank:
a) The State Bank's statistical reporting system;
b) The system supporting remote supervision activities;
c) The credit information system;
d) Other systems.
Article 4. Methods of Providing Information and Reports
1. For information and reports specified in Clause 1 of Article 3 of this Circular:
a) Credit cooperatives submit information and reports through the Supervisory Information System according to the guidance of the Department of Information Technology;
b) Microfinance organizations submit information and reports through the State Bank's Statistical Reporting System according to the guidance of the Department of Information Technology.
2. In cases where credit cooperatives have not met the requirements for submitting information and reports as stipulated in point a of Clause 1 of this Article, credit cooperatives shall proceed as follows:
a) Submit information and reports through the functions of the Supervisory Information System according to the guidance of the Department of Information Technology;
b) Complete upgrading their information system to ensure compliance with the requirements for submitting information and reports to the State Bank no later than three months after the Supervisory Information System officially commences operations.
3. In cases where the information system of credit cooperatives experiences technical issues that interrupt the submission of information and reports:
a) Credit cooperatives notify the incident and submit information and reports in writing to the State Bank Branch in the Region;
b) If credit cooperatives can build information and reports and have network connections to the State Bank, they shall submit information and reports through the functions of the Supervisory Information System according to the guidance of the Department of Information Technology;
c) Upon completion of the repair, credit cooperatives shall notify the State Bank Branch in the Region in writing of the repair and resume submitting information and reports according to the provisions of point a of Clause 1 of this Article within twenty-four hours after the repair is completed.
4. For credit cooperatives under special control that cannot meet the connection requirements with the Supervisory Information System as stipulated in Clause 3 of Article 7 of this Circular:
a) Credit cooperatives shall notify their inability to meet the connection requirements with the Supervisory Information System and submit information and reports in writing to the State Bank Branch in the Region;
b) If credit cooperatives can build information and reports and have network connections to the State Bank, they shall submit information and reports through the functions of the Supervisory Information System according to the guidance of the Department of Information Technology.
5. For information and reports specified in Clause 2 of Article 3 of this Circular, the Department of Safety Systems of Credit Institutions, the State Bank Inspectorate, the Department of Management and Supervision of Credit Institutions, and the State Bank Branch in the Region shall provide them through the functions of the Supervisory Information System according to the regulations on the management, exploitation, and use of the Supervisory Information System.
6. The systems specified in Clause 3 of Article 3 of this Circular shall be connected and share information and reports with the Supervisory Information System using appropriate technical methods for each system according to the guidance of the Department of Information Technology.
b) In cases where people's credit funds have the capability to build information, reports, and network connections to the State Bank, people's credit funds shall submit such information and reports through the monitoring information system functions in accordance with the guidance of the Information Technology Department.
5. For the information and reports stipulated in Clause 2, Article 3 of this Circular, the Credit Institution Safety Control Department, the State Bank Inspectorate, the Credit Institution Management and Supervision Department, and the State Bank Branches in the Region shall provide such information and reports through the monitoring information system functions in accordance with the regulations on management, exploitation, and utilization of the monitoring information system.
6. The information systems specified in Clause 3, Article 3 of this Circular shall be connected and share information and reports with the monitoring information system using appropriate technical methods for each system in accordance with the guidance of the Information Technology Department.
Article 5. Periodicity and deadline for submitting information and reports
1. The periodicity and deadlines for submitting information and reports are detailed in the List of Information and Reports to be Provided to the Supervisory Information System.
2. If the last day of the reporting period falls on a public holiday, Tet holiday, or weekend, the reporting deadline shall be extended to the next working day following such holiday or weekend.
Article 6. Reporting Process, Review, Verification, and Handling of Electronic Reports
1. The reporting process, review, verification, and handling of reports by microfinance organizations shall be carried out in accordance with the regulations of the State Bank of Vietnam on statistical reporting systems.
