CIRCULAR

Prescribing the model customs declaration form and annexes for goods entering and leaving bonded warehouses and the use thereof

Pursuant to the Law on Customs No. 29/2001/QH10 dated June 29, 2001 and the Law No. 42/2005/QH11 dated June 14, 2005 amending and supplementing certain articles of the Law on Customs; Pursuant to the Government Decree No. 154/2005/NĐ-CP dated December 15, 2005 detailing certain provisions of the Law on Customs regarding customs procedures, customs inspection, and supervision;

Implementing Resolution No. 25/NQ-CP dated June 2, 2010 on simplifying 258 administrative procedures within the scope of functions of ministries and sectors;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Implementing Resolution No. 68/NQ-CP dated December 27, 2010 on simplifying administrative procedures within the scope of functions of the Ministry of Finance;

The Minister of Finance promulgates this Circular prescribing the model customs declaration form and annexes for goods entering and leaving bonded warehouses and the use thereof.

At the proposal of the Director General of the General Department of Customs,

 Annexed hereto:

Article 1.1. Model customs declaration form for goods entering and leaving bonded warehouses (model HQ/2012-KNQ);

2. Model annex to the customs declaration form for goods entering and leaving bonded warehouses (model PLHQ/2012-KNQ);

3. Provisions on the use of customs declaration forms and annexes for goods entering and leaving bonded warehouses.

This Circular shall take effect from January 1, 2013, replacing the model customs declaration form for goods entering and leaving bonded warehouses (model HQ/2002/KNQ) issued with Decision No. 1473/2002/QĐ-TCHQ dated December 4, 2001 of the General Director of the General Department of Customs.
