Approving the National Strategy for Women's Advancement in Vietnam until 2010
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Chairman of the National Committee for Women's Advancement in Vietnam,
DECISION:
Article 1. Approves the National Strategy for Women's Advancement in Vietnam until 2010, with the following main contents:
1. Objectives of the Strategy.
a) General Objective:
Improving the quality of women's material and spiritual life. Creating all conditions to effectively implement basic rights and promote the role of women in all fields of political, economic, cultural, and social life.
b) Specific objectives:
- Objective 1: Implementing women's equal rights in the labor and employment sector.
+ Target 1: Annually, in the total number of new jobs, the proportion of female workers gradually increases to reach 40% in 2005 and 50% in 2010.
+ Target 2: Increase the utilization rate of female labor time in rural areas to 75% in 2005 and to 80% in 2010.
+ Target 3: Reduce the unemployment rate of female workers in urban areas to about 5-6% in 2005 and below 5% in 2010.
+ Target 4: Achieve a ratio of 80% of households headed by women who are poor and obtain loans from poverty reduction programs and 50% of women among those who receive credit in 2005.
- Objective 2: Implementing women's equal rights in the education sector.
+ Target 1: Strive to eliminate illiteracy among 95% of women aged under 40 who are illiterate in 2005 and 100% in 2010.
+ Target 2: Strive to increase the proportion of women in higher education to over 30% of the total number of people receiving higher education in 2005 and over 35% in 2010.
+ Target 3: Increase the proportion of female workers trained to 30% in 2005 (of which vocational training is 20%) and to 40% in 2010 (of which vocational training is 26%).
+ Target 4: Achieve a ratio of female cadres and civil servants receiving political, administrative, computer, and foreign language training at 30% or more in 2005; achieve a ratio of female participation in advanced training courses, training, and professional development programs both domestically and internationally equivalent to the ratio of female participation in professional activities in corresponding fields in 2010.
- Objective 3: Implementing women's equal rights in the health care sector.
+ Target 1: Increase the average life expectancy of women to 71 years in 2005 and to 73 years in 2010.
+ Target 2: Increase the proportion of pregnant women receiving three prenatal checkups to 55% in 2005 and to 60% in 2010.
+ Target 3: Reduce the maternal mortality rate related to childbirth to 80/100,000 in 2005 and to 70/100,000 in 2010.
+ Target 4: Increase the proportion of women accessing healthcare services to 90% in 2005 and to 95% in 2010.
+ Target 5: All health stations have midwives, with the proportion of midwives with secondary education reaching 50% in 2005 and 80% in 2010.
- Objective 4: Enhancing the quality and effectiveness of women's activities in political, economic, cultural, and social sectors to increase the number of women recommended and elected to leadership positions at all levels and in all industries.
+ Target 1: Strive to achieve a ratio of women participating in Party committees during the 10th Congress period of 15% or more.
+ Target 2: Strive to achieve a ratio of women in the National Assembly during the 11th term of 30% and during the 12th term of 33% or more.
+ Target 3: Strive to achieve a ratio of women participating in Provincial People's Councils during the 2004-2009 term of 28% and during the next term of 30%; District and County People's Councils during the 2004-2009 term of 23% and during the next term of 25%; Commune and Ward People's Councils during the 2004-2009 term of 18% and during the next term of 20%.
+ Target 4: Strive to achieve a ratio of 50% of state agencies, political organizations, and political-social organizations at central and local levels having women participate in leadership boards by 2010.
+ Target 5: All educational, health, cultural, social, and business organizations with 30% or more female workforce strive to have women participate in leadership boards by 2005.
- Objective 5: Strengthening the capacity for activities promoting women's advancement.
+ Target 1: Achieve a ratio of 100% of cadres working in the field of women's advancement at all levels and in all industries being trained in activity skills by 2005.
+ Target 2: Achieve a ratio of 100% of leaders of Ministries, Committees, and mass organizations at the central level being raised in awareness of gender equality by 2005.
2. Main solutions.
a) Strengthening the leadership of Party committees at all levels and the guidance of authorities at all levels on the cause of women's advancement and gender equality, especially in rural areas, ethnic minority regions, mountainous areas, islands, and areas with extremely difficult or difficult socio-economic conditions.
b) Continuing to build and perfect the legal system and policies on gender equality, including policies to improve the quality of female human resources; issuing preferential policies for health care and education for girls and women in poor families living in remote, mountainous, island, and areas with extremely difficult or difficult socio-economic conditions. Enhancing the management efficiency and implementation effectiveness of gender equality rights by relevant state agencies.
c) Effectively integrating the content of gender equality into annual and five-year socio-economic development plans at the national and local levels, and within each ministry, industry, and locality.
