Pursuant to the Government Organization Law, dated September 30, 1992;
Considering the proposal of the Chairman of the People's Committee of Lai Châu Province at the report No. 219/CV-UB dated July 31, 2000, Circular No. 177/CV-UB dated May 14, 2001, Circular No. 549/CV-UB dated October 26, 2001, Circular No. 604/CV-UB dated November 20, 2001; and the proposal of the Minister of Planning and Investment at Circular No. 7532/BKH/QLKT dated November 7, 2001,
DECISION:
Article 1. The Tay Trang Border Economic Zone includes the communes of Na Ư, Pa Thơm, and Sam Mứn in Dien Bien District.
The Ma Lù Thàng Border Economic Zone includes the communes of Ma Li Pho and Mường So in Phong Tho District and Huổi Luông Commune in Sin Ho District.
Article 2. The Tay Trang Border Economic Zone and the Ma Lù Thàng Border Economic Zone shall apply Decision No. 53/2001/QĐ-TTg dated April 19, 2001 of the Prime Minister on policies for border economic zones.
In addition, the Central Budget will support the Province annually (for the first five years) to invest in certain infrastructure projects in the Tay Trang Border Economic Zone and the Ma Lù Thàng Border Economic Zone, with the specific investment amount to be calculated by the Ministry of Planning and Investment in coordination with the People's Committee of Lai Châu Province based on approved projects.
Article 3. During the implementation process, the People's Committee of Lai Châu Province shall be responsible for:
- Coordinating closely with the Ministry of National Defense and the Ministry of Public Security to implement projects related to national defense and security effectively. - Prioritizing the order of investment construction projects and sub-projects to use them efficiently. - Taking the lead and coordinating with relevant ministries and sectors to evaluate the application of the aforementioned policies and make recommendations.
This Decision shall take effect fifteen days from the date of signature.
The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and the Chairman of the People's Committee of Lai Châu Province are responsible for implementing this Decision.
