THE MINISTER OF TRANSPORTATION
Pursuant to Decree No. 22/CP dated August 22, 1994 of the Government, stipulating the tasks, powers, responsibilities for state management and organizational structure of the Ministry of Transport;
Pursuant to Article 26 of Decree No. 175/CP dated October 18, 1994 of the Government guiding the implementation of the Law on Environmental Protection;
Pursuant to Decree No. 36/CP dated May 29, 1995 of the Government on ensuring traffic order and safety on roads and urban traffic order;
Considering the proposal of the Director of the Legal Affairs Department - Transportation and the Director of the Science and Technology Department,

Article 1. Now hereby promulgating with this Decision the Regulations on the issuance, management, distribution, and use of "Safety Technical Inspection Stamps," collectively referred to as "Safety Technical Inspection Stamps," for motor vehicles.
Article 2. The Vietnam Vehicle Inspection Agency shall directly issue, manage, and distribute Safety Technical Inspection Stamps for motor vehicles uniformly throughout the country in accordance with the provisions of this Decision.
Article 3. The Vietnam Vehicle Inspection Agency shall be responsible for coordinating with Departments of Transport and Public Works to direct units performing safety technical inspection tasks for motor vehicles to implement this Decision.
Article 4. This Decision takes effect from October 1, 1997. Previous regulations concerning the issuance of permits for the operation of motor vehicles that conflict with this Decision are hereby abolished.
Article 5. The Heads of the Ministry's Office, Directors of the Legal Affairs Department - Transportation, Directors of the Science and Technology Department, Directors of the Vietnam Vehicle Inspection Agency, Directors of the Vietnam Road Administration, Directors of Transport Departments, Public Works Departments of provinces and centrally governed cities, and Heads of relevant agencies and units are responsible for implementing this Decision.
