Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
At the proposal of the Director of the Postgraduate Department.
DECISION:
Article 1. Amending and supplementing certain provisions of the Graduate Admissions Regulation issued together with Decision No. 02/2001/QĐ-BGD&ĐT dated January 29, 2001 of the Minister of Education and Training as follows:
1. Clause 1 of Article 5 shall be amended as follows:
1. Regarding diplomas: candidates must satisfy one of the following conditions (except for the fields of training specified in Clause 3 of this Article):
a) Hold a bachelor's degree in the same field or a related field as the field they wish to apply for. For foreign language fields, if the candidate applies for a foreign language field based on a non-formal bachelor's degree, they must also hold a formal bachelor's degree in another foreign language field.
b) Hold a formal bachelor's degree in a closely related field, having supplemented knowledge in relevant subjects or courses to reach the equivalent level of a bachelor's degree in the same field. The content and volume (number of hours) of supplementary subjects are determined by universities assigned the task of training master's programs in these fields.
2. Delete the phrase "formal system of public institutions" in point a of Clause 2 of Article 5.
3. Delete the phrase "of a public university" in point a of Clause 3 of Article 5.
4. The third paragraph of point b of Clause 3 of Article 5 regarding candidates for the Administrative Management specialty shall be amended as follows:
- Administrative Management: individuals working in administrative management in administrative and service organizations, political organizations, socio-political organizations, people's armed forces, enterprises.
5. Article 6 shall be amended as follows:
Citizens of the Socialist Republic of Vietnam who meet the following conditions may apply for doctoral training programs:
1. Diploma and published work requirements: Candidates must satisfy one of the following conditions:
a) Hold a master's degree in the same specialty or a related specialty or a closely related specialty and have published at least one article in a scientific journal before submitting their application.
b) Hold a master's degree in a different specialty and a formal bachelor's degree in the same field or a related field as the field they wish to apply for. In this case, the applicant must take the exam as if they had no master's degree and must have published at least two articles in a scientific journal before submitting their application.
c) Hold a formal bachelor's degree in the same field, with a grade of excellent or higher, and have published at least two articles in a scientific journal before submitting their application.
d) Hold a formal bachelor's degree in the same field, with a grade of good, and have published at least three articles in a scientific journal before submitting their application. The content of the articles must be relevant to the research direction applied for.
2. Work experience requirement: candidates applying for doctoral training programs must have at least two years of specialized work experience in the field they wish to apply for (counted from the date of graduation from the bachelor's program, starting from the date the Rector signs the decision recognizing graduation, until the date of application), except in cases of direct continuation.
3. Meet the conditions stipulated in Clauses 4 and 5 of Article 5 of this Regulation and have a letter from the head of the managing agency allowing them to apply.
6. Delete the phrase "public institutions" in Clause 1 of Article 8.
7. Clause 2 of Article 9 shall be amended as follows:
2. In each examination period, candidates can only apply to take the exam at one educational institution and one training specialty.
8. The third paragraph of point b of Clause 1 of Article 16 regarding candidates exempted from taking the foreign language exam shall be amended as follows:
Exempt from the foreign language exam for candidates holding a bachelor's, master's, or doctoral degree from abroad where the language used in their studies is one of the five languages mentioned above; or holding an IELTS certificate of 6.0 or higher, or a TOEFL international score of 550 or higher within one year from the date of obtaining the certificate to the date of applying for graduate studies; or holding a formal bachelor's degree in a foreign language field among Russian, English, French, German, or Chinese.
9. Supplement the end of Clause 1 of Article 18 as follows:
Individuals setting the foreign language exam may hold a master's degree but must be a full-time lecturer and have experience in setting exam questions.
Article 2. This Decision shall take effect from the date of signature. All previous provisions contrary to this Decision are hereby abolished.
Article 3. The Heads of the Office, the Heads of relevant units under the Ministry of Education and Training, and the Heads of postgraduate training institutions shall be responsible for implementing this Decision.