2. The reporting process, verification, and handling of reports by people's credit funds:
a) Upon receipt of information and reports from people's credit funds in accordance with Clause 1, Article 3 of this Circular, the Supervisory Information System automatically checks and cross-references calculation formulas, accuracy, rationality, and compliance with established data rules. In case of successful verification, the information and reports will be updated into the database of the Supervisory Information System for exploitation and utilization. In case of errors, the Supervisory Information System will automatically send an electronic notification to the people's credit fund;
b) Within three working days from the date of receiving the electronic notification as stipulated in point a of this clause, the people's credit fund must verify, correct, and resubmit the modified and supplemented information and reports;
c) Within six working days from the end of the reporting deadline as specified in Article 5 of this Circular, the Supervisory Information System will automatically lock the submission of information and reports. Based on a written request from the people's credit fund, the State Bank of Vietnam Branch Region will consider the reasons for late submission and decide on unlocking the submission of information and reports on the Supervisory Information System to accept the information and reports from the people's credit fund;
d) During the exploitation and utilization of information and reports, if any errors are discovered, the State Bank of Vietnam Branch Region will send an electronic verification notification to the people's credit fund and simultaneously unlock the submission of information and reports, clearly stating the reasons why the people's credit fund needs to resubmit the information and reports when they have been automatically locked. Within three working days from the date of receiving the electronic verification notification, the people's credit fund must resubmit the information and reports.
3. In cases where the information and reports of the people's credit fund do not apply the provisions set forth in point a of Clause 2 of this Article, the reporting process, review, verification, and handling of information and reports by the people's credit fund shall follow the procedures below:
a) Within three working days from the end of the reporting deadline as specified in Article 5 of this Circular, the State Bank of Vietnam Branch Region shall conduct a review of the information and reports submitted by the people's credit fund. In case of errors, the State Bank of Vietnam Branch Region will send an electronic verification notification to the people's credit fund;
b) Within three working days from the date of receiving the electronic verification notification as stipulated in point a of this clause, the people's credit fund must verify, correct, and resubmit the modified and supplemented information and reports;
c) Immediately upon receipt of the information and reports from the people's credit fund as specified in point b of this clause, the State Bank of Vietnam Branch Region will review the information and reports of the people's credit fund to update them into the database of the Supervisory Information System;
d) Implement the provisions of points c and d of Clause 2 of this Article.
Article 7. Requirements for the information system of people's credit funds and microfinance organizations
1. Maintain and update the business database to ensure full management of information in accordance with the provisions of the law and internal regulations of the unit.
2. Ensure the ability to connect and provide information and reports as stipulated in Clause 1, Article 3 of this Circular.
3. The information system of people's credit funds must meet the requirements for connecting to the Supervisory Information System according to technical standards issued by the State Bank.
Article 8. Exploitation, Sharing of Information and Reporting
1. For units under the State Bank:
a) The State Bank branch in the Region may exploit all information, reports, and output products on the Supervisory Information System of people's credit funds headquartered within its jurisdiction.
b) The State Bank Inspectorate and the Credit Institution Supervision Department may exploit all information, reports, and output products on the Supervisory Information System of people's credit funds and microfinance organizations.
c) Other units under the State Bank that require exploitation of information, reports, and output products on the Supervisory Information System must register in writing with the Credit Institution Security System Department for consolidation and submission to the Governor of the State Bank for approval.
2. For Vietnam Deposit Insurance Corporation and Vietnam Rural Commercial Bank:
a) When there is a need to share information and reports on the Supervisory Information System, the Vietnam Deposit Insurance Corporation and Vietnam Rural Commercial Bank shall submit registration documents to the Credit Institution Security System Department for the required information and reports to be shared, for consolidation and submission to the Governor of the State Bank for approval.
b) The sharing of information and reports to the Vietnam Deposit Insurance Corporation and Vietnam Rural Commercial Bank shall be carried out through the connection between systems in accordance with the guidance of the Information Technology Department.
c) Scope of information and report sharing:
- The Vietnam Deposit Insurance Corporation is entitled to share information and reports in accordance with the legal provisions on information provision between the State Bank and the Vietnam Deposit Insurance Corporation.
- The Vietnam Rural Commercial Bank is entitled to share information and reports of people's credit funds for the purpose of capital adjustment, internal audit, inspection, and supervision of the safety of people's credit funds.
d) Shared information and reports must comply with relevant legal provisions concerning the protection of personal data.
