PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 26/CP dated May 23, 1993 of the Government on the new wage system in enterprises;
Considering the proposal of the Minister of Labor, War Invalids and Social Affairs, and the Minister of Finance;
DECISION:
Article 1. State-owned enterprises classified as special category include:
1. State corporations established pursuant to Decision No. 91/TTg dated March 7, 1994 of the Prime Minister on piloting the establishment of business groups;
2. State corporations established pursuant to Decision No. 90/TTg dated March 7, 1994 of the Prime Minister on continuing to reorganize State-owned enterprises, with a statutory capital of 500 billion VND or more;
3. Independent State-owned enterprises meeting the following conditions:
Playing a significant role in the national economy;
Having a statutory capital of 500 billion VND or more;
The position of general director shall be appointed by the Prime Minister.
Article 2. Based on the conditions stipulated in Article 1 of this Decision, the Ministry of Labor, War Invalids and Social Affairs shall coordinate with the Ministry of Finance to submit to the Prime Minister for approval the list of State-owned enterprises of special category; guide the process of transferring salary grades and position allowances for managers of State-owned enterprises of special category.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Minister, Head of a ministry-level agency, Head of a government-affiliated agency, Chairman of the People's Committee of provinces and centrally-administered cities are responsible for implementing this Decision./.
