Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 86/CP dated December 8, 1995 of the Government on "Regulations on the Allocation of Responsibilities for State Management of Product Quality"

Article 1. The following Interim Technical Procedures are hereby issued:
1. Interim Technical Procedure for propagating cocoa plants using budding, topworking, and stooling methods.
2. Interim Technical Procedure for planting cocoa
3. Interim Technical Procedure for intensifying low-yielding cocoa orchards
Article 2. This Decision shall take effect fifteen days from the date of signature.
Article 3. The Heads of the Ministry's Office, the Director of the Department of Science, Technology, and Product Quality, the Director of the Southern Institute of Agricultural Science and Technology, and the heads of related units are responsible for implementing this decision.