Linking the implementation of this Strategy with the implementation of other national strategies and programs, regional and international commitments of Vietnam regarding gender equality, and the implementation of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) to achieve gender equality goals.
d) Strengthening propaganda, education, and social mobilization work with appropriate content and forms for different regions, areas, and target groups to contribute to raising the awareness and responsibility of state agencies, organizations, families, and citizens in gender equality work.
d) Establish a close and effective coordination mechanism among state agencies, between state agencies and political organizations, political-social organizations, and other social organizations at central and local levels in organizing, implementing, supervising, and evaluating the implementation of basic rights of women and the objectives of the Strategy.
e) Promote international cooperation activities to learn from, share experiences, and mobilize resources to support the implementation of the Strategy.
g) Enhance the capacity for collecting, analyzing, processing, and providing gender equality information and data to meet the requirements for assessing the results of gender equality rights and the objectives of the Strategy.
h) Develop women's movements and improve the quality of activities of Women's Unions at all levels.
i) The funds for implementing the Strategy shall be allocated through relevant national strategies and programs and included in the annual budget estimates of central ministries, sectors, mass organizations, and localities. In addition to state budget sources, ministries, sectors, mass organizations, and localities shall proactively create all conditions to mobilize financial support from organizations and individuals both domestically and internationally.
Article 2. Implementation Organization.
To effectively implement the Strategy's objectives, responsibilities are assigned to ministries, sectors, and localities as follows:
1. The Ministry of Planning and Investment:
a) Take the lead and coordinate with the National Committee for Women's Advancement, the Ministries of Health, Education and Training, Labor, Invalids and Social Affairs, Agriculture and Rural Development, Justice, Finance, the Government’s Organizational and Cadre Affairs Board, other relevant agencies, and provincial people's committees to organize and implement the Strategy.
b) Take the lead and coordinate with the National Committee for Women's Advancement, relevant ministries and sectors, and localities to incorporate gender equality targets into annual and five-year socio-economic development plans at the national level and those of ministries, sectors, and localities; guide, inspect, evaluate, and compile reports on the implementation of the Strategy's objectives and tasks to the Prime Minister annually; organize mid-term reviews in 2005 and final evaluations in 2010 regarding the implementation of the Strategy.
2. The Ministries of Health, Education and Training, Agriculture and Rural Development, Labor, Invalids and Social Affairs, Justice, the Government’s Organizational and Cadre Affairs Board, and other relevant agencies, based on this Strategy, shall develop and implement annual and five-year activity plans to achieve the Strategy's objectives, send these plans to the Ministry of Planning and Investment; incorporate gender equality targets into their long-term and short-term plans; integrate the activities of this Strategy with those of national strategies, target programs, and related programs, prioritizing investment for girls and women from ethnic minorities, poor families, and those affected by HIV/AIDS; report annually to the Minister of Planning and Investment and the Chairperson of the National Committee for Women's Advancement.
3. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment, the National Committee for Women's Advancement, other relevant ministries and sectors, and provincial people's committees to develop annual financial plans to implement the Strategy's objectives and tasks; guide relevant ministries and sectors and localities in using funds to implement the Strategy.
4. The Ministry of Foreign Affairs shall take the lead and coordinate with relevant ministries and sectors to promote and mobilize support from foreign governmental and non-governmental organizations and United Nations bodies for the implementation of the Strategy.
5. The General Statistics Office shall take the lead and coordinate with relevant ministries and sectors to periodically assess and analyze the implementation of the Strategy's objectives annually and every five years, sending the results to the Ministry of Planning and Investment and the National Committee for Women's Advancement for compilation and reporting to the Prime Minister.
6. The National Committee for Women's Advancement shall serve as the focal point for international cooperation on gender equality and women's advancement; coordinate with relevant agencies to propose to the Prime Minister the formulation of laws and policies related to gender equality; monitor, urge, and inspect the implementation of laws and policies concerning women; promote, disseminate, and mobilize the implementation of laws and policies concerning women and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).
7. Provincial People's Committees shall base themselves on this Strategy to incorporate gender equality targets into local socio-economic development plans; develop and implement annual and five-year activity plans to achieve the Strategy's objectives; integrate the activities of this Strategy with those of national strategies, target programs, and related economic and social development programs within the same area; report annually to the Minister of Planning and Investment and the Chairperson of the National Committee for Women's Advancement.
8. Request the Vietnam Fatherland Front, the Vietnam Women's Union, other member organizations of the Fatherland Front, and social organizations to participate in organizing and implementing the Strategy within their respective areas of operation.
Article 3. This Decision takes effect fifteen days after the date of signature.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial people's committees, and the Chairperson of the National Committee for Women's Advancement are responsible for enforcing this Decision./.
