THE MINISTER OF POSTS AND TELECOMMUNICATIONS
On the basis of Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 41/2003/QĐ-BBCVT dated March 17, 2003 of the Minister of Posts and Telecommunications on the functions, tasks, powers, and organizational structure of the Frequency Management Department,
At the proposal of the Director of the Cadre and Civil Servant Affairs Department and the Director of the Frequency Management Department,
DECISION:
Article 1. The Technical and Information Center is a unit subordinate to the Frequency Management Department, performing the function of providing technical support for frequency inspection and control and radio wave transmitting equipment; organizing and supporting the application of information technology in the activities of the Frequency Management Department; calibrating measuring instruments and radio wave transmitting equipment; inspecting and confirming electromagnetic compatibility for radio wave emitting devices in accordance with the law.
Article 2. The Technical and Information Center has the following tasks and powers:
1. Researching, drafting, and proposing adjustments and supplements to the planning of the frequency control system for the Frequency Management Department to submit to the Minister of Posts and Telecommunications for approval.
2. Participating in researching, drafting, and implementing investment in technical equipment for units under the Frequency Management Department according to approved plans. Conducting trial exploitation; building, checking the implementation of regulations and procedures for management, use, and preservation of equipment; guiding exploitation and handover of newly invested technical equipment to units under the Frequency Management Department.
3. Proposing research projects and applications of information technology within the Frequency Management Department, implementing approved projects. Building and applying databases and software to serve the management work of the Frequency Management Department.
4. Maintaining a continuously operating database to serve planning, allocation, licensing, and inspection and control of radio frequencies.
5. Managing the information technology network system of the Frequency Management Department. Maintaining the operation of the electronic bulletin board (Website) and the email system of the Frequency Management Department. Cooperating with related units to update information serving frequency management on the Website according to the instructions of the Director of the Frequency Management Department.
6. Providing technical guidance on radio frequency control and applications of information technology.
7. Maintaining the radio measurement standards of the Frequency Management Department, calibrating radio measurement equipment.
8. Organizing and implementing calibration, maintenance, and repair of frequency measurement and control equipment, radio wave transmitting equipment.
9. Participating in drafting to have the Frequency Management Department submit to the Minister of Posts and Telecommunications for issuance of regulatory documents on content management, inspection, and confirmation of electromagnetic compatibility, guiding the implementation of state management documents on electromagnetic compatibility.
10. Inspecting and confirming electromagnetic compatibility for radio wave emitting devices in accordance with the law.
11. Collecting, managing, and using fees, charges, and other sources of income in accordance with state regulations, the Ministry of Posts and Telecommunications, and the classification of the Director of the Frequency Management Department.
12. Managing organization, cadres, civil servants, employees, assets, files, and documents of the Center in accordance with the law, the Ministry of Posts and Telecommunications, and the classification of the Director of the Frequency Management Department.
13. Performing other tasks assigned by the Director of the Frequency Management Department.
The Technical and Information Center has a Director, Deputy Director, and administrative staff.
Article 3. The Director of the Technical and Information Center is responsible to the Director of the Frequency Management Department for the results of performing the functions, tasks, and powers stipulated in Article 1 and Article 2 of this Decision.
The organizational structure of the Technical and Information Center includes:
The Deputy Director assists the Director and is responsible before the Director for the assigned tasks.
Article 4. 1. Equipment Technology Department.
2. Information Technology Department,
3. Testing and Radio Measurement Department.
4. Planning-Finance-General Department.
The functions, tasks, and working relationships of units under the Center shall be established by the Director and submitted to the Director of the Frequency Management Department for decision.
The number of civil servants and workers of the Center shall be established by the Director and submitted to the Director for decision based on the cadre quota and contractual labor indicators assigned by the Ministry of Posts and Telecommunications.
The Technical and Information Center has legal personality, its own bank account and seal for transactions in accordance with the law, and its headquarters is located in Hanoi City.
Article 5. This Decision takes effect 15 days after publication in the Official Gazette. Previous provisions contrary to this Decision are abolished.
Article 6. The Director of the Frequency Management Department, the Head of the Office, the Director of the Cadre and Civil Servant Affairs Department, the Heads of units under the Ministry, and the Director of the Technical and Information Center are responsible for implementing this Decision./.
Article 7. The Director of the Radio Frequency Management Department, the Director of the Office, the Head of the Organization and Cadres Department, the Heads of units under the Ministry, and the Director of the Technical and Information Center are responsible for implementing this Decision./.
