DIRECTIVE

Regarding the implementation of the human resources development plan for Vietnam during the period 2011-2020 and accelerating training according to social development needs for the period 2011-2015

The socio-economic development strategy for 2011-2020, approved at the Eleventh National Congress of the Communist Party of Vietnam, identifies "rapid development of human resources, especially high-quality human resources, focusing on fundamentally and comprehensively renewing the national education system; closely linking human resource development with scientific and technological development and application" as one of the three breakthroughs for rapid and sustainable national development until 2020.

To implement the breakthrough in rapidly developing human resources proposed in the socio-economic development strategy, the Government has approved the Human Resources Development Strategy for Vietnam for the period 2011-2020 and the Human Resources Development Plan for Vietnam for the period 2011-2020. Ministries, sectors, and localities have developed their own Human Resources Development Plans. These plans serve as guidelines and bases for organizing training according to social development needs, connecting supply and demand for human resources, and directing training activities towards achieving the goals of the national Human Resources Development Plan and those of each ministry, sector, and locality.

In this context and with these requirements, to effectively implement the Human Resources Development Plan for Vietnam for the period 2011-2020 and continue to accelerate training according to social development needs for the period 2011-2015, the Prime Minister requests ministries, sectors, localities, training institutions, enterprises, labor-using agencies and organizations to focus on implementing the following tasks:

1. MINISTRIES AND SECTORS:

Based on the approved Human Resources Development Plan of the ministry or sector:

a) Direct the integration of human resources development objectives, orientations, and solutions into the five-year and annual socio-economic development programs and plans of the ministry or sector.

b) Direct and organize the development and implementation of specific programs, projects, and initiatives for human resources development of the ministry or sector.

c) Direct the establishment of a database and information forecasting system for human resource needs of the ministry or sector, connecting with the national database and information forecasting system for human resource needs.

d) Direct the evaluation and summary of the implementation of the Human Resources Development Plan annually and submit it to the Ministry of Planning and Investment for consolidation and reporting to the Prime Minister. During the implementation process, ministries and sectors need to regularly review and supplement the Plan to suit actual conditions.

đ) Take the lead and coordinate with the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Planning and Investment to review, evaluate, adjust, and supplement the planning of training institutions under their management to align with the national Human Resources Development Plan, sectoral and local plans, with particular emphasis on building key and high-quality training institutions that meet current and long-term human resource development needs.

e) Direct and guide training institutions under their management to conduct reviews and evaluations of training organization conditions, training programs, and development plans; properly disclose information about infrastructure, financial income and expenditure, teaching staff, and promptly complete the establishment and publication of graduation standards for various training fields; promote reform of training content and teaching methods. Proactively organize the development and issuance of mechanisms and regulations to link training institutions with enterprises, expand training formats, and cooperate in scientific research based on orders, attracting more enterprise participation in human resource training for their respective ministries and sectors. Establish a specialized agency to assist in directing training activities according to social development needs within the scope of their management.

g) Coordinate with the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs in establishing national qualification frameworks, skill standards, and centers for assessing and recognizing skills for workers; establish councils of university, college, and vocational school presidents, particularly for technical and technological, finance, banking, agriculture, forestry, fisheries, social sciences, teacher training, and health training fields.

2. PEOPLE'S COMMITTEES OF PROVINCES AND CITIES

UNDER THE CENTRAL GOVERNMENT:

a) Focus on directing the completion and approval of the local Human Resources Development Plan in accordance with the national Human Resources Development Plan before June 30, 2012.

b) Direct the integration of human resources development objectives, orientations, tasks, and solutions into the overall socio-economic development plan as well as the five-year and annual programs and plans of the locality.

c) Direct and organize the development and implementation of specific programs, projects, and initiatives for human resources development of the locality as outlined in the Human Resources Development Plan.

d) Direct the establishment of a database and information forecasting system for human resource needs of the locality, connecting with the national database and information forecasting system for human resource needs.