3. The Supervisory Information System shares information and reports with the Common Data Repository of the State Bank.
Article 9. Regulations on Management, Exploitation, and Use of the Supervisory Information System and Procedures for Managing and Operating the Supervisory Information System
1. The Governor of the State Bank shall issue the Regulations on Management, Exploitation, and Use of the Supervisory Information System, including at least the following contents:
a) Overview and components of the Supervisory Information System;
b) Scope of application and regulated entities;
c) General principles in managing, exploiting, and using the Supervisory Information System;
d) Information security in managing, exploiting, and using the Supervisory Information System;
đ) Exploitation and use of the Supervisory Information System according to each component, describing the steps of business processes and participants in the business process;
e) Responsibilities of units;
g) Other contents.
2. The Information Technology Department shall issue the Procedures for Managing and Operating the Supervisory Information System, including at least the following contents:
a) Overview of the technical infrastructure of the Supervisory Information System;
b) Scope and responsibilities of users, operators, and managers of the Supervisory Information System;
c) General principles in managing and operating the Supervisory Information System;
d) Procedures for managing and operating the Supervisory Information System;
đ) Procedures for handling incidents;
e) Information security and reporting during the collection, exploitation, and sharing of information and reports in accordance with the law;
g) Responsibilities of units;
h) Other contents.
Chapter II
RESPONSIBILITIES OF UNITS
Article 10. Responsibilities of the Information Technology Department
1. Take the lead in building, implementing, and guiding the execution of the Supervisory Information System to ensure the collection, exploitation, sharing of information, and reporting as stipulated in this Circular.
2. Guide people's credit funds in implementing the provisions at point a, Clause 1, point a, Clause 2, point b, Clause 3, and point b, Clause 4, Article 4 of this Circular.
3. Guide microfinance organizations in implementing the provisions at point b, Clause 1, Article 4 of this Circular.
4. Guide the implementation of connecting and collecting information from the information systems specified in Clause 6, Article 4 of this Circular.
5. Serve as the focal point for building and submitting to the Governor of the State Bank for issuance of technical standards as stipulated in Clause 3, Article 7 of this Circular.
6. Ensure the capability for information exploitation and reporting by units on the Supervisory Information System as stipulated in Clause 1, Article 8 of this Circular.
7. Ensure the confidentiality of information and reports and the readiness for connection and sharing of information and reports as stipulated in Clause 2, Article 8 of this Circular.
8. Serve as the focal point for building and issuing the Management and Operation Procedures of the Supervisory Information System as stipulated in Clause 2, Article 9 of this Circular.
9. Coordinate with the Department of Safety Systems of Credit Organizations to build the Regulation on Management, Exploitation, and Use of the Supervisory Information System as stipulated in Clause 1, Article 9 of this Circular.
10. Coordinate with the Department of Safety Systems of Credit Organizations to implement the provisions at Clause 4, Article 11 of this Circular.
Article 11. Responsibilities of the Department of Safety Systems of Credit Organizations
1. Serve as the focal point for submitting to the Governor of the State Bank for issuance of the List of Information and Reports provided to the Supervisory Information System.
2. Serve as the focal point for receiving requests for modification, supplementation, or issuance of new information and reports provided to the Supervisory Information System from units as stipulated in this Circular.
3. Implement the responsibility of providing information and reports to the Supervisory Information System as stipulated in Clause 2, Article 3 of this Circular.
4. Serve as the focal point for coordinating with the Information Technology Department to submit to the Governor of the State Bank for decision on specific information and reporting requirements for people's credit funds to be applied according to the procedures stipulated in Clause 3, Article 6 of this Circular and notify the State Bank Branches in Regions.
5. Serve as the focal point for receiving registration for exploitation and sharing of information and reports as stipulated in point c, Clause 1, point a, Clause 2, Article 8 of this Circular, submit to the Governor of the State Bank for approval and notify the units.
