PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Ministry of Agriculture and Rural Development,
DECISION:
Article 1. Approve the development program for vegetables, fruits, flowers, and ornamental plants during the period from 1999 to 2010 with the main contents as follows:
I. DIRECTION AND OBJECTIVES:
1. Direction.
- Develop vegetables, fruits, flowers, and ornamental plants to exploit the advantages of diverse climatic and ecological conditions (tropical, subtropical, temperate) in various regions to produce multi-vitamin food products for people, contributing to solving employment issues, greening bare hills and mountains, and creating an aesthetic environment;
- The development of vegetables, fruits, flowers, and ornamental plants must be linked to market demand, capable of competing in both domestic and international markets, both in the short term and long term.
- Develop vegetables, fruits, flowers, and ornamental plants in all regions across the country, paying particular attention to developing in certain regions with special ecological conditions such as the Mekong Delta, Lam Dong, Red River Delta (especially winter crops), northern mountainous areas; combine the renovation of mixed gardens, intensive cultivation of existing garden trees with planting new ones according to the direction of extensive development among the people and specialized production zones of key crops, gradually modernizing them; use traditional and clean technologies to protect the environment, public health, and livelihoods, improving the quality of export goods.
2. Objectives.
- Quickly meet the daily needs of the people for vegetables, fruits, and ornamental flowers (common and high-end), including promoting the production and processing of fruit juices at low prices to gradually replace alcoholic beverages currently available;
- Create additional jobs for about 5.0 million people.
- Export turnover reaching 1.0 billion US dollars/year by 2010.
II. REGARDING SOLUTIONS:
1. Orientation of regional planning: The Ministry of Agriculture and Rural Development guides provincial People's Committees under the Central Government to review production planning, rearrange crop structures suitable to land and climate conditions of each region; link the development of raw material regions with processing facilities; products produced must originate from market demands (domestic and export) to plan and build production plans for each type of product, avoiding spontaneous farming by farmers leading to surplus or shortage causing losses to producers and consumers.
In the short term, focus on investing in the renovation of mixed gardens, building concentrated specialized zones, intensively cultivating some crops with advantages and competitive capabilities in both domestic and foreign markets such as pineapple, banana, longan, mango, pomelo, citrus, dragon fruit, premium vegetables, asparagus, black pepper, flowers, and ornamental plants...
2. Science and technology.
a) Seedlings: There must be high-yield seedling varieties to replace current low-yield and poor-quality varieties following the direction of selecting existing varieties, importing, and breeding new high-yield and good-quality varieties.
The Ministry of Agriculture and Rural Development directs the Institute of Vegetable and Fruit Research, the Southern Fruit Tree Research Institute to assist provinces in technical matters so that all provinces have seedling nurseries to support businesses and the public in grafting and producing good seedlings to meet the needs of vegetable, fruit, and flower growers.
Based on the reorganization of the scientific research system of the Ministry, there should be plans to invest in the Vegetable and Fruit Research Institute under the Vietnam Vegetable and Fruit Corporation and the Southern Fruit Tree Research Institute to become joint research institutes on vegetables, fruits, and flowers, and ornamental plants.
b) Quickly apply and implement clean production processes (using microbial fertilizers, microbial plant protection agents...) advanced irrigation, preservation, and processing technologies so that Vietnamese vegetable and fruit production, preservation, and processing technologies catch up with those of other countries in the region in a short time.
3. Processing.
a) On the basis of concentrated specialized zones, existing product regions must be invested in processing facilities matching production capacity with raw materials. Imported processing equipment must meet advanced and modern technological requirements suitable for market consumption, reducing costs, and improving product quality for export and consumption.
b) Complete the construction of fruit juice and canned food factories in some regions, researching investment in the processing of specialty fruits with unique flavors of Vietnam.
In the short term, in provinces such as Kien Giang, Tien Giang, Ha Tinh, Ninh Binh (Dong Giao), Bac Giang, and other places where pineapple is grown, it is necessary to quickly complete the construction of new processing plants or improve and modernize existing plants to consume all pineapple for pineapple growers but must ensure market access.
4. Market.
The Ministry of Trade takes the lead in coordinating with relevant ministries and sectors to submit measures to the Prime Minister to support the export of vegetables and fruits to major and new markets including the United States and Russia, to stabilize sales channels for vegetable and fruit production in the short and long term. Create conditions and support enterprises in terms of funding to participate in international trade fairs and marketing activities to seek markets.
5. Regarding taxes:
The Ministry of Planning and Investment leads and coordinates with the Ministry of Agriculture and Rural Development and provincial People's Committees under the Central Government to promptly complete the issuance of Investment Incentive Certificates according to the Law on Encouraging Domestic Investment (amended) stipulated in Decree No. 51/1999/NĐ-CP dated July 8, 1999 detailing the implementation of the Law on Encouraging Domestic Investment (amended) Resolution No. 03/1998/QH10.
The Ministry of Finance studies and resolves the application of the lowest tax rate within the current tax framework for production and processing facilities of vegetables, fruits, flowers, and ornamental plants.
6. Investment and credit
a) State budget capital invested in research and technology; importation and creation of primary seedlings; agricultural extension and transfer of new technical progress in vegetables, fruits, flowers, and ornamental plants; training of cadres.
b) Credit investment according to the plan implemented for projects to renovate and upgrade technology and equipment and new investments in processing; planting fruit trees according to project plans.
c) Bank credit capital: ensuring capital for the needs of vegetable, fruit, and ornamental plant growers.
d) Capital from the Employment Resolution Program, bank capital serving the poor, if located in difficult areas.
7. Encouraging economic sectors to develop vegetables, fruits, flowers, and ornamental plants, especially family farm and private farm models investing in vegetable, fruit, flower, and ornamental plant cultivation and processing industries.
8. Training cadres and technical instruction.
The Ministry of Agriculture and Rural Development will further strengthen agricultural extension and forestry extension work to train farmers on vegetable, fruit, flower, and ornamental plant cultivation techniques, particularly guiding the application of clean technology without using harmful chemical pesticides in vegetable, fruit, flower, and ornamental plant production; promoting the positive role of cooperative and cooperative societies in pest control.
There should be plans for training and retraining management staff and technical staff, primarily directors of enterprises, to enhance knowledge about production technology and management, improve product quality, and reduce production costs.
Strengthening and expanding international cooperation in science, technology, and training of cadres.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 3. The Ministers of the Ministries of Agriculture and Rural Development, Planning and Investment, Finance, Science, Technology and Environment, Trade, State Bank of Vietnam, the Chairpersons of the People's Committees of provinces and centrally governed cities, and the heads of relevant agencies are responsible for implementing this Decision.