đ) Direct the evaluation and summary of the implementation of the Human Resources Development Plan annually and submit it to the Ministry of Planning and Investment for consolidation and reporting to the Prime Minister. During the implementation process, localities need to regularly review and supplement the Plan to suit actual conditions.

e) Direct the formation of a local human resources training council headed by the Chairman of the Provincial People's Committee, with the participation of representatives from enterprises, training institutions, relevant departments, to advise and assist the Provincial People's Committee in human resources training activities to meet local needs. Proactively allocate land for the construction and expansion of training institutions to meet scale, quality requirements, and be suitable for the characteristics of the industry, region, and locality.

đ) Direct the evaluation and annual summary of the implementation of the Human Resources Development Plan to be sent to the Ministry of Planning and Investment for consolidation and reporting to the Prime Minister. During the implementation process, localities need to regularly review to supplement the Plan to suit actual conditions.

e) Direct the establishment of a local human resources training council headed by the Chairman of the Provincial People's Committee, with the participation of representatives from businesses, training institutions, relevant departments to advise and assist the Provincial People's Committee in human resources training to meet local needs. Proactively allocate land to build and expand training facilities to meet requirements for scale, quality, and fit the specific characteristics of industries, regions, and localities.

g) Coordinate with ministries and sectors in approving key programs and projects for developing high-quality human resources to meet local development needs; effectively implement the Rural Labor Vocational Training Program (Program 1956) within the jurisdiction; establish mechanisms and policies for utilizing and rewarding human resources, ensuring conditions such as housing, schools, hospitals, and other requirements that meet the needs of workers; develop policies to attract human resources for industrial zones and key economic zones.

h) Coordinate with the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Planning and Investment to review and complete the planning of vocational training institution networks within the jurisdiction, ensuring compatibility with the national network planning for all vocational training institutions; establish expert councils according to the training fields of the locality or region; coordinate with ministries and sectors to direct the work of training, opening new majors and professions at university, college, and intermediate professional levels, as well as vocational colleges and intermediate vocational schools within the training institutions within the jurisdiction.

3. MINISTRY OF PLANNING AND INVESTMENT:

a) Take the lead and coordinate with relevant ministries and sectors to complete the construction of evaluation criteria for human resource development to monitor the implementation of the Human Resource Development Plan, to be submitted to the Prime Minister before June 30, 2012.

b) Take the lead and coordinate with the Ministry of Finance, the Ministry of Education and Training, and the Ministry of Labor, Invalids and Social Affairs to complete the drafting of a joint circular guiding the preparation of financial plans to implement the National Human Resource Development Plan, as well as those of ministries, sectors, and localities, to be issued in the third quarter of 2012.

c) Guide ministries, sectors, and localities in integrating programs, objectives, orientations, and solutions for human resource development into the overall socio-economic development plan as well as five-year and annual programs and plans of ministries, sectors, and localities.

d) Monitor and urge the implementation of the Human Resource Development Plan by ministries, sectors, and localities, regularly reporting to the Prime Minister.

đ) Direct the reform of statistical work towards supplementing, expanding, and detailing some human resource statistics indicators, moving towards building a comprehensive national human resource statistical database.

e) Organize the construction and operation of a national information system and forecast on human resource demand, ensuring connectivity and smooth flow of information among ministries, sectors, localities, businesses, and citizens.

g) Upgrade and maintain the stable operation of the electronic information website, ensuring it serves as the official channel for state information, propaganda, and promotion regarding human resources.

4. MINISTRY OF EDUCATION AND TRAINING:

a) Promptly complete and submit to the Prime Minister for approval the Plan for Developing the Network of Universities and Colleges until 2020; organize its implementation after approval.

b) Take the lead and coordinate with related sectors and localities to implement the Human Resource Development Plan for the education sector from 2011 to 2020, focusing on developing the teaching staff and educational management cadre.

c) Take the lead and coordinate with relevant ministries and sectors to promptly complete the set of human resource development and innovation indices for Vietnam, to be submitted to the Prime Minister. Coordinate with ministries, sectors, and localities to build and propose to the Prime Minister programs for training high-level human resources in priority areas such as State Management, Policy Formulation, International Law, Science and Technology, Health Care, Finance, Banking, Tourism, Marine Economy, Energy and Environment. Coordinate with the Ministry of Labor, Invalids and Social Affairs to receive and process information from the National Center for Labor Market Forecasting and Information to timely supplement and adjust relevant mechanisms and policies related to human resource training; establish criteria and indices to evaluate the results of training according to social development needs. Coordinate with ministries, sectors, and localities to regularly assess and compile the results of implementation, reporting to the National Steering Committee before December 31 each year.

5. MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS:

a) Take the lead and coordinate with the Ministry of Education and Training and relevant ministries and sectors to promptly complete and submit to the Prime Minister for approval the Plan for Developing the Network of Vocational Training Institutions from 2011 to 2020; organize its implementation after approval.

b) Take the lead and coordinate with ministries, sectors, localities, and mass organizations to intensify publicity efforts to change societal perceptions about vocational training; provide annual information to society on the effectiveness of vocational training, including information on vocational training based on social needs.

c) Continue to intensify and effectively implement the Rural Labor Vocational Training Program (Program 1956). Expand effective vocational training models; focus on training according to orders from enterprises or labor users. Take the lead and coordinate with the Central Communist Youth Union, the Central Women's Union, and other political-social organizations to assess the implementation of vocational training and job creation programs for youth and women, reporting to the Prime Minister.

d) Continue to intensify work on labor market forecasting and information provision; supplement tasks for local employment service centers so that these centers become providers of information on labor, employment, and training needs for businesses, learners, training institutions, and local government agencies.

đ) Develop mechanisms and policies to mobilize enterprises to participate in vocational training and retraining for workers in enterprises; coordinate with ministries and sectors to build and publish a list of certain occupations that must undergo training before practicing in society; establish a classification list of occupations as a basis for labor market forecasting and information provision.

6. MINISTRY OF FINANCE:

a) Chair and coordinate with the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, and other relevant ministries and sectors to develop financial mechanisms to encourage teachers, lecturers, students, trainees, training institutions, and enterprises to implement high-quality human resource training according to societal development needs.

b) Develop and promulgate guiding documents on the formation of mechanisms for mobilizing financial resources and receiving financial support from individuals and organizations both domestically and internationally for training institutions; establish and manage central and local human resource training funds in accordance with the provisions of the law; coordinate with the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, and other relevant ministries and sectors to develop preferential and incentive financial mechanisms to encourage students to study fields that society needs but finds difficult to recruit in order to ensure a balanced human resource structure.

c) Coordinate with the Ministry of Planning and Investment, the Ministry of Education and Training, and the Ministry of Labor, Invalids and Social Affairs to develop and perfect the Circular on guiding the development of financial plans to implement the Human Resource Development Master Plan for Vietnam for the period 2011-2020; simultaneously balance and allocate capital to ensure human resource training according to societal development needs up to 2015 and 2020.

7. TRAINING INSTITUTIONS:

Based on the Human Resource Development Master Plan for Vietnam; the Human Resource Development Plans of ministries, sectors, and localities for the period 2011-2020; the Comprehensive Plan for Socio-Economic Development for the period 2011-2020; the five-year and annual socio-economic development plans of localities; information on the forecasted human resource needs of ministries, sectors, localities, and enterprises; and information and forecasts on the labor market, to develop enrollment and training plans accordingly.

8. ENTERPRISES, ORGANIZATIONS, AND AUTHORITIES

EMPLOYING LABOR:

a) Develop plans for managing and developing human resources within their own units. Proactively allocate corporate resources for training and capacity building to meet human resource usage needs during the period 2011-2015; review training contracts previously signed with training institutions, evaluate the quality of graduates to provide feedback to the training institutions.

b) Continue to build and strengthen cooperation with training institutions and research institutes in training activities, determine human resource needs, mobilize and share resources and funding with training institutions to enhance training and scientific research activities according to demand; coordinate with training institutions to develop exit standards for professions and trades.

c) Cooperate and financially support training institutions, create favorable conditions for practical training and internships for students from training institutions.

9. REPORTING REGIME:

Based on this Directive, ministries, sectors, and People's Committees of provinces and centrally-administered cities shall develop implementation programs and action plans and report to the National Steering Committee for Implementing the Human Resource Development Master Plan and Training According to Societal Needs before September 30 each year./.