6. Serve as the focal point for building and submitting to the Governor of the State Bank for issuance of the Regulation on Management, Exploitation, and Use of the Supervisory Information System as stipulated in Clause 1, Article 9 of this Circular.
7. Coordinate with the Information Technology Department to implement the connection and collection of information and reports of the Supervisory Information System with the Support Information System for Remote Monitoring Activities.
8. Serve as the focal point for handling difficulties and obstacles in the implementation of this Circular.
Article 12. Responsibilities of the State Bank Inspectorate
1. When there is a need to modify, supplement, or issue new information and reports of people's credit funds and microfinance organizations, the State Bank Inspectorate must build necessary report templates for modification, supplementation, or issuance, and send them to the Department of Safety Systems of Credit Organizations.
2. Implement the responsibility of providing information and reports to the Supervisory Information System as stipulated in Clause 2, Article 3 of this Circular.
3. Inspect and audit the implementation of this Circular by microfinance organizations.
4. Coordinate with the Department of Safety Systems of Credit Organizations to build the Regulation on Management, Exploitation, and Use of the Supervisory Information System as stipulated in Clause 1, Article 9 of this Circular.
Article 13. Responsibilities of the Credit Institution Management and Supervision Department
1. When there is a need to amend, supplement, or issue new information or reports for people's credit funds and microfinance organizations, the Credit Institution Management and Supervision Department must develop the necessary report forms for amendment, supplementation, or issuance, and send them to the Credit Institution Safety System Department.
2. Supervise the implementation of this Circular by microfinance organizations.
3. Fulfill the responsibility of providing information to the Supervisory Information System as stipulated in Clause 2, Article 3 of this Circular.
4. Coordinate with the Department of Safety Systems of Credit Organizations to build the Regulation on Management, Exploitation, and Use of the Supervisory Information System as stipulated in Clause 1, Article 9 of this Circular.
Article 14. Responsibilities of the State Bank Branch in the Region
1. When there is a need to amend, supplement, or issue new information or reports for people's credit funds and microfinance organizations, the State Bank Branch in the Region must develop the necessary report forms for amendment, supplementation, or issuance, and send them to the Credit Institution Safety System Department.
2. Inspect, examine, and supervise the implementation of this Circular by people's credit funds.
3. Fulfill the responsibility of providing information and reports to the Supervisory Information System as stipulated in Clause 2, Article 3 of this Circular; fulfill the responsibilities stipulated in Clause 3, Clause 4, Clause 5, Article 4, and Article 6 of this Circular.
4. Coordinate with the Credit Institution Safety System Department to establish Regulations on managing, operating, and using the Supervisory Information System as stipulated in Clause 1, Article 9 of this Circular; coordinate with the Information Technology Department to establish Procedures for managing and operating the Supervisory Information System as stipulated in Clause 2, Article 9 of this Circular.
Article 15. Responsibilities of Other Units under the State Bank
Units under the State Bank that are assigned by the Governor of the State Bank to manage the Information Systems as stipulated in Clause 3, Article 3 of this Circular shall be responsible for coordinating with the Information Technology Department during the process of connecting, collecting information, and reports from the Supervisory Information System.
Article 16. Responsibilities of Units Authorized to Exploit and Share Information and Reports
1. Use information and reports to perform functions and tasks as prescribed by the Governor of the State Bank and the laws.
2. Manage and use information and reports for their intended purposes and comply with legal provisions on information confidentiality.
3. During the exploitation of information and reports, if abnormalities are detected, units shall issue a written notice to the Credit Institution Safety System Department to coordinate with the Information Technology Department for inspection and handling.
Chapter III
IMPLEMENTING PROVISIONS
Article 17. Effective Date
1. This Circular takes effect from September 15, 2025.
2. People's credit funds and microfinance organizations shall provide information and reports according to the regulations and requirements of the State Bank regarding statistical reporting systems during the period when the Supervisory Information System has not been operational.
Article 18. Implementation Organization
Heads of units under the State Bank, the National Credit Information Center, the Deposit Insurance Corporation, the Vietnam Cooperative Bank, people's credit funds, and microfinance organizations are responsible for organizing the implementation of this Circular./.
