- BASED ON THE DECREE 03/2000/NĐ-CP dated February 3, 2000 of the Government guiding the implementation of certain provisions of the Enterprise Law;
- BASED ON THE DECISION NO. 19/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister regarding the abolition of licenses contrary to the provisions of the Enterprise Law;
- AFTER EXCHANGING AND REACHING AGREEMENT WITH THE SPORTS ADMINISTRATION IN LETTER NO. 229/UBTDTT-PC DATED JUNE 30, 2000 REGARDING THE ABOLITION OF LICENSES;
