Pursuant to the Urban Planning Law dated June 17, 2009;

Pursuant to Decree No. 37/2010/NĐ-CP dated April 7, 2010 of the Government on the preparation, review, approval, and management of urban planning;

Considering the proposal of the People's Committee of Vinh Phuc Province,

Pursuant to …;

Article 1. Approving the Master Plan for Urban Construction of Vinh Phuc City, Vinh Phuc Province until 2030 and vision until 2050 with the main contents as follows:

1. Scope of Planning:

The scope of the Master Plan for Vinh Phuc City includes: Vinh Yen City, Phu Yen Town, Binh Xuyen District, part of Yen Lac District, Vinh Tuy District, Tam Duong District, and Tam Dao District, with a total natural land area of approximately 31,860 hectares, delineated as follows:

- To the North, it borders Tam Dao District and Tam Duong District;

- To the South, it borders Yen Lac District;

- To the West, it borders Lap Thach District and Vinh Tuy District;

- To the East, it borders Phu Yen Town and Hanoi Capital.

2. Nature:

- It is the political-administrative center of Vinh Phuc Province;

- It is one of the major economic centers of the Hanoi Capital Region and the country, with leading industries including: industry, services, trade, education-training, science, tourism, and leisure;

- It is a cultural center, a key transportation hub, and an important point of exchange for the Hanoi Capital Region, the Northern Key Economic Region, the entire country, and internationally;

- It has a significant position regarding national defense and security.

3. Population Scale:

a) In 2020, it is 660,000 people;

b) In 2030, it is 1,000,000 people.

4. Land Scale:

- By 2020, urban construction land is 19,330 hectares, of which residential land is 11,420 hectares, with a standard of 173 square meters per person, and non-residential land is 7,910 hectares;

- By 2030, urban construction land is 31,860 hectares, of which residential land is 14,500 hectares, with a standard of 145 square meters per person; non-residential land is 10,570 hectares, and other land: 6,790 hectares.

5. Spatial Development Orientation until 2030:

a) Urban Development Direction

- Connecting with the Hanoi Capital Region, taking Vinh Yen City and Phu Yen Town as the center, from there expanding the urbanization range to adjacent areas;

- Building a concentrated, multi-polar city, connecting with functional zones based on a modern and integrated public transport system;

- Developing concentrically, creating green belts around the city and green corridors to isolate and protect the environment, maintaining ecological balance in the city;

- Forming a north-south green space axis with functions as a traffic axis, architectural landscape, drainage, connecting with historical-cultural relics and important facilities of Vinh Phuc City.

b) Urban Structure and Functional Zones

- Key urban areas include:

+ City-level key areas: Central area of Vinh Yen City and Phu Yen Town;

+ Regional-level key areas: Northern regional key area; Southern regional key area at the intersection of Ring Road 2 and the north-south green axis; northwestern regional key area at the intersection of Ring Road 2 and the central axis of Lap Thach-Dam Vac; southeastern regional key area at the intersection of Ring Road 2 and the Phu Yen-Huong Canh-Vinh Yen central axis;

+ Other key areas: Educational and exchange key area in the northern part of Vinh Yen City and in Phu Yen Town; goods circulation key area in the eastern part of Vinh Yen City; tourism and leisure key area around Dam Vac and Dai Lai lakes; water and greenery key area in the southern part of Vinh Yen City.

- Axes include:

+ Regional connection axes: Expressway linking the city center of Hanoi with Lao Cai; Ring Road 5 of Hanoi linking Thai Nguyen, Son Tay, and the railway between Hanoi and Lao Cai;

+ Urban connection axes: National Highway 2B, National Highway 2C connecting Tam Dao, Hop Hoa with the urban center of Vinh Phuc City; provincial road 305 connecting with Lap Thach, Yen Lac; streets connecting Vinh Yen City and Phu Yen Town;

+ Ring road axes: Ring Road No. 1 (central); Ring Road No. 2 (connecting with regional key areas) and Ring Road No. 3; Ring Roads No. 4, 5, and No. 5 of Hanoi;

+ Urban axes are connections between existing neighborhoods and new urban areas;

+ North-South spatial axis: Tam Dao - Vinh Yen and Red River;

+ Public transport axes within the city connecting city-level key areas with regional key areas and other key areas.

- Three functional regions include: Central city areas of Vinh Yen City and Phu Yen Town; residential areas and concentrated industrial zones in the northwest, northeast, and southeast of Vinh Phuc City.

6. Land Use Planning for Functional Areas until 2030:

a) Residential Area Planning

The residential land area is 14,500 hectares, accounting for 45.5% of urban land, including:

- Land for residential areas with an area of about 9,570 hectares;

- Land for public service centers with an area of about 1,880 hectares: In the Vinh Yen City area, arrange the provincial comprehensive center; the urban public service center of Vinh Phuc City at Dam Vac and regional public service centers with an area of about 820 hectares; in the Phu Yen Town area, arrange the urban comprehensive center of Vinh Phuc City and regional public service centers with an area of about 470 hectares; in the southern Vinh Yen City area, arrange urban and regional public service centers with an area of about 460 hectares; in the northern Vinh Yen City area (Gia Khanh area), arrange urban and regional public service centers with an area of about 130 hectares;

- Green space and sports land arranged in urban residential areas, with an area of about 620 hectares.

- Urban traffic land with an area of about 2,430 hectares.

b) Non-Residential Functional Area Planning

Non-residential functional areas have an area of 10,570 hectares, accounting for 33.2% of urban land, including:

- Industrial zones:

+ The area of industrial zones is 5,020 hectares, including existing industrial zones and planned industrial zones, located in the northwest, northeast, and southeast of Vinh Phuc City;

+ Between industrial zones and residential areas, green corridors and public transport systems are arranged, with widths suitable for environmental sanitation standards.

- Specialized Center Zones:

+ Higher education institutions such as universities, academies, colleges, and vocational schools with an area of 1,502 hectares, located in central Vinh Yen City, Phu Yen Town, and the north-south green axis;

+ Health care and rehabilitation facilities with an area of 89.50 hectares, located in Vinh Yen City, Phu Yen Town, Tam Duong District, and Yen Lac District;

+ Tourist facilities with an area of 170 hectares located in the Đầm Vạc area of Vinh Yen city and Đại Lải lake of Phuc Yen town;

+ Green spaces, water surfaces, parks, and sports areas with a total area of 2,278.5 hectares including: North-South green axis, green belt, green corridors along rivers, canals, and main urban roads, open water surfaces, and parks at the urban level covering 2,162.1 hectares; sports centers: 116.4 hectares including: National sports complex in Vinh Yen city with 40 hectares and regional and urban sports centers in Vinh Yen city and Phuc Yen town with 76.4 hectares.

- External transportation and key infrastructure projects with an area of 1,160 hectares, of which land for key infrastructure construction is approximately 70 hectares and land for external transportation is about 1,090 hectares.

- Defense land: Approximately 350 hectares allocated according to the defense land use plan.

c) Planning for other types of land

The area of other types of land is 6,790 hectares, accounting for 21.30% of urban land, including agricultural land, water surfaces, and land reserved for development.

7. Urban design:

a) General principles

Building Vinh Phuc into a beautiful city harmonious with nature, especially the North-South green axis, creating favorable conditions for residents to easily access cultural and historical relics and the urban environment through public transportation networks.

b) Spatial architectural layout - landscape

- Landscape systems include:

+ Administrative office zones of Vinh Yen; central Phuc Yen, Đầm Vạc, commercial office residential zones, and Vinh Yen market area;

+ Urban residential zones, hillside residential zones, garden house zones, and rural village zones;

+ Industrial zones.

- Spatial axes include:

+ North-South green axis (LRT - Light Rail Transit - Urban light rail); BRT axis (Bus Rapid Transit - express bus);

+ City gateway axes: National Highway 2A, National Highway 2B, National Highway 2C;

+ River and green corridors along rivers: Phan, Cà Lồ, Phó Đáy, and water channels.

- Hub systems include:

+ Commercial and public service hubs: Northern Đầm Vạc commercial office zone, central Vinh Yen, central Phuc Yen, areas around LRT and BRT stations;

+ Rest and relaxation hubs: Public cultural rest parks; sports parks, flower gardens in various areas;

+ Tourism and leisure hubs: Areas around Đầm Vạc and Đại Lải lake.

8. Orientation for urban technical infrastructure planning until 2030:

a) Transportation

- Road network:

+ External transportation: Hanoi - Lao Cai expressway; main routes: National Highway 2A, bypass of National Highway 2A, National Highway 2B, National Highway 2C, National Highway 23, Hanoi Ring Road 4.5, and Hanoi Ring Road 5;

+ Urban transportation includes: 9 radial roads connecting to the center of Vinh Yen, hubs, 3 ring roads, and streets.

- Public transportation:

+ Public transportation network includes: Broad gauge railway from Hanoi to Lao Cai; LRT line crossing Vinh Yen in the North-South direction; existing railway lines being upgraded and improved;

+ LRT: LRT line crossing Vinh Yen in the North-South direction;

+ Bus services include: BRT line (Phuc Yen - Vinh Yen); Vinh Yen - Tam Dao line; Vinh Yen - Chợ Chang line; Vinh Yen - Tam Son line; Vinh Yen - Viet Tri line; Vinh Yen - Hanoi line; outer, middle, and inner ring lines.

b) Technical preparation for construction land

- Water conservancy planning:

+ Forced drainage into the Red River using pumps; water storage using reservoirs; construction and improvement of rivers;

+ Construction of water conservancy works in three main basins: Upper Phan River basin: Surrounding Vinh Yen basin and Cà Lồ River basin;

+ Improvement of Phan River, Cà Lồ River, and Cà Lồ River branch in the urban area.

- Foundation level:

+ Controlled foundation level according to Phan River, Cà Lồ River, and Cà Lồ River branch levels during the highest flood and 1% frequency flood levels and safety height;

+ Controlled foundation level in new development areas determined by the foundation level at the time of rainwater drainage plus hydraulic force from the calculation point to the drainage point. Factory and important project foundation levels are raised by +0.5m.

- Rainwater drainage:

+ New urban development areas: Construct separate rainwater drainage system;

+ Intra-city areas: Rainwater drainage system ensures rapid drainage while utilizing reservoirs, green areas, and recreational areas to temporarily hold water, reducing localized flooding due to rain.

c) Water supply

- Water supply standards according to Class I urban criteria;

- Water demand: 140,465 m³/day-night by 2020 and 326,218 m³/day-night by 2030.

- Water source and water treatment plant:

+ Water source: From Lo River, limit use of groundwater;

+ Water intake station with new water plant near Lo River mouth capacity Qtr = 375,500 m³/day-night. Maintain existing water plants in Vinh Yen and Phuc Yen.

- Water distribution network:

+ Main water supply pipelines from Lo River water plant to distribution tanks include two lines: North side D = Ф1,300 - Ф1,000; South side D = Ф1,200 - Ф900;

+ Distribution tanks in Vinh Yen, Southern Vinh Yen, Gia Khanh, Phuc Yen, ensuring designed water supply volume with appropriate capacity and scale;

+ Distribution pipelines in a loop network, connecting with existing pipelines in Vinh Yen and Phuc Yen cities with diameters Ф200 - Ф700.

d) Electricity supply

- Total load is 1,600 MW;

- Transformer substations include: Existing 220kV substation with 220kV grid, new 220kV substation with 220kV grid, 110kV substation with existing 110kV grid, and 110kV substation with new 110kV grid.

đ) Telecommunications

- Subscriber capacity for residential areas: 100 m²/unit, industrial areas: 300 m²/unit;

- Calculated capacity for Vinh Yen city area: 146,800 units, Southern Vinh Yen city area: 53,900 units, Gia Khanh area: 39,200 units, Phuc Yen town area: 126,700 units.

e) Waste treatment, environmental sanitation

- Wastewater treatment:

+ Wastewater discharge standard: 38,000 m³/day-night by 2020 and 157,000 m³/day-night by 2030;

+ Construction of centralized wastewater treatment facilities in five areas west, south, northeast of Vinh Yen city, central Vinh Yen city, and Phuc Yen town, each area with a population of about 200,000 people;

+ Placement of centralized treatment stations downstream of each district and close to major rivers: Phan River, Cau Bon River, Cà Lồ River, and Phó Đáy River...;

+ Construction of sewage pipes Ф150 - Ф1,200.

- Solid waste treatment:

+ Solid waste volume: In 2020, it was 900 tons/day and in 2030, it will be 2,850 tons/day;

+ Construct four incineration stations, including three within urban areas. The scale of constructing an incineration facility is approximately 4 to 5 hectares;

+ Arrange landfill sites according to construction standards to ensure environmental hygiene for the city;

g) Cemetery park

- Land requirement for construction until 2030 is 200 hectares;

- Construction location: Tam Dao district: 100 hectares; Binh Xuyen district: 100 hectares;

9. Strategic Environmental Assessment:

a) Addressing current environmental pollution

Measures shall be taken to address existing environmental pollution issues to ensure safety for water supply for daily use, irrigation, and air quality, particularly protecting biodiversity in ecosystems;

b) Measures to mitigate environmental impacts

- Monitor and handle environmental violations;

- Conduct environmental impact assessments for each project;

- Promote awareness and education on environmental protection;

c) Protecting the environment

Implement appropriate measures to protect soil, air, noise, water environments, and solid waste;

10. Short-term planning up to 2020:

a) Priority programs and projects for urban development

- Urban infrastructure and technical projects;

- Public transportation organization projects;

- Projects for environmental protection and response to global climate change;

- Land development projects;

b) Implementation measures for planning management

- Establish a Steering Committee and develop institutional mechanisms and management bodies for urban planning at the provincial level;

- Apply solutions to mobilize resources and ensure funding;

Article 2. The People's Committee of Vinh Phuc Province is assigned to implement the following tasks:

1. Issue regulations in accordance with the approved General Urban Planning of Vinh Phuc City; establish and issue regulations on urban planning and architecture management;

2. Publicly announce the approved General Urban Planning of Vinh Phuc City;

3. Develop detailed area plans and detailed plans to concretize the General Urban Planning of Vinh Phuc City as a basis for implementing investment projects;

4. Develop investment plans for construction of technical infrastructure and manage construction investment in accordance with the approved General Urban Planning of Vinh Phuc City;

5. For urban and industrial zones, strict management must be ensured and comprehensive social and technical infrastructure development must be guaranteed, connecting with the city's common infrastructure network;

6. Develop mechanisms and policies to mobilize financial, land, and human resources to implement common urban infrastructure projects in Vinh Phuc City;

Article 3. This Decision takes effect from the date of issuance.

The Minister of Construction, the People's Committee of Vinh Phuc Province, and relevant ministries and sectors are responsible for enforcing this Decision.
